It is our understanding that the Borough is seeking to construct two (2) pickleball courts at Mayor James Failace Park (formerly known as Shorecrest Park) adjacent to the existing playground. Additional improvements will include fencing, walkways, and ancillary site amenities. Pickleball is a sport similar to tennis that is rapidly growing in popularity for people of all ages. The construction of this project will provide the first official courts for residents to enjoy the game in the Borough. Furthermore, the Borough is the recipient of a $78,000 grant from the FY2023 NJ Department of Community Affairs (DCA) Local Recreation Improvement Grant (LRIG) program to fund the project. We are pleased to have been able to assist in the preparation of this successful grant application, in conjunction with Millennium Strategies. Depending on the desired ancillary amenities included, we anticipate the construction cost for this project to be approximately $155,000.00. Accordingly, our office proposes the following scope of services to advance the project: 1. Survey and Base Map Phase Services Our office will prepare a limited location survey of the t0.25 acre portion of the park that will be affected by the proposed improvements, including the generation of limited topography as required to set the proposed elevations for the courts and adjacent walkways. Degjgn Phase Services This work will consist of the preparation of construction plans and quantities. The services have been divided into tasks as detailed below: 1. Perform site visits and collect existing site information and assess conditions; 2. Preparation of Construction Plans, including: i. Construction and Grading Plans ii. Construction Details 3. Preparation of a Construction Cost Estimate The Department of Community Affairs has confirmed that construction proposals for the project must be obtained in accordance with Local Public Contracts Law, which includes State contract purchasing and cooperative purchasing programs (ECSNJ, Equalis, etc.). This phase will include the preparation of abridged bid documents to share with cooperative purchasing program and/or State contractors. 4. Contract Administration Services Our office will provide full time observation of the site improvements for the anticipated contract time including the following services undertaken by the Borough's contractor: a. Attend pre -construction meetings; b. Coordinate with the contractor to ensure compliance with the final contract documents; c. Provide assistance with interpretation of contract documents; d. Review shop drawings; e. Provide responses to RFI's from contractor and provide design related services on an on - call, as -needed basis. f. Provide construction observation services, prepare contractor punch lists and review and prepare pay estimates. g. Coordination with DCA and management of the grant through the DCA's SAGE website to ensure conformance with all requirements of the grant and prompt reimbursement of grant funds.
