CALL TO ORDER Mayor Man called the City Council Special Meeting to order at 6:38 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, and Parks and Recreation Director Matsumoto 3. PUBLIC COMMENT — Steve Stafford, Temple City resident, complained about construction that is currently going on behind his property. 4. NEW BUSINESS A. SELECTION OF PLAYGROUND RENOVATION PROJECT THEMES AND REVIEW OF CONSTRUCTION BUDGET ESTIMATE The City Council is requested to review the themes for both Temple City Park and Live Oak Park locations and provide SWA, landscape architect, with feedback and selection of one theme for each park. City Manager Cook gave an overview of the playground renovation budget and timeline. City Manager Cook pulled New Business Item 4B to be brought back to Council in September. Parks and Recreation Director Matsumoto gave a summary of the community's feedback for the playground themes, project construction schedule, and cost for the playground renovation. Ying-Yu Hung and Brian McKary, SWA Group, City's playground renovation landscape architect, presented the proposed park theme designs for Live Oak Park and Temple City Park. City Council asked questions and made comments regarding the preliminary playground themes. City Council Minutes July 11, 2023 Page 2 of 3 Mayor Pro Tem Chavez left the meeting at 7:33 p.m. and returned at 7:35 p.m. City Council spoke in favor of the Space Station theme for Live Oak Park and directed staff to revise the design incorporating the following: colorful shade cover, full use of the space rocket for children to play in, lights for the playground, and more trees for additional shade at the playground. City Council also directed staff to provide a 3D perspective of the design. City Council recessed to a break at 8:18 p.m. and reconvened at 8:30 p.m. Mayor Man opened public comment. Hearing no request to speak, Mayor Man closed public comment. City Council spoke in favor of the Bamboo Forest theme for Temple City Park and directed staff to revise the design incorporating the following: remove the exercise equipment and reduce or remove the buffer between playground to the parking lot. City Council also directed staff to seek additional funding option for the playground renovation project. Mayor Man formed a Playground Renovation Ad Hoc Committee and appointed Councilmember Sternquist and himself to the committee to assist staff finalize the playgrounds design by September. B. APPROVE PHASE 2 OF SWA LANDSCAPE ARCHITECTS CONSULTANT SERVICES CONTRACT The City Council is requested to approve Phase 2 of the consultant services contract with SWA Landscape Architect to prepare construction plans, cost estimator, civil, surveying, responding to design related questions during bidding and construction phase support services. City Council approved City Manager Cook's request to continue this item to a meeting in September. 5.
