The Council of the City of Medina met in regular session on Tuesday, February 1, 1983
at 7:30 P.M.
Present: Mayor, Thomas Anderson; Councilmembers, William Reiser, Thomas Crosby, Anne
Heideman, Wilfred Scherer; Clerk -Treasurer, Donna Roehl; Public Works Director
James Dillman; Police Chief, Michael Sankey; Attorney, Richard Schieffer;
Engineer, Glen Cook
1. ADDITIONAL AGENDA ITEMS
Council agreed to discuss the following additional items:
Hamel Athletic Club agreement
REport on Hamel Bank Robbery
Program for application of "Black Magic" on city streets
2. PUBLIC WORKS DEPARTMENT
Francis Pumarlo Contract
Jim Dillman asked that Council discuss the possibility of incresasing the contract hours
of Francis Pumarlo to 40 per week at $9.00 per hour. He stated that Richard Krotzer would
be working less hours on sewer and water and that Mr. Pumarlo would be attending a water
system operators class in the Spring and would then be able to be responsible for the
water system, work on the sewer system, work on street and park maintenance.
Council advised that Jim Dillman also attend the seminar.
Motion by Scherer, seconded by Heideman to contract with Francis Pumarlo to perform duties
as outlined by the Public Works Director, at $9.00 per hour, up to 40 hours per week.
Motion declared carried
Water Meter Repair
Jim Dillman presented a request that the city charge homeowners for repairs to meters
when casued by neglect or misuse. He stated that the ordinance would need to be amended
if the policy were to be adopted.
Motion by Crosby, seconded by Scherer to authorize an amendment to the city water ordinan
as requested by the Public Works Director.

"Black Magic" Application
Jim Dillman presented a program for application of"black magic" on a number of city streets
in 1983, continuing 1984 and 1985.
Thomas Anderson stated that he had difficulty with providing the material free of charge
for some properties when others have been paying for it for a number of years.
Thomas Crosby stated that he believed that those who had paid for the material had gotten
the value out of their cost.
Motion by Scherer, seconded by Reiser to approve the Public Works Department plan for
application of 'Black Magic" on city streets.
Motion declared carried
Hamel Well
Glen Cook reported that an addendum had been prepared for the Hamel test well specifications
which included expanding the test well to a permanent well, with bids to be taken for each
or a combination of a test well and permanent well.
He stated that such a plan might be more cost effective than the original specifications.
Motion by Heideman, seconded by Crosby to approve the addendum to the Hamel test well
bid specifications.

3. POLICE DEPARTMENT
Internal Investigation Seminar
Motion by Reiser, seconded by Crosby to authorize the Chief of Police to attend an
Internal Investigation Course on February 7th for a fee of $60.00.
Motion declared carried
Michael Sankey Probation
Council agreed that minutes should reflect the fact that the probationary period of
Police Chief, Michael Sankey, had ended on January 26, 1983.

Hamel Bank Robbery
Police Chief, Sankey relayed information regarding an arrest that had been made in the
robberies of the Hamel and Loretto Banks.
C.O.Dorweiler, affiliated with the Hamel Bank asked that the Medina Police, the FBI and
the Hennepin County sheriff's Department be commended for their investigatio;t and subse-
quent arrest.
Motion by Anderson, seconded by Crosby to commend all that participated for the excellant
job that had been done to solve the Bank robberies in Loretto and Hamel.
Motion declared carried
4. ROILING GREEN COUNTRY CLUB
Richard Schieffer explained that the Rolling Green Country Club case had been settled and
that the delinquent taxes had been paid, according to a report he had gotten from Attorneys
for Rolling Green. He stated chat the information had not been verified through Hennepin
County.
5. PLANNING AND ZONING DEPARTMENT
Corice Caswell Subdivision
Robert Scott explained that the City Attorney had told him that easements along Hamel Rd.
and Willow Dr. were needed and that surveys and legal descriptions must be provided before
final City Council approval. He stated that Mrs. Caswell would like to close on the prop-
erty on Wednesday and asked if the new buyer could enter into an agreement with the city
to porvide the easements after the descriptions were prepared.
Glen Cook stated that a drainage easement was needed and that a description should also be
secured for it on Parcel B.
Richard Schieffer stated that he did not believe that the County Recorder would accept a
resolution without complete legal descriptions.
Matter was tabled while Richard Schieffer prepared a resolution of approval.
Planning Commission Appointments
Thomas Anderson explained that Will Bracken would be spending a year in Germany so that
two Planning Commission appointments were needed and that C.O.Dorweiler, Harold Pederson,
Lawrence Elwell, Bonnie Etzel and Doug Wacek had expressed an interest in serving.
Council interviewed Bonnie Etzel who stated that although she was not aware of everything
that was being done in Medina she believed that Hamel should be allowed to expand; that a
stop light was needed at Co. Rd. 116 and Hwy. 55 and that serving on the Commission would
be a challenge for her and she was willing to learn.
Harold Pederson stated that the city needs a larger tax base both in Hanel and out and that
Co. Rd. 116 was needed, through the city.
Doug Wacek stated tht he believed there should be more commercial development along Hwy.
55; that Co. Rd. 116 should be extended through the city and that he was against to much
development outside of the Hamel area.
Thomas Anderson stated that he would like to fill the vacancies from the Hamel and Medina
Morninside areas.
Motion by Heideman, seconded by Reiser to appoint Doug Wacek to the Planning Commission,
beginning in March, for a 3 year .:erm.
Motion declared carried
Motion by Heideman, seconded by Crosby to appoint Bonnie Etzel to fill the remaining term
of Anne Heideman until March, 1985.

6. TAD JUDE
Senator Jude discussed the Metro Council redistricting bill and the new districts it would
create, also the process for appointment of commissioners on the Council and to the various
Boards.
1 7 0 He explained the Pari-Mutual bill; that budget would be the big issue in this session
of the legislature and that more cooperation was needed between Hennepin County and neigh-
boring counties.
7. CIAGRETTE LICENSE
Mon by Reiser, seconded by Crosby to approve the 1983 cigarett license for the
Countryside Cafe.

8. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
Motion by Scherer, seconded by Heideman to set a Public Hearing for Year IX of Community
Development Block Grant Program funding, for March 15, 1983, at 8:00 P.M.

9. CIVIL DEFENSE ORDINANCE
Motion by Crosby, seconded by Heideman to approve, for publication, the summary of the
Civil Defense Ordinance, No. 204.
Motion declared carried
10. BILLS
Motion by Crosby, seconded by Reiser to approve payment of the bills; Order Checks#
1805-1872 in the amount of $136,581.59 and Payroll Checks #7026-7048 in the amount of
$10,908.37.

11. CORICE CASWELL SUBDIVISION, CONTINUED
Robert Scott stated that a culvert was not installed by the city when the drainage ditch
was cleared and that some compensation should be allowed if the city was going to ask for
$240 in administration fees. He stated that the purchaser, Mr. Goelz and Mrs. Caswell
would enter into an agreement to provide the easements if the city would approve the
subdivision.
Wilfred Scherer stated that he had forgotten that the culvert had not been installed but
that he would see that the work was done.
Thomas Crosby stated that the subdivision could be approved if it were understood that the
buyer and seller would need to convey easements for Willow Dr. and Hamel Rd. and for the
drainage easement and that it be domonstrated to the city that an access to Parcel B had
been provided.
Motion by Crosby, seconded by Heideman to approve Resolution 83-8, Caswell Subdivision,
with administration costs not to exceed $240.

12. HAMEL ATHLETIC CLUB
Motion by Reiser, seconded by Scherer to enter into agreement with the Hamel Athletic
Club to provide recreation services for 1983 at a cost of $2000.

13. CAVANAUGH-ECKES AGREEMENT
Motion by Heideman, seconded by Scherer to enter into agreement with Fidel Eckes and
William Cavanaugh regarding granting of an easement on the condition that any work done
on Arrowhead Dr. is to be done on the westerly portion of the easement.
Motion declared carried
14. MINUTES OF JANUARY 18, 1983
Thomas Crosby asked that Item 6, Page 162 be amended to indicate that Metro Waste Control
reports that they intend to phase out the Hamel Treatment Plant by 1986.
Motion by Crosby, seconded by Heideman to accept the minutes of January 18, 1983 as
amended.

15. HAROLD PEDERSON PARK DEDICATION FEE
Motion by Scherer, seconded by Crosby to direc that the park dedication fee for the Harold
Pederson subdivision be recalculated.
