A RESOLUTION
Be it resolved by the Mayor and Councilmen of Savannah
Beach, Tybee Island, in council assembled, that the Mayor of said
tolm be, and he is hereby, authorized and directed to execute, in
the name of the town, a contract with William J. Lynch, Civil
Engineer, providing for the payment of the sum of Thirty -five
Hundred ($35O0.00) Dollars to said Engineer for his services as
such in representing the town in connection with a contract, and
the work to be done thereunder between the town and Espy Paving and
Construction Company for the paving, grading and opening of certain
streets and ways in the town of Savannah Beach.
Be it further resolved that said contract may provide for
the payment of an additional sum of Fifteen Hundred ($1500.00) Dollars
to said Engineer in the event that said town elects to require labo-
ratory tests to be made by said Engineer, but this additional expense
shall be optional so far as the town is concerned.
Be it further resolved that t said contract may prov de for
the time and method of ppa:yment for the amounts due thereunder, and
the Clerk of Co'.,ncil is 'hereby directed to pay out said sums of
money to said W. J. Lynch in accordance with the terms of such
contract as may be executed by the Mayor, without specific a;cproval
of the amounts so :;aid out by him, but shall do so on directions
of the Mayor or acting Mayor.
There being no further business, Council adjourned subject
to- the call of the "Mayor.

The regular meeting of Town Council was held tonight at
g :O0 P.M. in the Council Room and was attended by Mayor Dutton, who
presided and Councilmen Biotin, Peters, Lovell, Young, Hosti and
Brown and Town Attorney Alexander, Mr. W. J. Lynch, Mrs. W. W. Edwards,
Mr. -& Mrs. W. J. Bryan, Hri Sam Barber, Mr. L. L. Prince and Mr.
Brown.
Mrs. Edwards and Mr. & Mrs. Bryan protested against the
placing of a ditch on Bryan Street adjoining their property, Mr.
LYnah.,stated that to put down pipe in this section would cost the
Town about $220.00 and that if the Town laid pupe here it would
establish a precedent, after some discussion it was decided that
the Mayor get together with Mr. Lynch in an endeavor to adjust the
matter.

A committee from the Fort gcreven Community Club consis-
ting of Mr. Sam Barber, L. L. Prince, and Mr. Brown protested
against permitting negroes to use the beaches adjacent to Fort
Screven stating that it would be objectionable, that property
values would be reduced and that they were undesirable. The Mayor
informed the Committee that he would give the matter his individual
attention after which they were excused.
The minutes of the meetings of August 7th at 4s00 P.M.,
August 7th at 5;00 P.M., August 14th and August 15th were read and
adopted.
Councilman Biotin stated that all chairmen were to report
on the expenses of Operating their departments, but that some ex-
penses are still going on.
Councilman Brown moved that bills for the month of Aug-
ust amounting to $2,154.60 be paid, Councilman Young seconded and
the motion passed.
The Mayor asked Mr. Lynch if the present street paving
program called for paving First and Second Avenues first, Mr.
Lynch said it did, the Mayor thought that the cross streets should
be paved first. Mr. Lynch stated that he would follow any plan
that he was instructed to.
Mr. Lynch stated that he had talked with Mr. Smith of
the state Highway Department about placing side drains on the east-
ern side of Butter Avneue where water is trapped after heavy rains.
Mr. Lynch also stated that he thought it would be a good idea to
have laboratory tests made in connection with the paving program.
The Mayor informed Council that practically all of the
departments had gone over the budget and that expenses must be re-
duced.
Councilman Peters moved that the services of the City
Physician, Dr. M. L. Willoughby, be dispensed with and that he be
given 30 days notice, Councilman Young seconded and the motion
passed.
The Mayor stated that some of the Town employees should
be out off to curtail expenses, Councilman Young stated that he
had out off two men the first of the week.
The Mayor informed Council that a kitchen was promised
the school, that the. cost would be approximately $950.00, Council -.
man Young moved that the matter be turned over to the finance
committee with power to act, Councilman Brown seconded and the
motion passed.
A petition was read from T. S. Chu and Company for a
reduction of the 1947 business license. It was decided that the
license of $10.00 covering the shoe repair shop be included in
the department store license of $250.00 but that the $10.00

license for soft drinks must be paid along with the department store
license and the licenses must be paid by September loth.
Mr. B. P. Hosti petitioned for the extention of the sewer-
age system on Horse Pen Hammock as he is starting the erection of a
home in that location. The matter was referred to thb Town Attorney.
A petition was read from Mr. M. B. Clark doing business as
the Savannah Beach Ice Company,requesting that the area in the inter-
section of First and Inlet Avenues be paved. The matter was referred
to Councilman Hosti.
Councilman Hosti called attention to the weeds and under-
brush, etc, growtng wild in some parts of the Island and stated that
aside from the unsightliness it also constituted a fire hazard, he
had recently been renting out the grass cutter at $2.50 per hour to
property owners hoping that this would be an incentite to get some
of the undergrowth cut. It was decided to send notices to the owners
of vacant lots requesting them to have their weeds cut.
Councilman Lovell stated that the wooden bulkhead from
Tilton Street to First Street had rotted out in several sections and
the sand behind it had washed out to a considerable extent, Thomas
and Hutton have been requested to make a surrey and request contract-
ors to submit estimates for repairing it.
Councilman Young moved that the following resolution be
adopted, Councilman Hosti seconded and the motion passed.
A RESOLUTION
WHEREAS, United States_Highway No. 80 extends from San
Diego, California to Savannah Beach, Georgia, passing through eight
states and being the only through highway from the Atlantis to the
Pacific Ocean which is usable every day in the year;
AND WHEREAS, for these reasons it is truly a national
highway;
AND.WHEREAS the eastern terminus of said highway is at
the junction of 16th street and the Strand in the Town of Savannah
Beach, Georgia;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, Georgia, in Council assembled, that
the Government of the United States be, and the same is hereby,
requested to name said highway officially " THE NATIONAL HIGHWAY";
BE IT FURTHER RESOLVED that copies of this resolution
be sent to the Congressman representing the first Congressional
District of Georgia in Congress, and the Senators from the State
of Georgia, requesting them to use their beat efforts to pause
said highway to be officially named "THE NATIONAL HIGHWAY ", and
marked as such so that such designation may be known to the
traveling public.

Councilman Lovell moved that the following Ordinance be
adopted, Councilman Peters seconded and the motion passed.
AN ORDINANCE
AMENDING AN ORDINANCE ADOPTED AT THE MEETING OF
THE MAYOR AND COUNCILMEN OF SAVANNAH BEACH, TYBEE
ISLAND, HELD ON APRIL 10, 1947, PROVIDING FOR THE
RATE OF LICENSES FOR DOING BUSINESS IN THE TOWN
OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA, FOR THE
FISCAL YEAR ENDING APRIL 30th, 1948; AND FOR OTHER
PURPOSES.
SECTION ONE. BE IT ORDAINED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, Georgia, and it is hereby ordain-
ed by the authority of the same that an ordinance entitled An
Ordinance to provide for the rate of licenses for doing business
in the town of Savannah Beach, Tybee Island, Georgia, for the fis-
cal year ending April 30th, 1948", adopted at a meeting of Council
held on April 10th, 1947 be, and the same is hereby, amended in
the following manner: -
1. By adding a section to said ordinance to read as
follows : -
"Any person, firm or corporation owning and operating
a bulldozer, or similar machine and charging for its
use for grading, hauling or other similar purposes,
with the understanding that the issuance of a license
shall not prevent the municipality from engaging in
similar work for private parties and making charges for
the use of its equipment." $ 50.00
SECTION TWO. BE IT FURTHER ORDAINED that all ordinances
and parts of ordinances, in conflict herewith be, and the same are,
hereby repealed.
Councilman Peters moved that the following Ordinance be
adopted, Councilman Young seconded and the motion passed.
AN ORDINANCE
AMENDING SECTION THREE (3) OF AN ORDINANCE TO CREATE
AREAS WITHIN THE CORPORATE LIMITS OF SAVANNAH BEACH, TYBEE IS-
LAND AND TO ZONE THE SAME BY PROVIDING THAT A BUILDING MAY BE
ERECTED ON LOT SEVEN (7) OF A SUBDIVISION OF BEACH LOTS NINE-
TEEN (19) AND TWENTY (20), WARD ONE (1), WHICH MEASURES FIFTY
(50) FT. BY FORTY (40) FT.
BE IT ORDAINED by authority of the Mayor and Council -
men of Savannah Beach, Tybee Island, and it is hereby ordained
by authority of same as follows : -
SECTION ONE •
That an Ordinance entitled "An Ordinance to
create areas within the corporate limits of. the Town of Savannah
Beach, Tybee Island, and to zone the same" be and the same is

hereby amended by adding at the end of Section Three (3) of said
ordinance the following sentence:
"One building may erected on Lot Seven (7) of a Sub-
division of Beech Lots Nineteen (19) and Twenty (20), Ward One (1),
which measures fifty (501 ft. by forty (40) ft."

herewith be and tha same are hereby, repealed.
Councilman Siotin moved that the following Resolution be
Councilman Peters seconded and the motion passed.
A RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of Savannah
Beach, Tybee Island, that the town execute quitclaim deed to Mies
Ola M. Wyeth, conveying to her all of its Tight, title and interest
in Lot Number Seven (7) of a subdivision of each Lots Nineteen (19)
and Twenty (20), Ward One (1), Savannah Beach, upon the payment
by her to the Town of the sum of One Hundred Seventy (170,00),
that being the amount due for taxes, execution fees and interest
on said property from December 6, 1938, at which time a deed was
executed by the town to Nick Athanas.

Councilma i Peters moved that in connection with the
street paving program that laboratory tests of the samples, etc.,
be made by a recognized Laboratory and that these costs not be
over $1,500.00, Councilman Young seconded and the motion passed.
Councilman Brown stated that one man is now employed
in the Fire Department.
The Savannah Beach Chamber of Commerce petitioned that
they be given $500.00 additional for advertising pruposes for the
year 1947, the Clerk was instructed to write them that their re-
quest could not be complied with as only $500.00 had been provided
in the budget and thishad already been given to them.
Council was informed that the extended time for going
into the sewer system expired September 1st.
Town Attorney Alexander stated that the Town had agreed
to sell Section 7 of Beach Lots 19 -20, Ward 1 to Miss Ola Wyeth,
but found that this property was owned by Nick Athanas when .sold
by the Town.

A petition was presented from the property pwnere on
Ninth Street from Butler Avenue to the Strand requesting that
Ninth Street not be paved under the present paving program. Pet -
ition granted.
Petitions against the allowing of a portion of the beach
for the use of negroes was received from the following: Fort
Screven Community Club, Savnnah Beach Chamber of Commerce and
American Legion Auxiliary Savannah Beach Unit No. 154.
Council was informed that the insurance covering the op-
eration of a taxi cab issued to Smitty's Taxi had been cancelled,
by the insurance company handling it.
There being no further buiiness, Council adjourned subject
to the call of the Mayor.

The regular meeting of Town Council was held today at
4 :00 P.M. and was attended by Mayor Dutton, who presided, and
Councilmen Slotin, Young, Brown, Peters, Lo#ell and by -Mr. W. J.
Lynch and also a committee of the P.T.A. consisting of Mrs. Payne,
Mrs. Walsh and Mrs. Howard.
Mrs. Howard stated that the P.T.A. were requesting that
a supervisor be employed during the winter months to conduct the
playground in the park, the Mayor informed the Committee that the
Town's budget would not permit this but if some way could be work-
ed out it would be done.
The minutes of the meeting of September 4th were read
and adopted.
Mr. Lynch reported that the estimate for the second
quarter for street paving amounted to $46,363.88, since then
$16,567.00 work has been completed, that the total amount of the
completed program should amount to $91,$72.53, After the deletion
of several streets, also that the drainage in Venetian Terrace
would be taken care of.
The Mayor informed Council that the Savannah Beach
Chamber of Commerce had requested that in connection with the
proposed new road to Tybee, the Town write the Governor relati re
to this. The matter was referred to the Town Attorney.
