watching their progress. She said that she had added language to the ordinance to
provide the Council the ability to amend the ordinance by a resolution, if necessary.
Babak Raheb (128 Balfour Drive) asked for clarification of the religious exemption, the
definition of "single use plastic" and whether or not there would be probationary period
before fully enforcing the ordinance. Mayor Groisman responded that the ordinance
applies to any single use plastic and that there is a process in place for advising businesses
before enforcement and that the religious exemption was put into place with the intent of
monitoring compliance. Mr. Gonzalez added that there would be a 60-day probationary
period between October 1 and December 1, and the that ordinance would take full effect
on December 1, 2019.
Luis Rodriguez (360 Collins Avenue) commended the Council's efforts and spoke in favor
of the ordinance.
Mayor Groisman recommended that the Village conduct a publicity campaign with a
positive tone, not restrictive, that encourages people to do even more, environmentally
sound practices in their private lives.
MOTION: A Motion to approve the ordinance on second reading, as amended. was
moved by Councilman Buzzy Sklar and seconded by Mayor Gabriel Groisman.
