COUNCIL CHAMBERS - 5938 KAUFFMAN AVENUE 1. CALL TO ORDER -- Chair Tarin 2. ROLL CALL PRESENT: Commissioner Baroldi, Haddad, Rosso, Tarin ALSO PRESENT: Director of Parks and Recreation Matsumoto and Parks and Recreation Secretary Venters Commissioner Rosso made a motion to excuse Vice -Chair Vance for due cause. Seconded by Commissioner Baroldi and carried by the following roll call vote: AYES: NOES: ABSENT: ABSTAIN: Commissioner — Baroldi, Haddad, Rosso, Tarin Commissioner — None Commissioner — Vance Commissioner — None 3. PLEDGE OF ALLEGIANCE - Chair Tarin led those present in the Pledge of Allegiance. 4. PRESENTATIONS - None 5. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 6. CONSENT CALENDAR Commissioner Haddad moved to approve the Consent Calendar. COMMITTEE ON AGING UPDATE Director of Parks and Recreation Matsumoto stated that the second quarterly meeting of the Committee will take place on April 25 at 6:30 p.m., at the Community Center in Live Oak Park. He stated that agenda items include action item goals, review of applications for two open Committee seats and report card encompassing the years of 2021 and 2022. 8. NEW BUSINESS A. MARCH PROGRAMMING RECAP Director of Parks and Recreation Matsumoto stated that the Youth Basketball program was highly successful with approximately 300 participants, Spring Camp had 55 youth enrolled and that Youth Track, Mini Soccer and STARS Club remain consistently popular. He concluded that the City is drafting the next Fiscal Year budget to employ additional staff to accommodate increased program enrollment. Commissioner Haddad asked Director of Parks and Recreation Matsumoto if the Parks and Recreation Department is currently recruiting for staff. Director of Parks and Recreation Matsumoto stated that the City is currently recruiting seasonal part time employees. 9. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 10. UPDATE FROM PARKS & RECREATION DIRECTOR A. PARKS & RECREATION DIRECTOR'S REPORT Director of Parks and Recreation Matsumoto stated that the City is no longer required to include CEQA findings that do not have environmental impacts. He briefed the Commission on the Easter Egg Hunt and Pancake Breakfast event and provided an update regarding the outreach conducted for the playground renovations at Live Oak Park and Temple City Park. He stated that the survey included themes, amenities and equipment for each park. He stated that the City is working alongside the Historical Society to celebrate the 100th anniversary of the Temple Township. He stated that proposed ideas include a barbeque and pie eating contest hosted by the Historical Society, incorporating the founding of the Temple Township in summer events, and include a parade and historical context at the Fall PARKS & RECREATION COMMISSION MINUTES Page 3 April 19, 2023 Festival and Classic Car Show. He concluded by thanking staff who aided during his paternity leave. Commissioner Rosso asked Director of Parks and Recreation Matsumoto if the spaceship or a piece of the spaceship would be included in the playground renovation, if the Commission would have a specific roll with the centennial celebrations and if centennial themed merchandise will be sold. Director of Parks and Recreation Matsumoto stated that the City would reinvent an exploration theme by using the spaceship as a point of inspiration, the Commission would provide the same support as other events and the Historical Society will spearhead the sale of centennial themed merchandise. Commissioner Baroldi asked Director of Parks and Recreation Matsumoto if there would be further opportunity for the public to take the survey. Director of Parks and Recreation Matsumoto stated that the City is no longer conducting the survey as ample input regarding the public's desire has been received. Chair Tarin asked Director of Parks and Recreation Matsumoto for an update regarding the Concerts in the Park and if dignitaries would be present at the Fall Festival and Classic Car Show. Director of Parks and Recreation Matsumoto stated that the schedule and line up for the Concerts in the Park are finalized and will be included in the upcoming Connect Magazine and the City is currently discussing the activities that will take place at the Fall Festival and Classic Car Show. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSIONER BAROLDI — Thanked the staff that were involved in the Easter Egg Hunt and Pancake Breakfast Event. B. COMMISSIONER HADDAD — Provided the following suggestions: install bicycle racks on each corner of Live Oak Park as part of the playground renovation and at Live Oak Park to paint the shelter area to match the tables, install banner extenders in the shelter area and to have a hook for a coat or purse and a mirror in the bathroom. Director of Parks and Recreation Matsumoto stated that the City could install additional bicycle racks at Live Oak Park and a hook can be placed in the bathroom at Primrose Park. He stated that the bathroom purposely does not have a mirror in the bathroom to avoid vandalization. PARKS & RECREATION COMMISSION MINUTES Page 4 April 19, 2023 C. COMMISSIONER ROSSO — Spoke favorably of the Easter Egg Hunt and Pancake Breakfast. She suggested an additional grill to cook pancakes. D. VICE -CHAIRPERSON VANCE - Absent E. CHAIRPERSON TARIN — Concurred with fellow Commissioner Rosso. He stated that he was happy to be able to meet SWA. 12.
