Brothers, Inc., of South River, NJ has submitted the lowest bid for said contract as evidenced by the response on file with the Borough's Purchasing Department and with the Borough Engineer; and WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended the award of a contract to S. That a copy of this Resolution shall be forwarded to the Borough's Purchasing Department, the Borough's Consulting Engineers CME Associates and the Borough's Director of Engineering. 3. That the aforementioned award of bid is contingent upon formal approval from the New Jersey Department of Labor, Division of Wage and Hour Compliance. 4. That the aforementioned award of bid is subject to review and approval by the NJDOT Local Aid Office and the Borough Attorney. Seven (7) bids were submitted, ranging from an apparent low base bid of $774,582.00 by S. Brothers Inc. to a high base bid of $1,148,449.50 by Seacoast Construction, Inc. The Engineer's Estimate for the base bid was $939,104.00 Please find enclosed a complete Summary of Bids for the Council's review. Upon review, irregularities were noted in some of the bid proposals submitted. However, none were found in the proposal submitted by the apparent low bidder, therefore, the outcome of the bid is unaffected. As a matter of procedure, our office has contacted S. Brothers, Inc. to discuss their bid. The representatives we spoke to indicated they are comfortable with the bid as submitted and there is no objection to completing the project based on the bid prices submitted and the contract time. Based on this information, we recommend the following actions: 1. Award of the contract to the low bidder, S. Brothers, Inc., P.O. Box 317, South River, NJ, within 60 calendar days, on a unit price basis in the total amount of $774,582.00 for Base Bid Item 1 through 45, inclusive, as available funding permits.
