A petition was presented from the property pwnere on
Ninth Street from Butler Avenue to the Strand requesting that
Ninth Street not be paved under the present paving program. Pet -
ition granted.
Petitions against the allowing of a portion of the beach
for the use of negroes was received from the following: Fort
Screven Community Club, Savnnah Beach Chamber of Commerce and
American Legion Auxiliary Savannah Beach Unit No. 154.
Council was informed that the insurance covering the op-
eration of a taxi cab issued to Smitty's Taxi had been cancelled,
by the insurance company handling it.
There being no further buiiness, Council adjourned subject
to the call of the Mayor.

The regular meeting of Town Council was held today at
4 :00 P.M. and was attended by Mayor Dutton, who presided, and
Councilmen Slotin, Young, Brown, Peters, Lo#ell and by -Mr. W. J.
Lynch and also a committee of the P.T.A. consisting of Mrs. Payne,
Mrs. Walsh and Mrs. Howard.
Mrs. Howard stated that the P.T.A. were requesting that
a supervisor be employed during the winter months to conduct the
playground in the park, the Mayor informed the Committee that the
Town's budget would not permit this but if some way could be work-
ed out it would be done.
The minutes of the meeting of September 4th were read
and adopted.
Mr. Lynch reported that the estimate for the second
quarter for street paving amounted to $46,363.88, since then
$16,567.00 work has been completed, that the total amount of the
completed program should amount to $91,$72.53, After the deletion
of several streets, also that the drainage in Venetian Terrace
would be taken care of.
The Mayor informed Council that the Savannah Beach
Chamber of Commerce had requested that in connection with the
proposed new road to Tybee, the Town write the Governor relati re
to this. The matter was referred to the Town Attorney.

Councilman 8lotin moved that bills for the month of Sept-
ember amounting to $ 2,328.61 be paid, Councilman Young seconded
and the motion passed.
Councilman 8lotin suggested that no purchases of any dis-
cription should be made unless absolutely necessary.
The Mayor informed Council that the Finance Committee
had recommended that the school be given $1,000.00 for the erection
of a kitchen, also that in going over the Island to ascertain if
there was any rag weed growing he stated that a very small amount
was found growing but that this was being disposed of. He also
stated that in connection with the bulkhead near Tilton Street
it is in very bad repair and this should be- corredted at once.
The petition of Mrs. Henri Van Lloyd to transfer her
beauty shop license from Hotel Tybee to her home at Fort Screven
was approved.
Council was informed that several of the business licenses
had not yet been paid.
Councilmen peters stated that a resident at Estill Station
owning property on Byers Street between the auto road and the old
Central of Georgia right of way had requested to be permitted to
connect up with the Town's sewerage system. Council agreed that
if he agreed to pay all expenses of connecting to the Town's main
plus the $50.00 stubbing fee plus $5.00 per year service charge
he would be permitted to connect up.
The Mayor informed Council that a Mrs. Levington had been
bitten by a dog, that the animal had not been found and that owners
of dogs be requested to contact the Chief with a view to ascertain-
ing what dog bit the lady.
The Mayor stated that it was reported to him that children
were going into the hospital buildings and doing considerable damage.
The Chief was instructed to catch them and get their names.
A plat of a sub - division owned -by Miss Bertha Cummings
divinding parts of Beach Lots 83 and 84, Ward 4 into parcels "A ",
"B" and "C" was presented and on a motion of Councilman Young
approved by Councilman Peters it was adopted.
Petitions were received to pave streets in the Towne
paving -program from the following:
Tybee Beach Company - Campbell Street on Horse Pen Hammock
Mrs. Nell - Devine - part of the old C. R. R. in the area of
the Fort Screven Post office.
- Clara Kent, Thomas Knox & Eleanor Remidio - Fourth Avenue
from Ninth to Tenth Streets.
Ernest M. Carpenter - Naylor Avenue to his property line.
It was decided that since all funds allocated for the paving had
been spent the petitions would have to be declined.

A petition was presented by Mr. John L. Strong pro-
testing against the removal of sand and the leaving of holes in
the vicinity of his property.. The matter was referred to Council-
man Young.
Council considered employing a full time supervisor for
the playground but found that the finances of the Town would not
permit it.
Councilman Young moved that the following resolution be
adopted, Councilman Lovell seconded and the motion passed.
A RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of Savannah
Beach, Tybee Island, in Council assembled, that the time of the
regular meeting of this body shall be changed to 4 o'clock P.M.
on the first Thursday of each Month.
BE IT FURTHER RESOLVED that this resolution shall govern
the time of holding said meetings until changed by further resolution
of this body.
Councilman Peters moved that the following Ordinance
be adopted, Councilman Brown seconded and the motion passed.
AN ORDINANCE
AMENDING AN ORDINANCE ADOPTED APRIL 10, 1947 BY THE
MAYOR AND COUNCILMEN OF SAVANNAH BEACH, TYBEE ISLAND, ZONING
CERTAIN AREAS WITHIN SAID TOWN, BY PROVIDING THAT A SCHOOL
BUILDING MAY BE ERECTED ON LOTS 32 -A AND 32 -B, WARD TWO (2),
IN SAID TOWN; AND FOR OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of Savannah
Beach, Tybee Island, and it is ordained by authority of the same,
that an Ordinance adopted April 10, 1947, by the Mayor and Council-
men of Savannah Beach, Tybee Island, defining certain areas
within said Town, and zoning the same, be and it is hereby amended
in the following respects: -
SECTION ONE. By adding to the first paragraph of Section
six of said Ordinance the following sentence : -
"A school building, with the necessary appurtenances,
may be erected on Lots 32 -A and 32 -B, Ward Tiro: w(2) . a
SECTION TWO. That all ordinances and parts of Ordinan-
ces in conflict be, and the same are hereby repealed.
There being no further business, Council adjourned sub-
ject to the call of the Mayor.
