AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES
CONTRACT WITH COLLIERS ENGINEERING & DESIGN
RIVER WALK —SOUTHERN SECTION —PHASE I
WHEREAS, the Borough of Carteret is in need of specialized engineering services for
Construction Administration Services with regard to the ONRR Grant River Walk —
Southern Section — Phase I.
WHEREAS, Colliers Engineering & Design, 331 Newman Springs Road, Red Bank,
New Jersey 07701, possesses the requisite experience and expertise to provide said
services; and
WHEREAS, Colliers Engineering & Design has submitted a proposal to provide said
services at a total cost not to exceed $6,600.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Ater. #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from Colliers Engineering & Design for
engineering services with regard to the NJDEP ONRR Grant
River Walk Southern Section Phase I Construction
Administration Services for Tasks 1.0 & 2.0 at a cost not to
exceed $6,600.00 is hereby approved.
2. 'Phis action is approved as an award of a professional set -vices
contract pursuant to N.J.S.A 40A:11-5(1)(a) in accordance
with the Borough's Fair and Open Process as authorized by
law.
3. A copy of this Resolution be forwarded to the Borough's
Finance Department, the Borough Director of Engineering
and Colliers Engineering & Design.

Description of service contract scope:
Colliers Engineering & Design, Inc. (DBA Maser Consulting) proposes to provide the following service(s):
Task 1.0 Technical review of the proposed "Rope and Anchor Retrofit" prepared by Van Cleef Engineering
and Associates last revised January 16, 2023. Original revised loadings and structural calculation will be
reviewed. Comments will be provided in a memo report.
Lump Sum Fee $2,500
Task 2.0 Perform a site visit of the constructed boardwalk to verify site constraints. Prepare structural
calculations and develop a retrofit detail to support the additional loading. Finalize and submit four (4)
copies of the signed and sealed construction detail to retrofit the existing walkway to permit the
Installation of the electrical substation.
Lump Sum Fee $4,100
The Business Terms and Conditions of the original contract shall still apply,
