AUTHORIZING A PROFESSIONAL PRE CONSTRUCTION
SERVICES CONTRACT WITH TORCON, INC.
WHEREAS, the Borough of Carteret is in need of professional preconstruction services
for the Cooke Avenue Redevelopment Area; and
WHEREAS, Torcon, Inc., possess the requisite skill and expertise to provide said
services; and
WHEREAS, Torcon, Inc. has submitted a proposal to provide said preconstruction
services at a total cost not to exceed $24,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Account #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, Slate of New Jersey, as follows;
1. That the proposal from Torcon, Inc. for professional preconstruction
services with regard to the Cooke Avenue Redevelopment Area at a total
cost not to exceed $24,000.00, billable in accordance Tureen's existing
contract with the Borough, is hereby approved.
2. That this action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:11-5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department and Torcon, Inc.

MWAorcon.com Torcon is pleasedto present its proposal to provide Preconstruction phase Construction
Management SCTices to the Borough of Carteret for its planned Cooke Avenue
Restaurant project. Our submittal reflects our recent conversations about the project
and a review of the drawings with USA Architects. The following is an overview of the
scope of work Torcon wil I provide to support the Borough.
KEY STAFF
Vice President Steve Kessler will take the lead in all Torcon services. He will be joined by
Vice President George Kourides who will oversee estimating and cost control for the
project.
MEETINGS
Torcon's proposal assumes we will participate in meetings in support of the estimate
and value engineering activities. These meetings will include Carteret representatives,
the architect and other consultants,
Meeting Purpose and Goals
• Collaborate on project design elements
• Review value engineering ideas
ESTIMATING
Torcon proposes to provide a Design Development estimate that is consistent with the
documents issued by USA Architects.
Design Development
The DD estimate is performed when design reachesthe 50%to 75% completion stage,
which typically provides:
• Completed Site Plan
• Fully Developed Floor Plans
• Interior and Exterior Elevations
• Reflected Ceiling Plans
• Building Sections
• Structural Foundation and Frame Scoped and Sized
• Final Solis Report
• MEP Equipment Schedule

VALUE ENGINEERING
Subsequent to issuing the estimate Torcon will collaborate with the project team to
Torcon recommend potential value engineering options for the project. VE seeks to identify
and integrate design alternatives that maintain the functionality of the facility while
providing cost savings.
PROPOSED COST
Total Cost of Preconstruction Services $29,113
Discount ($5,113)
Proposed Cost $24,000
Estimated Expenses $350 (to be billed at Cost)
