HomeMy Public PortalAbout2022.05.05 Special Meeting MinutesMINUTES McCall City Council Special Meeting McCall City Hall -- Legion Hall VIA TEAMS Virtual May 5, 2022 Call to Order and Roll Ca11 Pledge of Allegiance Work Session Adjournment CALL TO ORDER AND ROLL CALL 1 Mayor Giles called the Special meeting of the McCall City Council to order at 5:30p.m. Mayor Giles, Council Member Maciaszek, Council Member Nelson, Council Member Nielsen, and Council Member Thrower all answered roll call. City staff members present were Anette Spickard, City Manager; Bill Punkoney, City Attorney; BessieJo Wagner, City Clerk; Sarah Porter, Deputy Clerk; Erin Greaves, Communications Manager; Linda Stokes, City Treasurer; Brian Parker, City Planner; Meg Lojek, Library Director; Chris Curtin, Information Systems Manager; Traci Malvich, Human Resources Manager; Nathan Stewart, Public Works Director; Meredith Todd, Assistant City Planner; Emily Hart, Airport Manager. Also, in attendance were Wayne Reiter, T -O Engineers Planner; Kevin Bissell, T -O Engineers Planning Engineer. Mayor Giles led the audience in the Pledge of Allegiance. WORK SESSION 1 AB 22-111 Review the Airport Master Plan and Direction to Staff Airport Manager Emily Hart and TO Engineering representatives presented to Council. On February 27, 2020, Council selected TO Engineering to prepare a new Airport Master Plan in compliance with FAA regulations. The FAA paid 90% of the costs for the project, the state paid 5% and the city paid 5%. Since that time staff and TO Engineers have worked with the Airport Advisory Committee, FAA, and the public to prepare a draft Airport Master Plan for Council's review and adoption. This work session is to review the Plan in detail with Council, answer Council's question and receive Council's feedback on any changes. The final plan will be brought back to Council at a future meeting for adoption. Wayne Reiter, TO Engineers, gave a high-level overview of the final Master Plan Draft. Highlighting public involvement, Covid-19 impact and FAA Grants as well as the elements of the MCCALL CITY COUNCIL May 5, 2022 Regular Meeting Page 1 of 3 Airport Master Plan. As Mr. Reiter worked through the presentation Council asked questions and made comments. Mayor Giles commented on firefighting aircraft and runway width. Current flight time is 18- or 20 -minute to get to fires if they have to fly out of Boise. Mr. Reiter noted that C130s are the aircraft in question, but the forest service did not see enough use for the C130 to be based in McCall. If that changes the demotions of the airport would have to change dramatically. The pavement is strong enough to deal with the weight of a C130, but the width is an issue and the impact on the dimensions of the airport. Council Member Nelson asked about the projection of growth and the expansion of services to keep up with growth rather than generate growth. Mr. Reiter noted the goal is to meet safety and accommodate growth rather than drive a new definition of growth. Mayor Giles noted that a general aviation terminal does make sense for future growth to handle parking and other services. Council Member Maciaszek asked if McCall Aviation terminal is leased and is the land where people park city property? Airport Manager Emily Hart explained that the parking is leased from the city and the city gets payment for both parking, hanger leases, fuel, and more. The current parking lot is part of the McCall Aviation lease. McCall Aviation is a large financial generator for the airport. Additionally, McCall Aviation is planning to start scheduled charter flights to Boise. Manager Hart noted that once an airport accepts scheduled commercial passenger flights the rules with the FAA change and most cities, taxpayers, foot the bill to bring commercial airlines into the municipal airports. According to the public input during the master plan process, commercial services are not feasible or needed in the community. Council Member Thrower asked what the maximum capacity for operations are at the airport and Mr. Reiter responded that maximum capacity is 230,000 and the master plan projects 39,000 operations by 2040. Mayor Giles asked about hangars and the FAA rules, how does this plan offer more opportunities for the smaller planes and building small conservative hangars. Mr. Reiter noted the opportunity could be to do rows of hangars instead of individual hangars. The city could build and rent them out or they could be built by individuals. Space has also been allocated to tie downs and snow storage in the master plan. Council Member Maciaszek asked if a plat is needed for the hangar spaces? Manager Hart noted the first hangar is staked out and ready to get going on excavation, but the Hangar is going to be one of the large hangars not one of the smaller ones. As hangars are available the wait list created in 2006 will come into play. The master plan will dictate development at the airport, there is no need for additional platting. Additional discussion was had about public input on this process and the layout of future hangars, snow storage and tie downs. Council Member Nelson asked if there are any concerns about the approach to the airport being over the town and over the high school? Mr. Reiter noted there has not been any changes to instrument approaches and there will not be any changes unless the FAA makes changes in the future. Manager Hart noted the airport has no control over what type of aircraft lands at the airport or what time they land because it is an uncontrolled airfield. Communication with the public is key to manage community expectations.
