HomeMy Public PortalAbout2022.04.29 Special Meeting MinutesMINUTES McCall City Council Special Meeting McCall City Hall -- Legion Hall VIA TEAMS Virtual April 29, 2022 Call to Order and Roll Call Pledge of Allegiance Work Session Adjournment CALL TO ORDER AND ROLL CALL 1 Mayor Giles called the Special meeting of the McCall City Council to order at 9:00a.m. Mayor Giles, Council Member Maciaszek, Council Member Nelson, Council Member Nielsen, and Council Member Thrower were in attendance. Council Member Maciaszek absent. City staff members present were Anette Spickard, City Manager; Sarah Porter, Deputy Clerk; Erin Greaves, Communications Manager; Michelle Groenevelt, Community Development Director; Brian Parker, City Planner; Meg Lojek, Library Director; Chris Curtin, Information Systems Manager; Traci Malvich, Human Resources Manager; Meredith Todd, Assistant City Planner; Emily Hart, Airport Manager. WORK SESSION 1 AB 22-110 McCall Area Comprehensive Plan Review Community and Economic Development Director Groenevelt presented to Council, giving a brief overview and history behind the McCall in Motion Comprehensive Plan. Visions and goals, future land use and transportation as well as strategies and priorities were highlighted in the discussion. Staff also noted the incredible effort to obtain public input and the unparalleled response by the public during the input period. Additional discussion on the values of McCall and how the Impact Area shares those values through communication and partnership with Valley County. The Comprehensive Plan drives policy and having consistency in city limits and the impact area is key. Council Member Nelson noted the work going into sustainability in the city, community and county as a whole as well as some grant opportunities that have helped fuel those efforts. Director Groenevelt gave a brief overview of some City sustainability efforts. Additionally, Council Member Nelson called out the section of the Comprehensive Plan to pursue businesses that are willing to provide workforce housing specifically noting that the housing issues are not just a city issue but a community issue as a whole. Director Groenevelt commented on some workforce MCCALL CITY COUNCIL Page 1 of 2 April 29,2022 Regular Meeting housing brought in by some of the larger businesses in town. Mayor Giles noted some midterm projects that the City has accomplished already. Director Groenevelt noted there are some goals and visions from the Comprehensive Plan that have come to fruition, and some are in process. Council Member Nelson asked about infill and creating density. Director Groenevelt noted infill and density are a large piece of the comprehensive plan due to it being a means for growth and funding the public services necessary. Additionally, the future land use map has purposefully blurred zoning lines as it is meant to be a guide not a zoning map. Council Member Nielsen voiced opinions regarding the future land use map and the areas of high density needed. Director Groenevelt noted the Comprehensive Plan does look at growth rate and the amount of housing units needed. Multiple pieces go into planning for growth such as the Sewer Master Plan. Additionally, density and scale of buildings can be mistakenly interchanged in community conversations around planning. Design and scale of buildings is important to ensure a project fits the neighborhood. Council Member Thrower asked about urban growth boundaries and how other communities use urban growth boundaries. Director Groenevelt noted the urban growth boundaries in the Comprehensive Plan are conceptual unlike the urban growth boundaries in neighboring states. The idea of urban growth boundaries is to have clear lines of types of development which can also be accomplished with zoning. Council Member Thrower asked about specific codes that could be problematic to the growth pressure the community currently faces. Director Groenevelt mentioned that code is always a work in progress as the community changes. She noted the need to obtain public input on large policy changes that may not follow the Comprehensive Plan. Council Member Nelson asked for an explanation between policy within the Comprehensive Plan and Ordinances. Director Groenevelt explained that ordinances are code, law and the policies in the Comprehensive Plan are guidelines. Additionally, Director Groenevelt gave an overview of possible next steps such as an internal or external audit of the Comprehensive Plan or update pieces of the plan that are outdated. Council Member Nielsen noted interest in a midterm narrative of accomplishments for the Comprehensive Plan. Communications Manager Erin Greaves noted future goals for the communications department to create recap reports, focus groups and other initiatives. Council Member Nelson agrees with the need for an accomplishments report midterm. City Manager Anette Spickard reminded council of the new reflections report that was introduced to Council at the City Council Retreat in January 2022.
