The regular meeting of Town Council was held today at 400 P.M. and was attended by Mayor Dutton, who presided, and Council- men peters, Young, Hosti, Lovell and also by Mr. B. H. Levy and Mr. A. A. Van Orden and Mr. William J. Lynch. Mr. Levy presented a petition of Mr. Van Orden requesting that the Zoning Ordinance be amended as to Area "A" so as to permit the erection of a group of efficiency apartments on Lots 9, 10, and 11, Ward 1, located on First Avenue and Third Street. They were excused. Mr. Lynch submitted the following report: November 20th, 1947. In reference to the paving Contract with Espy Paving Company.,_ Savannah, Georgia, I wish to report that the project is 95% complete as attested in monthly estimate #3. • The anticipated total cost of the entire Project will amount to ninety -seven thousand five hundred dollars ($97,500.00), which is in line with the additions and deletions which have been since the start of the project. This amount includes approximately twenty -five hundred dollars ($2,500.00) worth of work of a corce account nature along with approximately five thousand dollars ($5,000.00) worth of concrete pipe now in place. There is, how- ever, an outstanding item in which I have not taken any position except to verify and acknowledge the work done with reference to the storm repairs of approximately nine hundred dollars ($900.00) . For the past thirty days the contractor has made re- latively little progress towards completion due to the inclement weather which has been so prevalent during the past month. He has, however, seen fit to maintain his organization on the Island in the hopes of being able to leave everything in first calss shape for the sealing operation next Spring. It would be my opinion, that, if within the next week . or ten days there is sufficient moderate weather, certain streets which are ready to be sealed be completed. The remainder of the work shall, of course, await until the first part of next Spring for favorable weather conditions. (Signed) WILLIAM J. LYNCH. The minutes of the meeting of October 9th were read and adopted. The Mayor informed Council that the prison regulations required that in the housing of convicts a plan providing for solitary confinement be provided and that he had made arrangements with the Fort Screven Development Company to use a part of one of the pid gun emplacements for this purpose and was authorized by the state board of corrections to use it. 128 A letter was read from Mr. F. A. 0. Bahre in connection to his sewerage and also relating to some conditions existing on the Island. An estimate for repairing the two cash registers'used at the parking areas was submitted by the National Cash Register Co. but the cost was so high the Clerk was instructed to write them relative to the matter. Councilman Young moved that $50.00 be donated to the Christmas Tree Fund, Councilman Peters seconded and the motion passed. Councilman Young moved that the Mayor be authorized to attend the Georgia Municipal Association meeting to be held in Atlanta on December 9th and 10th, Councilman Peters seconded and the motion passed. Councilman Young advised that the chlorinator in the treatment plant had been sent to the Chemical Equipment Company in Knoxville, Tenn.-on November 6th. Councilman Young moved that the bills for the month of October amounting to $ 956.64 be paid, Councilman Peters seconded and the motion passed. Councilman peters moved that the request of B. IKarpf for the allowance of the discount for his 1947 taxis be approved, Councilman Hosti seconded and the motion passed. Council instructed Mr. Reed to have the machine shop repaired at once. Councilman Young moved that the following Ordinance be adopted, Councilman peters seconded and the motion passed. AN ORDINANCE TO PROVIDE FOR THE OPENING OF A PERMANENT REGISTRATION LIST OF VOTERS IN THE TOWN OF SAVANNAH BEACH; TO PROVIDE THAT SUCH LIST BE KEPT OPEN BETWEEN CERTAIN DAYS AND CERTAIN HOURS FOR THE REGISTRATION OF VOTERS; TO PROVIDE FOR AN OATH TO BE TAKEN BY PERSONS REGISTERING TO VOTE; TO PROVIDE FOR THE PURGING OF SAID LIST; AND OTHER PURPOSES. BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach, Tybee Island, and it is hereby ordained by authority of the same, as follows; - SECTION ONE. That the Clerk of Council shall prepare and maintain a permanent registration list of voters of Savannah Beach, Tybee Island and open said list on Monday, December 1, 1947 and shall keep the same open between the hours of 10 o'clock 00 1 1 1 1 A.M. to 5 o'clock p.M. each and every day, and on Saturdays from 10 o'clock A.M. to 1 o'clock p.M., Sundays and legal holidays ex- cepted and shall close the list at 1 o'clock P.M. . on Saturday February 14th, 194g. Said list shall be kept open at the Office of the Clerk of Council in the Town Hall at Savannah Beach. SECTION TW0. On or before March 5; l948, the Clerk of Council shall submit the permanent registration of voters of said Town to the Board of Registrars of Chatham County for the purpose of having said registration list purged by said Board of Registrars, and for the purpose of having removed from said registration list the names of all persons thereon who may be, or may have become disqualified to vote in the election for Mayor and Councilmen of said town to be held as provided by law on Monday April 5, 1948. SECTION THREE. It shall be the duties of said Board of Registrars to purge said list so submitted to them, and to remove therefrom the names of all persons who are qualified to vote in said election and to return said list of voters duly'approved by them to the Clerk of Council not later than March 25, 1948, and such approved list shall be the list of voters eligible to vote in said election. The Clerk of Council is authorized and directed to pay to said Board of Registrats the sum of Fifty ($50.00) for its services in purging said list. SECTION FOUR. Said Clerk of Council shall furnish to the managers persiding at said election to be held on April 5, 1948, on the day of or the day before said election a complete list of the names of all persons qualified to vote in said election, arranged in alphabetical order as certified to him by the Board of Registrats of Chatham County, which list shall be certified by said Clerk over his signature and the corporate seal of said Town. Said list shall be kept before the managers during such election and no person other than those on said list shall be authorized or permitted to vote in said election. SECTION FIVE. Said Clerk of Council shall keep a book open in his office at the Town Hall in the Town of Savannah Beach during the hours and between the dates set forth in Section One of this ordinance and upon the application in person of any person entitled to register within the time prescribed for the registration list to,be kept open, he shall register the name of such person, his or her age and place of residence within the corporate limits of Savannah Beach, Tybee Island, all of which shall be entered by the Clerk beside the name of each applicant and in every such case the following oath shall be administered by said Clerk of Council and shall be subscribed by the applicant in said book: - NI do solemnly swear and affirm that I am at least eighteen years of age; that I am a citizen of the United States; that I have resided continuously within the State of C =eorgia for one year, and have been a boni fide resident, domiciled within the corporate limits of Savannah Beach, Tybee Island, for six months next preceding the general election to be held on the first 130 Monday in April, 1948; and I possess all other qualifications of an elector as provided for by the laws of the State of Georgia and the acts of the General Assembly of the State of Georgia fixing the qualifications of boters and /or electors of Savannah Beach, Tybee Island. Bo help me God."" SECTION SIX. That all ordinances and parts of ordinances in conflict herewith be, and the same are hereby, repealed. Councilman Young moved that the following matters be referred to the Finance Committee, Councilman Hosti seconded and the motion passed. 1. Fix baluations on lots 3 and 12, block 4, Bay Ward. 2. Hear petition of Savannah Beach Chamber of Commerce for additional funds for the year 1947. 3. Fix fee for Town Attorney Alexander in connection with the Paving bond issue. 4. Approve for payment bills of Thomas & Hutton amounting to $700.00. 5. Bill of material for repairing groins. 6.Group of protests against assessments by property owners. 7. Approve corrected bill of Florida- Georgia. Tractor Company for repairs on bull - dozer. The Mayor informed Council that in connection with the present condition existing on the beach that the beach level had risen several feet and that work had started on the Fifteenth street groin where e. section had been washed out, Councilman Young stated that the sidewalk in front of the Brass Rail had dropped about six inches and that it Could be plugged. with U5tonetitefl, the Mayor stated that there was work to be done on the First Street groin also, that the opening in the No. 4 groin in the Fort Screven area has been closed with sand. bags and a wall. Councilman Lovell moved that a lease be gone into with the Savannah Beach Fire Department under conditions that were adopted in resolution passed June 12th, 1947 and that the Mayor be authorized to sign same, Councilman Young seconded and the motion passed. Councilman Peters moved that the following resolution be adopted, Councilman Lovell seconded and the motion passed. A RESOLUTION WHEREAS, on the night of October 14th, and early morning hours of October 15th, 1947, the Town of Savannah Beach was visit- ed by a severe hurricane causing an abnormally high tide, and causing a great damage to the Town of Savannah Beach and to both public and private property located therein; 1 1 131 AND WHEREAS,just before the hurricane struck and during the time it was blowing, the people of Savannah Beach, as well as the property there, were in great danger and it was necessary to evacuate as many people as possible from the Town to the city of Savannah in order to prevent injury and possible loss of lives; AND WHEREAS, a number of people and organizations render- ed very valuable services to the Town authorities in carrying out the evacuation and in doing everything possible to safeguard the Town and its people, such services being rendered in the face of the danger of serious injury and possible loss of lives of those rendering them; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in council assembled, that the thanks of the Town and its commendations be extended to the following persons and organizations:- To Mrs. Jean Buckner, Mrs. Margaret Wolf, Mrs. Alma Bryan and Mrs.•Louise Jones, employees of the Southern Bell Telephone Company who remained on duty at the switchboard at the telephone office at Savannah Beach, in spite of offers to send them into the City of Savannah, and handled efficiently all telephone calls throughout the time of the storm. To Mr. Charles T. Day, owner of the Tybee Hotel and Mrs. King, -- acting manager, of the Hotel, who opened the Hotel and served coffee during the storm to all persons who remained on the Island and came to the Hotel. To Mr. Joseph Booker, Ma.nager_of the bus line,who sett special buses to Savannah Beach at about 4 O'Clock in the morning to evacuate persons who had no transportation, And to the bus drivers who operated these busses ably and efficiently. To the State Highway Department which furnished sand bags when requested for the protection of the sea wall on the Island. TorMr. Dwight Bruce and Radio Station W.T.O.C., for their services in making announcements over the radio with regard to the storm and the evacuation of residents from the Island. To the Honorable Prince Preston, Representative in Congress from the First District in Georgia, who, immediately upon hearing of the hurricane, left his home in Statesboro and drove to Savannah Beach to inspect conditions there, and who immediately began using his efforts to obtain assistance and relief from the United States Government. To the Members of the Savannah Beach Volunteer Fire Depart- ment, who rendered valuable service before and during the hurricane to prevent personal injury and property damage to the citizens of the Municipality. 132 To Mr. J. Gordon Miller, and Mr. W. A. Jennings, Savannah Beach Chamber of Commerce, who worked continuously during the hurricane in an effort to help the citizens and res- idents of the.Municipality to evacuate the Island. To all the employees of the Town of Savannah Beach and to numerous persons whose names are not known to the Mayor and Councilmen, all of whom who worked valiantly during the hurricane, without considering their personal safety, in order to evacuate persons from the Island and to protect both public and private property. BE IT FURTHER RESOLVED that these resolutions be spread. upon the minutes of Council and copies be sent to each of the persons and organizations named therein. Councilman Young moved that the following amended Ordinance be adopted, Councilman Peters seconded and the motion passed. AN ORDINANCE AMENDING AN ORDINANCE ADOPTED APRIL 10, 1947, CREATING AREAS WITHIN THE CORPORATE LIMITS OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND AND ZONING THE SAME, BY EXCEPTING CERTAIN LOTS FROM THE PROVISIONS OF SECTION TWO OF SAID ORD- INANCE; AND FOR OTHER PURPOSES. BE IT ORDAINED by the Mayor and Councilmen of the Town of Savannah Reach, Tybee Island, and it is hereby ordained by authority of the same: - SECTION ONE that an ordinance adopted on April 10, 1947, creating areas within the corporate limits of the Town of Savannah Beach, Tybee Island, and zoning the same, be, and it is hereby, amended by adding the following sentence to Section Two of said Ordinance : - "The provision defining a building lot`in this area shall not apply to the western Se ty- seven and five -tenth (775/10) feet of -s Num- bers Sixteen (16), Seventeen (17) and Eighteen (18), Ward One, which portions of lots have frontages of Eighty (80) Feet, each on the East side of First Avenue". SECTION TWO Thal all ordinances and parts of ordin- ances in conflict herewith be, and the same are hereby, re- pealed. S. Coast Guard had informed him that the Coast Guard would. take care of its area against the erosion and had commented on the fine cooperation given_ by the Town. He also informed the Mayor that any material that the Town needed that was the property of the Coast Guard the Town could use. The Mayor appointed a committee consisting of Councilmen Lovell, Brown and Young to make a survey and advise Council of the best method of repairing the guard rail along the bulkhead at the South end. The Insurance adjuster submitted to Council the amounts they were willing to pay in settlement of claims for damage caused by the October hurricane. Councilman Peters moved that the matter be referred to the Finance Committee with power to act, Councilman Young seconded and the motion passed. The Mayor informed Council that twelve convicts had been gotten frinAtlanta and that Councilman Peters had made arrangements with the Fulton County. authorities to send more. Town Attorney Alexander stated that the claim of the Tybrisa Company holding the Town responsible for all damages to Tybrisa Pavilion and also the claim of the Espy paving & Construction Company for dam- ages caused by high water to pavements during the hurricane had been referred to him for an .opinion and his opinion is that the claims should be denied, Councilman Lovell moved that the Town deny the claims of the Tybrisa Company and the Espy Paving & Construction Company, Councili;man Peters seconded and the motion passed. Councilman Peters moved that bills for the month of November amounting to $1465.79 be paid, Councilman Lovell seconded and the motion passed.
