AUTHORIZING A PROFESSIONAL LAND SURVEYING AND ENGi,
SERVICES CONTRACT WITH CME ASSOCIATES FOR
DESIGN PHASE SERVICES BLOCK 6411, LOT 11
WHEREAS, the Borough of Carteret is in need of professional Land Surveying and
Engineering Services for Block 6411, Lot 11 Design Phase Services; and
WHEREAS, the Borough's Consulting Engineers, CME Associates, possess the
requisite skill and expertise to provide said set -vices; and
WHEREAS, CME Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $12,500.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that fiords are or will be available
for said purpose. Account #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from CME Associates for Professional Land Surveying
and Engineering Services with regard to Block 6411, Lot 11, 21-25 Cooke
Avenue, Design Phase Services Task B at a total cost not to exceed
$12,500.00, billable in accordance with CME's existing contract with the
Borough, is hereby approved.
2. That this action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A;II-5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department and CME Associates.

Dear Mayor:
We are pleased to present our estimate of fees for professional services for the above -referenced
project.
The above -mentioned site is currently occupied by a vacant one-story bank building located on the
corner of Cooke Avenue and Irving Street. The remainder of the site is covered by a bituminous
asphalt pavement driveway and parking lot.
We understand the Borough has engaged an architect to begin preliminary design work for the
adaptive reuse of the existing building. Based on concept plans provided, the existing footprint of the
building will expand approximately 36 feet to the north along Cooke Avenue with a second story
overbuild across the proposed building footprint.
With this being said, we anticipate the following scope of phase services to support the development
of the site.
A. Survey and Base Map Phase Services
We will prepare an outbound and topographic survey to be utilized as a base map. The base map
will include Geographic Information System (GIS) mapping along with supplemental information,
as necessary, to prepare construction plans. The supplemental information will use NAD83
horizontal and NAVD 88 vertical datum and will include:
1. Property boundaries;
2. Top of curb and gutter grades;
3. Roadway centerline grades;
4. Location of existing physical features;

Work in this phase will consist of the preparation of a site plan for the development of the site and
modification of the existing municipal parking lot to the north of the site. The services have been
divided into tasks as detailed below:
1. Perform site visits and collect existing site information and assess conditions;
2. Preparation of Preliminary and Final Site Plans, including:
i. Existing Conditions Plans
ii. Demolition Plans
iii. Site Layout Plan
iv. Grading and Drainage Plan
v. Utility Plan
vi. Landscape Plan
vii. Lighting Plan
viii. Soil Erosion and Sediment Control Plans and Details
ix. Construction Details
3. Preparation of Technical Specifications for site related items
4. Estimation of Final Construction Cost
5. Attendance at meetings including public Planning Board Hearing, if required, to provide
professional engineering testimony.
C. Permit Phase Services
As the project will result in the disturbance of more than 5,000 square feet of soil, this work will
include the preparation and submission a of permit application to the Freehold Soil Conservation
District for plan for review and plan certification.
Based on the conceptual plans and uses, it is not anticipated that County Planning Board, NJDEP
Treatment Works Approval, or Bureau of Water Systems Engineering Approval will be required.

We will provide the necessary engineering services as described above based upon the cost
breakdown as noted below:
A. Survey and Base Map Phase Services ............. ................ $9,800.00
B. Design Phase Services....................................................$12,500.00
C. Permit Phase Services.......................................................$2,500.00
Total Estimated Fee for Services.................................................$24,800.00
Exceptions:
• Any work not specified as listed in the above phases shall be considered additional services
and will be invoiced at the time said work is authorized by the Borough.
Environmental or construction phase services.
• Application fees are considered extra and will be requested at time of submission.
The above fee estimate is based on information provided to us by the Borough. Should the scope of
the project change requiring additional professional fees, we will detail same in writing and seek
authorization prior to proceeding..
Should you accept this proposal, kindly prepare a professional services Resolution as authorization
for us to proceed.
