HomeMy Public PortalAbout07-13-23 AgendaJ ULY 13, 2023 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret preceding the Regular Meeting July 27, 2023 was held Thursday, July 13, 2023, at approximately 6:00 p.m. remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Dermis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Councilmember Jorge Diaz. NOTED ABSENT The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE The 2023 Annual Notice was emailed to The Home News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS&C, by Councilmembers Bellino and Naples and APPROVAL OF unanimous affirmative vote of the five (5) Councilmembers present, MINUTES the minutes of June 29, 2023 were approved as transcribed and engrossed by the Clerk. U Y 2/, 2023 ;continued) DRDINANCE #23-21 ORDINANCE #23-21 was introduced and adopted on First Reading 9CQUISITION and the Clerk authorized and directed to advertise same for Public DRDINANCE Hearing, upon MMS&C, by Councilmembers Krum and Bellino. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. ORDINANCE #23-21 "ACQUISITION ORDINANCE FOR PUBLIC EASEMENT" Mayor Reiman said this is expanding public access to the waterfront. Acquisition of part of the roadway off Port Carteret Drive heading down to the old US Metals pier and connecting Dannielle's Garden at Waterfront Park to Port Carteret Drive. ?UBLIC PORTION A copy of each Resolution was posted on the Borough's website for 3ESOLUTIONS/ public review prior to the meeting in accordance with the Rules of kGENDA ITEMS Council. Upon MMS&C, by Councilmembers Bellino and Krum and Sz NEW BUSINESS unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions/Agenda items and new business. Mayor Reiman said he wanted to add a Resolution to the Agenda which would be H-11 for Excel Environmental. He said he felt the emails going back and forth with Eric Mertz from Excel regarding the grant funding should include 340 Roosevelt Avenue as we recently passed similar Resolutions for these properties and had included 340 Roosevelt. Upon MMS&C, by Couneihnembers Krum and Bellino and AGENDA AMENDED unanimous affirmative vote of the five (5) Councilmembers present, the Agenda was Amended to include Resolution 423-172, Authorizing Excel Environmental Resources, Inc. to Apply for Grant Funding, Re: 340 Roosevelt Avenue. * *Clerk's Note After clarification with Eric Mertz from Excel Environmental CLERK'S NOTE Resources, Inc., Resolution #23-172 was not needed. Mr. Mertz indicated to me that the reason we were doing the Resolutions was that we needed to include the words "acquire the property" and upon double checking, he verified that 340 Roosevelt was owned by the Borough and no Resolution was needed. Mayor Reiman asked for a motion on the Consent Agenda. Upon individual Roll Call Vote, Councilmembers ADOPTED Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. Upon MMS&C, by Councilmembers Bellino and Krum, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. Reports: REPORTS 1.
