The regular meeting of Town Council was held today at 4;OO
P.M. and was attended by Mayor Dutton, who presided, and Councilmen
Young, Peters, Lovell and Hosti, also by Town Attorney Alexnader.

The Mayor reported that the State Department of Corrections
had approved the dungeon used at the convict camp for the solitary
confinement of prisoners, that work was being done_on the groins and
that some of them had been repaired, that Capt.` of the U. S.
Coast Guard had informed him that the Coast Guard would. take care of
its area against the erosion and had commented on the fine cooperation
given_ by the Town. He also informed the Mayor that any material that
the Town needed that was the property of the Coast Guard the Town could
use.
The Mayor appointed a committee consisting of Councilmen
Lovell, Brown and Young to make a survey and advise Council of the
best method of repairing the guard rail along the bulkhead at the
South end.
The Insurance adjuster submitted to Council the amounts
they were willing to pay in settlement of claims for damage caused by
the October hurricane. Councilman Peters moved that the matter be
referred to the Finance Committee with power to act, Councilman Young
seconded and the motion passed.
The Mayor informed Council that twelve convicts had been gotten
frinAtlanta and that Councilman Peters had made arrangements with
the Fulton County. authorities to send more.
Town Attorney Alexander stated that the claim of the Tybrisa
Company holding the Town responsible for all damages to Tybrisa Pavilion
and also the claim of the Espy paving & Construction Company for dam-
ages caused by high water to pavements during the hurricane had been
referred to him for an .opinion and his opinion is that the claims
should be denied, Councilman Lovell moved that the Town deny the claims
of the Tybrisa Company and the Espy Paving & Construction Company,
Councili;man Peters seconded and the motion passed.
Councilman Peters moved that bills for the month of November
amounting to $1465.79 be paid, Councilman Lovell seconded and the
motion passed.

Councilman peters moved that the estimate of the Diamond
Electric Company amounting to $70.00 for connecting up the two
traffic blinkers be accepted, Councilman Young seconded and the
motion passed.
The National Cash Register Company submitted an estimate
of $ 930.00 for two new registers for the parking areas. Received
as information.
Councilman Young moved that Council extend its regrets
to Councilman Slotin who is ill in the Warren Candler Hospital and
also that flowers be sent to him, Councilman Peters seconded and
the motion passed.
Pursuant to the motion of Council at its October meeting.
the Finance Committee met in the Mayor's office in Savannah, those
attending the meeting being Mayor Dutton, Councilmen Slotin,,peters,
Young, Town Attorney Alexander, Town Clerk Buckley end Mr. Hugh
Thomas. The meeting was held for the following purposes; 1. P'ix
the value of Lots 3 and 12, block 4, Bay Ward at $500.00. 2. Denied
the request of the Savannah Beach Chamber of Commerce for additional
funds, as the financial condition of the Town would not permit it.
3. Allowed $1,000.00 to A. L. Alexander for. legal services in conn-
ection with the issuance of street paving bonds. 4. Approved pay
ment of $700.00 to Thomas and Hutton for work in connection with
beach protection. 5. Approved payment of corrected bill of the
Florida- Georgia Tractor Comapny for work done on bulldozer. 6.
Referred protest of property owners against their assessments to
Councilmen peters and young, that their decision be final. Coun-
cilman Lovell moved that the action of the finance committee in
relation to the above be confirmed, Councilman Young seconded and
the motion passed.
Councilman Lovell moved that the following Resolution be
adopted, Councilman Young seconded and the motion passed.
A RESOLUTION
WHEREAS the town attorney, A. Leopold Alexander, has
rendered extraordinary services to the Town of Savannah Beach
in connection with the issurance and sale of paving bonds in the
amount of $90,000.00, for which council has received a total of
$92,556,00. plus accrued interest, and said services are not in-
ciuded in the regular duties of said town attorney;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, in Council assembled, that the
sum of One Thousand Dollars, ($1,000.00) be, and the same is
hereby, ordered paid to the said town attorney as extra compen-
sation in connection with the issuance and sale of said paving
bonds.
BE IT FURTHER RESOLVED that the Clerk of Council be,
and he is hereby, authorized and directed to issue a voucher in
payment of this special appropriation.

Town Attorney Alexander was instructed to ascertain the
time required to submit proof of loss in connection with the
hurricane damage.
There being no further business, Council adjourned
subject to the call of the Mayor.

January 14, 1948
The regular meeting of Town Council was held today in
the Town Hell at 4 P.M. end was attended by Msyor Dutton, Who pre-
sided, and Councilmen peters, young, Hosti, Brown, Slotin, Lovell,
Town Attorney Alexander and Major O.R. Glenn, Executive Officer,
Sa.va.nnsh Military Sub - district and also Mrs. Lottie L. Grace.
Major Glenn stated that he was present to inform Council
that a Military District nod been set up with headquarters in Sav-
annah and that this organization was ready at any time to assist
the municipality in any emergencies, such es storms, riots, etc.
Council thanked him and stated that whenever the occasion arose
the Town would be happy to call upon his office.
Mrs. Grace requested that she be sold the lot known as
the "Parke lot in the Camp Hammock owned by the Town, stating that
she owns the adjoining lot end at the time she purchased that lot
she wanted to purchase the *parka lot but at that time Council re-
fused to sell informing her that it was to be maintained as a park,
but that if the Town decided to sell this lot she would be given
the privilege of purchasing it. She has recently ascertained that
this lot has been sold to some one else. Mrs. Grace was excused.
Councilman Brown moved that the ttParku lot be sold to Mrs. Grace
for 3200, Councilman peters seconded and the motion passed.
Council was informed that the Tybee Beach Co. is doing
Considerable work west of Jones Ave. to 6th Ave. and in the area
from First to Third Streets, and that there is a ditch running
through their property between Second and Third Streets that they
want moved. The matter was referred to the Town Attorney. Also
along the old Central R.R. right -away at the intersection of Til-
ton Street there is also a. ditch that the Tybee Beach Co. wants
moved as it is on their property, this matter also was referred
to the Town Attorney.
The Mayor informed Council that five white prisoners
escaped at 9 :45 p.m. Sunday, Jan. 11. Mr. Reed was asked to re-
port on how they got out of the building and he stated that the
