of a part of Haulover Park as a staging site for the Army Corps of Engineers had been
approved. He said a bid will be advertised in March with the expectation of construction
notices to proceeds being issued in June/July.
He reported that COVID numbers seem to be dropping locally and nationwide as
vaccinations are ramping up. He said that although the numbers are improving, they are
at the same level as around October 2020 and that the British strain of the virus is showing
more prevalence. He said that the Village is helping to assist eligible individuals to facilitate
the receipt of a vaccination. He said that the Village is also working with Bay Harbor Islands
and Surfside to coordinate the setup of a vaccination site.
Mayor Groisman proposed that the Village's Emergency Order should remain in place and
the March Council and that he would like to see if March Council meeting could take place
in-person. There was a general consensus from the Council to have a hybrid type model
wherein Council members can attend in person and public participation would continue
to be virtual. It was also agreed that Boards and Committees could continue to meet
virtually for a while longer.
