The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting February 20, 2020, was held
February 6, 2020, 6:00 p.m. in the Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
Dennis DiMascio
Ajmar Johal
Randy Krum
Susan Naples
Also noted present were Carmela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
Noted Absent was Councilmember Jorge Diaz.
The meeting was opened with a moment of silent prayer and the
Pledge led by Councilmember Krum.
The Clerk stated that the 2020 Annual Meeting Notice was mailed to
The Home News Tribune, The Star Ledger and posted on the bulletin
board on December 31, 2019. Notice was published in The Home
News Tribune and The Star Ledger on January 7, 2020.
Upon MMS &C by Councilmembers Bellino and Naples and
unanimous affirmative vote of the five (5) Councilmembers present,
the minutes of January 16, 2020 were approved as transcribed and
engrossed by the Clerk.
Mayor Reiman said Ordinance #20 -2 is a Capital Improvement
Ordinance for road and infrastructure improvements, money was
received from a State Grant to repave, re -mill and rebuild Industrial
Highway, for the Carteret Avenue Extension Project and for

The Assistant Clerk stated that Ordinance #20 -1 was introduced and
adopted on First Reading on January 6, 2020. It was duly published in
the Star Ledger on January 10, 2020, with notice that it will be
considered for final passage after Public Hearing to be held on
February 6, 2020 at approximately 6:00 p.m. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by title.
Upon MMS &C, by Councilmember Bellino and Naples and
unanimous affirmative vote of the five (5) Councilmembers present,
Mayor Reiman declared the Public Hearing to be open.
Mayor Reiman said this is a Capital Improvement Ordinance for the
Performing Arts Center.
Rudy Urban asked what Capital Improvements the Ordinance refers to.
Mayor Reiman said streetscape, acquisition of the remaining
properties behind Klein's, the city, Redevelopment Agency own up to
the Chinese restaurant; the Borough will be acquiring the balance.
Rudy Urban asked if the Chinese restaurant will be going.
Mayor Reiman said the Chinese restaurant; all businesses in that area
will be relocated to the mixed use building across the street.
There being no further comments or objections to the Ordinance,
Mayor Reiman declared the Public Hearing to be closed, upon
MMS &C, by Councilmembers Bellino and Krum and unanimous
affirmative vote of the five (5) Councilmembers present.

CTI GRADUATION CTI GRADUATION:
Mayor Reiman invited Laurent Mevs, Joseph Norris and class
instructor Deserie Brzosko to come up for the presentation of diplomas
to the CTI graduates.
Mayor Reiman said the CTI program is an introductory, basic entry
level computer course made possible by the Carteret Mayor's Office,
Carteret Library and Carteret Business Partnership working together.
Laurent Mevs said CTI is a globally accepted entry level certification,
one of the most comprehensive certificates that can help get a
graduate's foot in the door to a career in IT.
Mayor Reiman said CTI students must take an aptitude test and go
through several rounds of testing.
Joseph Norris, Library Director thanked the mayor, council and the
Carteret Business Partnership. He said the course was created for
residents, it is very competitive; this is the 3` graduating class. He
said the course is a very rigorous, worthwhile program and said he felt
it was a gift for residents since IT is a growing industry.
Mayor Reiman asked what the cost would be for a private program.
Laurent Mevs said it would be $13,000 per year per student.
Mayor Reiman said past graduates got jobs in and out of town; the
instructors follow up with job placement. He said one student who

graduated from Rutgers University paying $80,000 in tuition couldn't
get a job, after graduating from CTI the student got a job paying
50,000 - $60,000. He said this is a complete scholarship; participants
do not have to pay anything back. He congratulated the graduates.
Instructor and former CTI graduate, Deserie Brzosko said she was
very proud of the students and that they worked very hard.

Mayor Reiman asked Maria Martinez, Class Valedictorian to say a few
words.
Maria Martinez thanked Mayor Reiman and said the mayor is
rebuilding Carteret and making a path for the residents.
Mayor Reiman said the next class will be open to local business
owners who want to train their employees who are Carteret residents.
A copy of each Resolution was placed on the table for public review
prior to the meeting in accordance with the Rules of Council and upon
MMS &C, by Councilmembers Bellino and Naples and unanimous
affirmative vote of the five (5) Councilmembers present, the meeting
was opened for public input on all Resolutions /Agenda items and new
business.

SAMUEL NIEVES Samuel Nieves, 24 -A Washington Avenue thanked Councilwoman
Naples for getting him into the Veterans' housing, he said he is being
attacked by chemicals. He said he was forced out of his apartment for
two years, his stuff is still there. He said he had the air tested in 2018
from April to June, CPD didn't help, they sent him to Amboy hospital,
who wanted to put him in the psych ward. He said he also went to the
FBI and feels there is a cover up, he said he is homeless but is still
paying rent. He said he is sick and doesn't want to die homeless, he is
going back home.
Mayor Reiman said he encouraged him to go home, but the city does
not own the house. He said CPD, Middlesex County IlazMat, CFD -
at no point found elevated levels of any type of chemicals. He told
Mr. Nieves to provide his proof to police, mayor, council.
Samuel Nieves said he felt it is being covered up; he will be going
home peacefully.
Mayor Reiman told Mr. Nieves to please call CPD or CFD, not to take
matters in his own hands.
Samuel Nieves said he will video if he is attacked.
Mayor Reiman said he encourages Mr. Nieves to video.
DENNIS BUNCH Dennis Bunch thanked Mayor Reiman for coming out this summer to
meet with the residents.
Mayor Reiman said it was his pleasure and that he felt is it was a good
productive meeting; he saw some improvements.
Dennis Bunch said he conmiends the CPD. He said a resident of 19 -A
was arrested for drugs three times. He said he charged the new
resident who is there 18 -24 months with violating an Ordinance for
loud music and mufflers.
Mayor Reiman said he believed it was scheduled for court at the end
of the month and asked if the homeowner has been charged with
anything.
Mr. Bunch said he is trying to build a case; he said he spoke to Debbie
Bialowarezuk and signed a formal complaint but needs four years of
arrest reports which he said he reached out to Captain Dammann for.

Mayor Reiman said property maintenance, CPD should be signing
complaints, they are aware of the situation.
Dennis Bunch said the tenants are intimidated by the homeowner,
CID was there for a gas leak, the tenants are silenced by intimidation;
they will be kicked out.
Robert Bergen, Law Director asked Mr. Bunch if the homeowner
threatened the neighbors.
Dennis Bunch said yes, need homeowner to comply; he said for three
weeks they are storing parts and open gas in the garage.
Mayor Reiman said it seemed as though someone is operating a
business out of the residential structure. He said he would follow up
with Debbie Bialowarezuk and Board of Health tomorrow and told
Mr. Bunch he has the fall support of the Borough inspectors and team.
