The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting February 20, 2020, was held
February 6, 2020, 6:00 p.m. in the Council Chambers, Memorial
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
Jorge Diaz
Dennis DiMascio
Ajmar Johal
Randy Krum
Susan Naples
Also noted present were Camela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
The meeting was opened with a moment of silent prayer and the
Pledge led by Mayor Reiman.
The Clerk stated that the 2020 Annual Meeting Notice was mailed to
The Home News Tribune, The Star Ledger and posted on the bulletin
board on December 31, 2019. Notice was published in The Home
News Tribune and The Star Ledger on January 7, 2020.
Upon MMS &C by Councilmembers Krum and Naples and unanimous
affirmative vote of the full membership present, the mutes of
February 20, 2020 were approved as transcribed and engrossed by the
Clerk.

Upon MMS &C, by Councilmembers Diaz and Krum and unanimous
affirmative vote of the full membership present the Public Hearing on
the 2020 Annual SID I & II Budgets was open.

Mayor Reiman said the budgets were adopted by the Special
Improvement Board of Directors late last year and the Council
previously approved a Resolution accepting them, we are now doing
the Public Hearing.
HEARING CLOSED "There being no comments or objections Mayor Reiman declared the
Public Hearing on the 2020 Annual SID I & II Budgets to be closed,
upon MMS &C, by Councilmembers Krum and Naples and unanimous
affirmative vote of the Rill membership present.
Mayor Reiman asked Borough Law Director Bergen if we have a
resolution on for adoption and asked for a motion to amend the
Agenda to add H -13 & H -14.
AGENDA AMENDED Upon MMS &C, by Councilmember Diaz and Johal and unanimous
affirmative vote of the full membership present, the Agenda was
Amended to add Resolutions 920 -58 and #20 -59.
ORDINANCE #20 -5 ORDINANCE #20 -5 was introduced and adopted on First Reading
AMENDING & and the Clerk authorized and directed to advertise same for Public
SUPPLEMENTING Hearing, upon MMS &C, by Councilmembers Bellino and Krum.
42 -25, RE: POLICE Upon individual roll call vote, Councilmembers Bellino, Diaz,
DiMascio, Johal, Krum and Naples voted in the affirmative.

Mayor Reiman said with regard to Ordinance #20 -6, this is part of the
Redevelopment District in West Carteret, auto salvage junk yards that

ORDINANCE #20 -2 The Assistant Clerk stated that Ordinance #20 -2 was introduced and
CAPITAL adopted on First Reading on February 6, 2020. It was duly published
IMPROVEMENT in the Star Ledger on February 14, 2020, with notice that it will be
ORDINANCE, considered for final passage after Public Hearing to be held on March
RE: ROAD & 5, 2020 at approximately 6:00 p.m. The Ordinance was posted on the
INFRASTRUCTURE bulletin board and copies were made available to the general public

PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Johal and unanimous
affirmative vote of the fall membership present, Mayor Reiman
declared the Public Hearing to be open.
Mayor Reiman said this is money from grants that came in, $5.2
million for various capital improvement projects; Carteret Avenue
extension, Industrial Highway, pedestrian/cyclist path along
Waterfront Park. He reiterated $5.2 fully funded in grants.
RUDY URBAN Rudy Urban asked if Carteret was responsible for the overpass over
the New Jersey Turnpike even though it is a county road.
Mayor Reiman said the Borough is responsible for the lights, the
county is responsible for the road and structure, the railroad is
responsible for the property along the railroad underneath the
structure.
Rudy Urban said just the lights?
Mayor Reiman said not the lights at the intersection, only the PSE &G
lights that go over the bridge and reminded Mr. Urban that this was the

public hearing only for Ordinance #20 -2 and asked if he had any
questions with regard to the ordinance,
Rudy Urban said out of the $5.2 million how much is Carteret
responsible to pay back.
Mayor Reiman said none of this gets paid back; it is a 100% grant.
Rudy Urban asked what if the project costs more.
Mayor Reiman said if we go out to bid on the Industrial Road Project
and it exceeds the money, we either scale back the project or pay the
extra money.

A copy of each Resolution was placed on the table for public review
prior to the meeting in accordance with the Rules of Council and upon
MMS &C, by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the full membership present, the meeting was
opened for public input on all Resolutions /Agenda items as Amended
and any new business.
Rudy Urban asked if the town still supplies the Have -a -Heart traps to
trap animals because he sees a lot of possums running around and a
large raccoon.
Mayor Reiman said yes, through the Board of Health, you leave a
deposit and call when the animal is trapped and animal control will
pick it up.
There being no further comments or objections to the
Resolutions/Agenda items or new business, upon MMS &C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the fall membership present, the public portion of the meeting was
closed.

Reports: REPORTS
1. Clerk's Office — February 2020
2. Inspection of Buildings —February 2020
Upon MMS &C, by Councilmenibeis Diaz and Bettina, and tmanimous
affirmative vote of the bill membership present, all reports were
ordered to be received and placed on file.
Mayor Reiman spoke about the newspaper article and Ordinance that MAYOR REIIVIAN
the Councilmembeis bad in their folders. He said a fire in Bound
Brook at a construction site burned two city blocks because of the
wind. He said there was $60 million dollars in damages and it is
believed to be arson. He said we will look at making sure there is
security on construction sites prior to the installation of sheetrock, fire
systems and sprinklers.
Councilmember Krum asked if the Ordinance would require security
cameras.
Mayor Reiman said the fire committee representatives, fire
department, construction department and finance department will work
together to draft an Ordinance.
Councilmember Krum said lie was reading the article, and asked if this
was only for flammable walls, and said if putting up steel or concrete
it's not necessary.
Mayor Reiman spoke about the Ordinance Bound Brook passed and
said concrete was on the first floor, there were four stories of wood,
open frame construction above; the fire jumped because of the wind.
He said there was no one on site, there were no cameras. He said we
are not talking about fire watch like on industrial sites, we need
something more along the lines of malting sure they have security
walking the sites at night.
