REGULAR MEETING MINUTES
AUGUST 1, 2023
1. CALL TO ORDER
Mayor Man called the City Council Regular Meeting to order at 7:36 p.m. in the Council
Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man
ABSENT: Councilmember— None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, and
Administrative Services Director Paragas
3. INVOCATION — Mayor Pro Tem Chavez provided the invocation.
4. PLEDGE OF ALLEGIANCE — Councilmember Sternquist lead the pledge of
allegiance.
5. CEREMONIAL MATTERS — PRESENTATION — None
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Karasme White, member of the public, expressed concerns regarding gang
violence in the community.
7. CONSENT CALENDAR
Mayor Pro Tem Chavez made a motion to approve the Consent Calendar Items.
Seconded by Councilmember Vizcarra and approved by the following votes:

NOES: Councilmember — None

A. APPROVAL OF MINUTES

The City Council is requested to receive and file the actions of the Regular
Planning Commission Meeting of June 27, 2023.

C. PETTY CASH REPORT
The City Council is requested to receive and file the Petty Cash Report.

E. ADOPTION OF RESOLUTION NO. 23-5688 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2022-23
The City Council is requested to adopt Resolution No. 23-5688 authorizing the
payment of bills.

F. ADOPTION OF RESOLUTION NO. 23-5689 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2023-24
The City Council is requested to adopt Resolution No. 23-5689 authorizing the
payment of bills for fiscal year 2023-24.

10. NEW BUSINESS
A. DISCUSSION OF AMENDING SECTION 2-1-2 OF THE TEMPLE CITY MUNICIPAL
CODE PERTAINING TO CITY COUNCIL COMPENSATION IN LIGHT OF SENATE
BILL 329
The Governor signed Senate Bill 329 ("SB 329") in June which allows cities a one-time
chance to "reset" city council salaries to take into account inflation, the work done by
local government officials, and the need to ensure that people are not discouraged from
seeking city office due to the low pay and high demands of that office.
City Manager Cook gave a brief introduction to SB 329 pertaining to City Council
compensation.
City Attorney Murphy gave a summary of the staff report on the effects of Senate Bill
329 regarding City Council compensation across the State.
City Council held a discussion and asked questions regarding SB 329.
Mayor Man opened public Comment.
Jerry Jambazian, Temple City business owner, spoke in favor of increasing Council
compensation. He also commented about Councilmembers attending city's
sponsored events.
Hearing no further request to speak, Mayor Man closed public comment.
City Council made final comments regarding Council compensation.
City Council directed staff to bring back an ordinance to amend Section 2-1-2 of the
Temple City Municipal Code pertaining to City Council compensation pursuant to SB
329.
11. UPDATE FROM CITY MANAGER — announced that National Night Out will be
combined with Concert in the Park tomorrow night and upcoming Fall city events.
12. UPDATE FROM CITY ATTORNEY — No report.

Mayor Pro Tem Chavez and Mayor Man reported on the standing committee
meeting on July 27, 2023 and received an update from the school district
regarding new school district personnel, school site improvements, and upcoming
school events. They also announced that the State of District address will be on
October 5.

A. COUNCILMEMBER STERNQUIST - commented that she and Mayor Pro Tem
Chavez attended an Eagle Scout promotion ceremony and spoke regarding public
safety issues at public transit stations.
B. COUNCILMEMBER VIZCARRA - No report.
C. COUNCILMEMBER YU - No report.
D. MAYOR PRO TEM CHAVEZ - commented about the Eagle Scout promotion
ceremony and recognized the accomplishment of District 18 8-10 years old Allstar
team.
E. MAYOR MAN a invited the public to National Night Out tomorrow.

The City Council Regular Meeting was adjourned in memory of Los Angeles County
