A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY TO
CONCUR WITH THE TRANSPORTATION AND PUBLIC SAFETY COMMISSION AND
STAFF RECOMMENDATIONS TO PROCEED WITH THE DESIGN AND
IMPLEMENTATION OF THE NECESSARY LEFT TURN TRAFFIC SIGNAL PHASING
IMPROVEMENTS AT THE INTERSECTION OF BALDWIN AVENUE AND W. LIVE OAK
AVENUE
WHEREAS, The City Council recognizes the importance of improving traffic
operations on all city arterials and intersections;
WHEREAS, the California Manual on Uniform Traffic Control Devices (CAMUTCD)
provides guidance to local agencies on design and installation of various types of traffic
control devices;
WHEREAS, the proposed traffic signal improvements are consistent with all local,
state and federal regulations;
WHEREAS, the traffic signal improvements will help improve traffic operations
enhance the safety of motorists, bicyclists, and pedestrians.
NOW, THEREFORE, CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES
RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City Council concurs with the Transportation and Public Safety
Commission and staffs recommendations and recommends proceeding with the design
and implementation of the necessary left turn traffic signal phasing improvements at the
intersection of Baldwin Avenue and W. Live Oak Avenue. The major components of the
improvements will include the following:
• To provide left turn phasing in the eastbound direction, a short left turn pocket
needs to be striped on the west leg (eastbound approach) of the intersection
aligning it with the existing left turn pocket on the east leg (westbound approach).
To accommodate this, parking on the south side of W. Live Oak Avenue west of
Baldwin Avenue will need to be removed for approximately 75 feet. This concept
is shown on Attachment B of this report.
• All accessible ramps at each corner will need to be reviewed and may need to be
upgraded to the latest ADA standards as needed.
• A new ATC Traffic Signal cabinet and 2070 LX controller with D4 firmware license,
latest version, including video detection system will also be installed per Arcadia
standards, and the traffic signal will be tied to City of Arcadia's TransSuite TCS
Web UI Master Traffic Control System via a wireless interconnect system.
• Preparation of signal timing charts, integration to the City of Arcadia's Master
Traffic Control System and traffic signal cabinet turn on support will be provided by
the City of Arcadia.
SECTION 2. The City Council recommends the approval and implementation the

aforementioned traffic signal improvements.
SECTION 3, The City Clerk shall certify to the passage and adoption of this
resolution and enter it into the book of original resolutions.
PASSED, APPROVED, AND ADOPTED ON THIS 18th DAY OF JULY 2023.
