REGULAR MEETING MINUTES
JULY 18, 2023
1. CALL TO ORDER
Mayor Man called the City Council Regular Meeting to order at 7:34 p.m. in the Council
Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, and
Parks and Recreation Director Matsumoto
3. INVOCATION — Jerry Jambazian, owner of Wonder Cleaners and Draperies, provided the
invocation.
4. PLEDGE OF ALLEGIANCE — John Bwarie, Temple City Chamber President/CEO, lead the
pledge of allegiance.
5. CEREMONIAL MATTERS — PRESENTATION — None
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Cindi Hepler, Temple City resident, complained about speeding vehicles on Woodruff
Avenue. She asked City Council to consider installing stop signs at every intersection on
Woodruff Avenue.
7. CONSENT CALENDAR
Mayor Pro Tem Chavez made a motion to approve the Consent Calendar Items.
Seconded by Councilmember Vizcarra and approved by the following votes:

NOES: Councilmember— None
ABSTAINED: Councilmember— None

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. The Minutes of the Special City Council Meeting of July 5, 2023;

2. The Minutes of the Regular City Council Meeting of July 5, 2023; and
3. The Minutes of the Special City Council Meeting of July 11, 2023.
Action: Approved the Minutes of the City Council
Meetings.
B. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 83734, A THREE -
UNIT CONDOMINIUM SUBDIVISION PROJECT AT 5956 ENCINITA AVENUE
The City Council is requested to approve the final map to allow the developer to
finalize the subdivision and continue the construction for the three attached
condominium dwelling units.
Action:
1. Reviewed and approved the final subdivision map for Parcel Map No.
83734 (Attachment "A"); and
2. Authorized the City Clerk to certify Parcel Map No. 83734.
C. SECOND AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT
WITH SANDRA MEDRANO TO PROVIDE HOUSING CONSULTANT SERVICES
FOR THE CITY'S HOME IMPROVEMENT PROGRAMS
The City Council is requested to approve the Second Amendment to the
Consultant Service Agreement with Sandra Medrano to assist with administration
of the City's home improvement programs.
Action:
1. Reviewed and approved the Second Amendment to the consultant services
agreement (Attachment "A") with Sandra Medrano (Medrano) to provide
housing consultant services for Fiscal Year (FY) 2023-24 and increase the
total compensation by $43,698, for a total of $151,993; and
2. Authorized the City Manager to finalize and execute the Second Amendment
with Medrano for FY 2023-24.
D. LEFT TURN PHASING ADDITION TO THE TRAFFIC SIGNAL AT
BALDWINAVENUE AND W. LIVE OAK AVENUE
The City Council is requested to review the justification for the addition of three -
section Flashing Yellow Arrow Protected/Permissive left turn phasing at the
intersection of Baldwin Avenue and W. Live Oak Avenue.
Action:
1. Reviewed the justification for the addition of three -section Flashing Yellow

Avenue and W. Live Oak Avenue;
2. Concurred with the Transportation and Public Safety Commission and staffs
recommendations to approve the attached resolution (Attachment "A") to
recommend proceeding with the design and implementation of the necessary
left turn signal phasing improvements at the subject intersection; and
3. Authorized the release of RFP (Request for Proposals) to procure services of
a Traffic Signal Design Consultant for the for the design services.
E. ACCEPTANCE OF FISCAL YEAR 2021-22 PAVEMENT REHABILITATION
PROJECT, CIP NO. P19-07 (ROLL OVERED TO FISCAL YEAR 2022-23, CIP
NO. 23-02)
The City Council is requested to accept the completion of the Fiscal Year 2021-22
Pavement Rehabilitation Project, CIP No. P19-07/CIP No. 23-02 as performed by
Onyx Paving Company, Inc. The work was performed within the contractually
specified duration and to the City Engineer's satisfaction.
Action:
1. Accepted project completion for the Fiscal Year 2021-22, Project No. P19-07 (roll
overed to Fiscal Year 2022-23 Pavement Rehabilitation Project, CIP No. P23-
02) as performed by Onyx Paving Company, Inc. for a total amount of
$4,049,982.60;
2. Authorized the City Manager to file a project Notice of Completion with the
County of Los Angeles Registrar -Recorder; and
3. Authorized the City Manager to release a retention payment of $202,499.13 to
Onyx Paving Company, Inc. within 35 days following recordation of the Notice
of Completion.
F. ADOPTION OF RESOLUTION NO. 23-5685 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2022-23
The City Council is requested to adopt Resolution No. 23-5685 authorizing the
payment of bills.
Action: Adopted Resolution No. 23-5685 authorizing the
payment of bills.
G. ADOPTION OF RESOLUTION NO. 23-5686 APPROVING PAYMENT OF BILLS
MOM FOR FISCAL YEAR 2023-24
The City Council is requested to adopt Resolution No. 23-5686 authorizing the
payment of bills.

10. NEW BUSINESS
A. CO-SPONSOR 2023 SAN GABRIEL VALLEY NOODLE FESTIVAL WITH
TEMPLE CITY CHAMBER OF COMMERCE
The City Council is requested to consider hosting and co -sponsoring the 2023
San Gabriel Valley Noodle Festival with the Temple City Chamber of Commerce
on Saturday, October 21, 2023.
City Manager Cook gave a short introduction for the proposed San Gabriel Valley Noodle
Festival.
Parks and Recreation Director Matsumoto gave a summary of the staff report for the
proposed festival.
John Bwarie, Temple City Chamber President/CEO, answered City Council questions and
provided tentative itinerary for the festival.
Mayor Man opened public Comment.
Jerry Jambazian, Temple City business owner, spoke in favor of the festival but expressed
concern regarding the cost for tasting.
Hearing no further request to speak, Mayor Man closed public comment.
Mayor Pro Tem Chavez made a motion to:
1. Approve hosting and co-sponsorship of a 2023 San Gabriel Valley Noodle
Festival with the Temple City Chamber of Commerce on Saturday, October 21,
2023;
2. Approve the proposed date and time of the Festival for Saturday, October 21,
2023, from 11:00 a.m. to 4:00 p.m. Set-up to begin at 5:00 a.m. and closeout
of the event to be completed by 9:00 p.m.;
3. Approve the temporary parking ban on the northside Las Tunas Drive between
Kauffman Avenue and Golden West Avenue adjacent to Temple City Park and
a parking ban on the westside of Golden West Avenue adjacent to Temple City
Park on October 21, 2023;
4. Waive all fees and deposits for use of Temple City Park and the Performing
Arts Pavilion;

5. Waive all fees and authorize City staff to hang a street banner on Las Tunas
Drive from September 1 to October 21, 2023;
6. Approve the use of the City Seal and City Logo for advertising and promotional
materials; and
7. Grant the Temple City Chamber of Commerce a special event permit with the
conditions and responsibilities stated in the staff report and authorize the City
Manager to place additional conditions if necessary; and
8. Tentatively approve a beer garden during the event, pending staff review to
ensure all requirements are met.
Seconded by Councilmember Yu and approved by the following votes:

11. UPDATE FROM CITY MANAGER — commented on Consent Calendar Item E "Completion
of the Fiscal Year 2021-22 Pavement Rehabilitation Project", announced upcoming
Neighborhood Watch meeting this Thursday at La Rosa Elementary School and park
events.

Parks and Recreation Director Matsumoto answered City Council questions regarding Camp-
a-palooza and the senior luncheon program.
12. UPDATE FROM CITY ATTORNEY — reported on Assembly Bill 43 which gives local
government new authority to reduce speed limits and Senate Bill 329 relating to increase in
salary cap for Council members.
Councilmember Vizcarra left the meeting at 8:10 p.m. and returned at 8:16.

Councilmember Yu reported on the ad hoc committee's meeting last week where they
discussed previous schemes provided by architect David Goodall and provided
suggestions to staff regarding timing and cost. The ad hoc committee will meet one
more time before directing staff to bring a report to the Council for further direction.

14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR
AGENDA
A. COUNCILMEMBER STERNQUIST — shared that the Mosquito and Vector Control
District will have a booth at the August 16 Concert in the Park to provide information
regarding mosquitos. She also mentioned the candidates that will be running for a
congressional seat to represent the 31st district.
B. COUNCILMEMBER VIZCARRA — no report.
C. COUNCILMEMBER YU — commented about the City's cooling center.

D. MAYOR PRO TEM CHAVEZ — asked staff to bring a report to Council regarding options
to alleviate use of illegal fireworks during 4th of July in the city, shared that the 8 -10 -year -
old Temple City American Little League won the California Section 3 championship game
and will be moving on to play in the State Championship game. He also commented on
the homeless population in the city.
E. MAYOR MAN — commented on the homeless population in the City, talked about the
Chamber of Commerce's mixer at Cloverleaf Coffee & Bakery, announced the upcoming
National Night Out on August 2.
15. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY
DEVELOPMENT AGENCY MEETING
At 8:34 p.m., the City Council recessed to the Successor Agency Meeting. Minutes of the
Successor Agency Meeting are set forth in full in the Successor Agency's records.
RECONVENE AS CITY COUNCIL
The City Council meeting was reconvened at 8:35 p,m. with all Councilmembers present.

Jerry Jambazian, Temple City business owner, comments about the City's homeless
population and efforts to assist the unhoused.
