Town Attorney Alexander was instructed to ascertain the
time required to submit proof of loss in connection with the
hurricane damage.
There being no further business, Council adjourned
subject to the call of the Mayor.

The regular meeting of Town Council was held today in
the Town Hell at 4 P.M. end was attended by Msyor Dutton, Who pre-
sided, and Councilmen peters, young, Hosti, Brown, Slotin, Lovell,
Town Attorney Alexander and Major O.R. Glenn, Executive Officer,
Sa.va.nnsh Military Sub - district and also Mrs. Lottie L. Grace.
Major Glenn stated that he was present to inform Council
that a Military District nod been set up with headquarters in Sav-
annah and that this organization was ready at any time to assist
the municipality in any emergencies, such es storms, riots, etc.
Council thanked him and stated that whenever the occasion arose
the Town would be happy to call upon his office.
Mrs. Grace requested that she be sold the lot known as
the "Parke lot in the Camp Hammock owned by the Town, stating that
she owns the adjoining lot end at the time she purchased that lot
she wanted to purchase the *parka lot but at that time Council re-
fused to sell informing her that it was to be maintained as a park,
but that if the Town decided to sell this lot she would be given
the privilege of purchasing it. She has recently ascertained that
this lot has been sold to some one else. Mrs. Grace was excused.
Councilman Brown moved that the ttParku lot be sold to Mrs. Grace
for 3200, Councilman peters seconded and the motion passed.
Council was informed that the Tybee Beach Co. is doing
Considerable work west of Jones Ave. to 6th Ave. and in the area
from First to Third Streets, and that there is a ditch running
through their property between Second and Third Streets that they
want moved. The matter was referred to the Town Attorney. Also
along the old Central R.R. right -away at the intersection of Til-
ton Street there is also a. ditch that the Tybee Beach Co. wants
moved as it is on their property, this matter also was referred
to the Town Attorney.
The Mayor informed Council that five white prisoners
escaped at 9 :45 p.m. Sunday, Jan. 11. Mr. Reed was asked to re-
port on how they got out of the building and he stated that the

nuts on one of the windows was unscrewed from the bolts and the
bars removed.
Councilman Young moved that in connection with the ad-
justers settling with the Town for storm damage that the matter
be referred to the Chairman of the Finance Committee with the
power to act. Councilman Peters seconded and the motion passed.
The Mayor asked the committee which was appointed to
make a survey of repairing the guard rail on the walk way-at South
end to submit its report, Councilman Young stated that they had
had Thomas & Hutton to_check on it and they estimated the cost
would be about $1000 using Convict labor. Councilman Peters moved
that the work be done, Councilman Brown seconded and the motion
passed.
Councilman Slotin called attention to Council for the
urgent necessity of not spending any money than is absolutely'
necessary from now until the end of April.
Councilman Slotin stated that the Fort Screven Develop-
ment Company property should be assessed on all their holdings
effective May 1, 1948.
Councilman Young stated that the Sewerage Dept. needed
an additional 30 gallons of "STONTITE", Councilman Young stated
that the public Works Dept. also needed630 gallons. Councilman
Brown moved that it be purchased, Councilman Lovell seconded and
the motion passed.
Councilman Brown presented the report.of the Savannah
Beach Volunteer Fire Dept. for the year 1947, showing a fire loss
of only $35 for the entire year, he also called attention that
the Department needs some new fire fighting equipment. that will
-cost about $400. He also stated that the paid fireman had been
discontinued for the present but that this position should be
filled as soon as possible. Councilman Young moved that the thanks
of the Board be extended to the Fire Dept. and that the following
resolution be adopted, Councilman Hosti seconded and the motion
passed.
A RESOLUTION
WHEREAS, the annual report of the Savannah Beach Volun-
teer Fire Department was presented to the Mayor and Councilmen
of Savannah Beach at its meeting on January 14, 194g;
AND WHEREAS, said report shows that during the calendar
year 1947 the Fire Department made about twenty-t re -e calls in
answer -to alarms, and that the total property damage in said town
caused by fire amounted to $35.00 which is a per-capita 3¢ based
on an estimated permanent population of one thousand persons;

AND WHEREAS, the yeyor and Councilmen believe that
this is probably a national record and should be taken note of
end commended by the town authorities;
BE IT THEREFORE RESOLVED by the Mayor and Council-
men of Savannah Beach, Tybee Island in council assembled that
the thanks end commendations be extended to the officers end
members of the Savannah Beach Volunteer Fire Department for this
excellent record, which is the culmination of fifteen years of
splendid service in fire prevention and control rendered by this
organization.
BE IT FURTHER RESOLVED that a copy of these resolutions
be sent to the Savannah Beach Volunteer Fire Department and that
a copy be spread upon the minutes of Council.
The Mayor asked what was the pleasure of Council rel-
ative to continuing a paid Fireman, Councilman Brown stated than
Mr. Howard, the regular Fireman had become ill, and after con -
tinuing his pay for several weeks, he decided to discontinue hav-
ing a Fireman drawing salary, that the Police Department take&
care -of the night tour of duty. Councilman Young informed Council
that the Chief of Police did not do a tour of duty at all, the
Mayor appointed Councilmen Brown, Peters and Young to handle the
matter and work out a solution.
Councilman Brown called attention to the bad condition
of a old building partially torn down on the ocean side of Butler
Avp, between First and Second Streets, owned by Mr. Mike Goldberg,
It was stated that Mr. Goldberg promised to take this building
down the early part of last spring, the Town Attorney was instruct-
ed to notify Mr. Goldberg to have this building torn down at once.
Town Attorney Alexander - reported that Mr. F-.J. Hahne,
Chairman.of the Democratic Executive Committee had entered a suit
in the Superior Court contesting the 1947 amendment to the Town's
charter known as the Home Rule Law, the case is set for Jan. 30,
1948.
A' petition was presented by Noce Notrica for permission
to let the building that he erected on Lot 49, Ward 6, in violation
of the Building Code and also the Zoning Ordinance remain, Council-
man Lovell moved that the petition be denied, Councilman Young Sec-
onded and the motion passed. The Town Attorney was instructed to
notify Mr. Nortrica of the act of Council.
The petition requesting the use of the auditorium sev-
eral times a month by the Tybee New Deal Club was read. Council-
man young moved that the petition be denied, Councilman Peters
seconded end the motion passed.
Councilman Lovell moved that the Town sell the large
electric crane in the machine shop for the best price it (would

get. Councilman Brown seconded and the motion passed.
Councilman Slotin moved that bills for the month of
December amounting to $929.08 be paid, Councilman Peters sec -
onded and the ?potion passed.
Councilman Young moved that the following ordinance be
adopted, Councilman Peters: seconded and the motion passed.
AN ORDINANCE
TO AMEND AN ORDINANCE OF THE TOWN OF SAVANNAH BEACH,
TYBEE ISLAND, ADOPTED APRIL 10, 1947, CREATINOE AREAS WITHIN THE
CORPORATE LIMITS OF SAID TOWN AND ZONING THE SAME, BY PROVIDING
ADDITIONAL RESTRICTIONS WITH REGARD TO A PART OF AREA "J", AS:
SET FORTH IN SAID ORDINANCE; AND FOR OTHER PURPOSES.
BE IT ORDAINED by authority of the Mayor and Council
men of Savannah Beach, Tybee Island, and it is hereby ordained
by authority of the same, that an ordinance of the Town of Sa.v
annah Beach, Tybee Island adopted April 10, 1947 creating areas
within the Corporate limits of said Town and zoning the same, be,
and the same is hereby, amended in the following manner; —'
SECTION ONE. By adding to Section 11 of said Ordinance
the following sentence : -
"No building on any lot on Horse pen Hammock, lying
south of the main highway to Savannah, shall be
occupied either permanently or temporarily as a
dwelling house unless the same shall have cost
at least the Hum of $2,500.00 at the time of its
erection, or be reasonably worth said amount; and
no person shall build or erect a building to be
used for such purposes within said area unless
the same shall cost at least the sum of $2,500.00
at the time of erection."
SECTION TWO. All ordinances and parts of ordinances
in conflict herewith be, and the same are hereby, repealed.
Councilman Young moved that the following ordinance
be adopted, Councilman Brown seconded and the motion passed.
AN ORDINANCE
AMENDING AN ORDINANCE PROVIDING FOR THE APPOINTMENT
OF A BUILDING INSPECTOR FOR SAVANNAH BEACH, TYBEE ISLAND, AND-FOR
OTHER PURPOSES, BY PROHIBITING THE ERECTION OF HUTMENTS WITHIN
THE CORPORATE LIMITS OF SAVANNAH BEACH, TYBEE ISLAND; AND FOR
OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of the Town
of Savannah Beach, Tybee Island, and it is hereby ordained by
authority of the same that an ordinance entitled "An Ordinance
to provide for the appointment of a building inspector for Sav-
annah Beach, Tybee Island; to provide rules and regulations for
the erection, alteration and repair of all buildings in said town;

and for other purposes", be, and the same, is hereby amended in
the following manner, to -wit;-
SECTION ONE. By adding a paragraph to Section Fight of
said Ordinance, reading as follows:-
"No buildings, commonly designated as hut,
ments, consisting of small one or two room
buildings formerly used by the United States
government, shall be moved into said Town
of Savannah Beach, Tybee Island or erected
therein at any time after January 14, 1948.
The building inspector shall determine whe-
ther any particular building comes within
the meaning of this paragraph, and his de-
cision shall be final."
SECTION TWO. This amendment shall tame affect as of
Jen nary 14, 1945, and shall apply to any such buildings which
have not already been erected as of said date, and no building
permit shall be issued for the erection of any such building
on or after said date.
SECTION THREE. All Ordinances and parts of ordinances
in conflict herewith are hereby repealed.
There being no further business, Council adjourned
subject to the call of the Mayor.

The regular meeting of Council was held today at 4 P.M.
in the Council room and was attended by Mayor Dutton, who pre-
sided and Councilmen peters, young, Hoeti, Biotin and Town Attor-
ney Alexander. Also Jack Fleieohaker, Mrs. Samuels, Harry Andrie
and Mr. William J. Lynch.
Mr. Fleischaker and Mr. Andrie were in disagreement. as
to the boundary line between their property on Beach Lot 104, Ward
5, Mr. Freischaker claiming Mr. Andrie was encroaching on his pro-
perty. Council decided that it was a matter that should be eetxled
between the two and they were excused.
