HomeMy Public PortalAbout07-27-23 CouncilJULY 27, 2023 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, July 27, 2023 in the Council Chambers of the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal Randy Krum Also noted present was Carmela Pogorzelski, Municipal Clerk via telephone call -in. Noted Absent were Councihneraber Susan Naples and Robert J. Bergen, Law Director. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum. The 2023 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS&C, by Councilmennbers Krum and DiMascio and unanimous affirmative vote of the five (5) Councilmembers present, the minutes of July 13, 2023 were approved as transcribed and engrossed by the Clerk. COUNCIL, MEETING ROLL CALL NOTED ABSENT PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES JULY 27, 2023 (continued) ORDINANCE, #23-22 ORDINANCE #23-22 was introduced and adopted on First Reading MCIA EQUIPMENT and the Clerk authorized and directed to advertise same for Public LEASE ORDINANCE Hearing, upon MMS&C, by Councilmembers Diaz and Krum. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Krum voted in the affirmative. Councilmember Naples was noted absent. ORDINANCE #23-22 "APPROVING AND AUTHORIZING THE ENTERING INTO, EXECUTION AND DELIVERY OF A LEASE AND AGREEMENT WITH THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY RELATING TO THE ISSUANCE OF COUNTY - GUARANTEED CAPITAL EQUIPMENT AND IMPROVEMENT REVENUE BONDS, SERIES 2023 OF THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY" Mayor Reiman said this is the annual lease agreement with the county for equipment and police vehicles. ORDINANCE #23-20 The Municipal Clerk stated that Ordinance #23-20 was introduced and ACQUISITION adopted on First Reading on June 29, 2023. It was duly published in ORDINANCE, RE: the Home News Tribune on July 12, 2023 with notice that it will be PUBLIC PURPOSES considered for final passage after Public Hearing to be held on July 27, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Mayor Reiman said this is the improvements to the intersections of Roosevelt/Pulaski and Roosevelt/Carteret Avenue. PUBLIC HEARING Upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present. 2 JULY 27, 2023 (Continued) Upon MMS&C, by Councilmembers Diaz and DiMascio ORDINANCE 923-20 "AUTHORIZING ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET FOR PUBLIC PURPOSES" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Krum voted in the affirmative. Councilmember Naples was noted absent. Upon MMS&C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions/Agenda items and new business.
