COUNCIL CHAMBERS - 5938 KAUFFMAN AVENUE 1. CALL TO ORDER - Chair Tarin 2. ROLL CALL PRESENT: Commissioner Haddad, Rosso, Vance, Tarin ALSO PRESENT: Director of Parks and Recreation Matsumoto and Parks and Recreation Secretary Venters ABSENT: Baroldi Commissioner Haddad moved to excuse Commissioner Baroldi for due cause. Seconded by Commissioner Rosso and carried by the following roll call vote: AYES: Commissioner — Haddad, Rosso, Tarin, Vance NOES: Commissioner — None ABSENT: Commissioner — Baroldi ABSTAIN: Commissioner — None 3. PLEDGE OF ALLEGIANCE Chair Tarin led those present in the Pledge of Allegiance. 4. REORGANIZATION OF COMMISSION Director of Parks and Recreation Matsumoto called for a reorganization of the Commission. Commissioner Rosso nominated Vice -Chair Vance for Chair. Seconded by Commissioner Haddad and carried by the following roll call vote: AYES: Commissioner — Haddad, Rosso, Tarin, Vance NOES: Commissioner — None ABSENT: Commissioner — Baroldi ABSTAIN: Commissioner — None Chair Vance called for the position of Vice -Chair. Commissioner Rosso nominated Commissioner Haddad for Vice -Chair. CONSENT CALENDAR Commissioner Rosso moved to approve the Consent Calendar, seconded by Commissioner Tarin and carried by the following roll call vote: AYES: NOES: ABSENT: ABSTAIN: Commissioner — Rosso, Tarin, Haddad, Vance Commissioner — None Commissioner — Baroldi Commissioner — None A. APPROVAL OF MINUTES Action: Approved. B. MONTHLY ATTENDANCE/ACTIVITY REPORTS Action: Approved. 8. UNFINISHED BUSINESS A. COMMITTEE ON AGING UPDATE Director of Parks and Recreation Matsumoto stated that the next meeting of the Committee on Aging will take place on July 25. He stated that agendized items include reorganization of the Committee and discussion regarding goals. 9. NEW BUSINESS A. JUNE PROGRAMMING RECAP Director of Parks and Recreation Matsumoto stated that two participants of track and field will compete at the state level, the Summer Day Camp program although affected by heat is successful, STARS Club has concluded for the summer but will resume in August and 62 volunteers were recognized at the Volunteer Recognition Dinner. He concluded by briefing the Commission regarding the upcoming Camp-A-Palooza event. PARKS & RECREATION COMMISSION MINUTES Page 4 July 19, 2023 Director of Parks and Recreation Matsumoto stated that there may be areas in between equipment that may not be completely viewable from all angles but if one stepped to the side, they should be able to view areas in between. Vice -Chair Haddad asked Director of Parks and Recreation Matsumoto if the special meeting would be held on August 30. Director of Parks and Recreation Matsumoto stated that the target date for the special meeting is August 30. He stated that the purpose of the special meeting would be to review the concept design of each playground renovation and make recommendations to the City Council. He stated that the City is trying to expedite the design schedule due to parts being backordered six to ten months. He stated that the design would have to be approved prior to ordering parts. Commissioner Rosso asked Director of Parks and Recreation Matsumoto if the playground would be closed during construction. Director of Parks and Recreation Matsumoto stated that the playgrounds will be closed during construction. Chair Vance requested to be notified of City Council meetings pertaining to city parks. Director of Parks and Recreation Matsumoto stated that moving forward he would notify the Commission in advance regarding items relating to the city's parks. Commissioner Haddad asked Director of Parks and Recreation Matsumoto how many drinking fountains would be replaced and if they are currently being tested for lead content. Director of Parks and Recreation Matsumoto stated that the drinking fountains near the playgrounds would be replaced. He stated that he asked the water company if they would be willing to test for lead on an annual basis, however all drinking fountains currently have filters to remove lead. Commissioner Tarin asked Director of Parks and Recreation Matsumoto if the plumbing for the drinking fountains would be replaced. Director of Parks and Recreation Matsumoto stated that only the drinking fountains will be replaced. Commissioner Haddad asked Director of Parks and Recreation Matsumoto if the current budget allows for additional Parks Maintenance staff. PARKS & RECREATION COMMISSION MINUTES Page 3 July 19, 2023 10. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA - None 11. UPDATE FROM PARKS & RECREATION DIRECTOR A. PARKS & RECREATION DIRECTOR'S REPORT Director of Parks and Recreation Matsumoto updated the Commission on the following items: July has been declared Parks and Recreation month, the Chamber of Commerce will hold a noodle tasting event on October 21 in partnership with the City, the senior lunch program is operating in person with 90 meals served per day, the Centennial Event will be celebrated with a parade on September 30 in conjunction with the Classic Car Show and the Eagle Scout project by Jeffery Tang has been completed. He stated that the City is moving forward with the tile mural and bronze statues at Primrose Park. He stated that illustrations on the tile mural will include local parrots, camellias, citrus and palm trees and the San Gabriel Mountains. He stated that that the City would like to hold an unveiling event in the upcoming months. He continued that a space station theme was selected for the playground renovation at Live Oak Park. He stated that the main structure would be five feet by twelve feet with individual play components. He stated that that the City will move the current exercise equipment to the south end of the playground. He stated that the theme at Temple City Park is a bamboo forest with sound features. He stated that smaller sound features will surround the bamboo forest structure. He stated that instead of exercise equipment the City will plant additional landscaping to buffer the play area from the parking lot. He stated that he would like to hold a special meeting of the Parks and Recreation Commission at the end of August to review the design concepts for each playground renovation. Commissioner Rosso asked Director of Parks and Recreation Matsumoto if the play equipment is required to be ADA compliant. Director of Parks and Recreation Matsumoto stated that a portion of the play equipment would be ADA compliant. Vice -Chair Haddad asked Director of Parks and Recreation Matsumoto if the benches and picnic shelters would be repainted. Director of Parks and Recreation Matsumoto stated that the benches and picnic shelter only at Temple City Park would be repainted. Commissioner Tarin asked Director of Parks and Recreation Matsumoto if the playgrounds would be viewable from all angles. PARKS & RECREATION COMMISSION MINUTES Page 5 July 19, 2023 Director of Parks and Recreation Matsumoto stated that the City Council has approved backfilling of two positions. Chair Vance noted that 332 people signed up for use of the pickleball courts in one month. Director of Parks and Recreation Matsumoto stated the City is exploring more permanent options for pickleball courts. He stated that prior to presenting options he would like to gather concrete data to aid the decision process. 12. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSIONER BAROLDI — Absent B. COMMISSIONER ROSSO — Asked Director of Parks and Recreation Matsumoto the Senior Database forms are being advertised at events and when the National Night Out event will take place. Director of Parks and Recreation Matsumoto stated that the Senior Database forms are distributed at City events and the National Night Out event will take place on August 2, 2023. C. COMMISSIONER TARIN — Thanked Director of Parks and Recreation Matsumoto and Secretary Venters for their preparation of the Commission Meetings. D. VICE -CHAIR HADDAD — Spoke favorably of Parks and Recreation programming and stated that repairs should be made to the playground floor and lighting. She stated that that she will be unable to attend the regular Commission meeting in August. E. CHAIR VANCE — Thanked Commissioner Tarin for his leadership as Chair and thanked the Commission for selecting her to act as Chair. 13.
