CALL TO ORDER Mayor Man called the City Council Special Meeting to order at 7:06 a.m. in the City Hall Community Room located at 9701 Las Tunas Drive, Temple City. 2. ROLL CALL PRESENT: Councilmember — Sternquist, Chavez, Man ABSENT: Councilmember — Vizcarra, Yu ALSO PRESENT: City Manager Cook, Parking Control Officer Mayorga, Senior Community Preservation Officer Tran, City Clerk Kuo, and Administrative Assistant to the City Manager and City Council Ortiz Captain Meza, Deputy Bui, Deputy Bui Councilmember Sternquist made a motion to excuse Councilmember Yu and Councilmember Vizcarra. Seconded by Councilmember Chavez. 3. PUBLIC COMMENTS — None 4. UNFINISHED BUSINESS — None 5. NEW BUSINESS — None 6. COMMUNICATIONS A. QUALITY OF LIFE Deputy Bui provided an overview of the sex offender registrants, paroles, and probationers in the City from July 1, 2023 to August 30, 2023. B. OPERATIONS Deputy Bui provided an update regarding arrests and operations in the City from July 1, 2023 to August 30, 2023. C. CRIME TRENDS Deputy Bui provided an overview of crime trends in neighboring cities affecting Temple City from July 1, 2023 to August 30, 2023. D. NOTABLE ARRESTS Deputy Bui provided an overview of notable arrests made in the City from July 1, 2023 to August 30, 2023. City Council asked questions regarding the unhoused population in the city. City Manager Cook, Captain Meza, and the Sheriff Deputies answered City Council questions regarding arrests related to the unhoused population in the city. City Council Meeting Minutes September 27, 2023 Page 2 of 2 D. CRIME STATISTICS Deputy Bui provided an overview of the crime statistics from July 1, 2023 to August 30, 2023. E. TRAFFIC ISSUES Deputy Bui provided an overview of the traffic issues from July 1, 2023 to August 30, 2023. City Council recommended that staff and the Sheriff Deputies work with the Chamber of Commerce to publish safety tips for businesses and the community. F. TRAFFIC STATISTICS Deputy Bui provided an overview of the traffic statistics from July 1, 2023 to August 30, 2023. City Council asked questions regarding traffic safety around the school sites. G. SPECIAL ASSIGNMENT TEAM ACTIVITIES Deputy Bui provided an update on the special assignment team activities. City Council recommended that staff and Sheriff Deputies work with the school district to send out reminders to parents on a regular basis regarding traffic safety when picking up students, dropping off students, and when attending school events. H. PUBLIC OUTREACH / EVENTS Deputy Bui reported on the public outreach conducted by the special assignment team. I. UPCOMING EVENTS FOR OCTOBER 2023 Deputy Bui announced upcoming meetings and events that will be conducted in the City. City Manager Cook and Captain Meza commented on the new set of bail schedules for suspects arrested in non-violent felonies and misdemeanor crimes. The new bail schedule, slated to take effect in LA County on October 1, 2023, will dictate one of three possible actions by law enforcement for an arrestee's release (i.e., Cite and Release, Book and Release or Magistrate Review). City Council recommend adding information regarding domestic violence to future Neighborhood Watch meetings and directed staff to explore security options (i.e., security devices/alarm) to enhance safety in the community for businesses and residents. 7.
