CALL TO ORDER Mayor Man called the City Council Special Meeting to order at 7:07 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, Parks and Recreation Director Matsumoto 3. PUBLIC COMMENT — None 4. NEW BUSINESS A. PLAYGROUND RENOVATION PROJECT REVIEW AND APPROVAL The City Council is requested to review the final playground concept designs for Live Oak Park and Temple city Park, allocate funds for the projects and award a contract for the purchase of playground equipment. City Manager Cook gave a brief overview of the playground renovation project and the funding for the projects. Parks and Recreation Director Matsumoto gave a brief introduction and background on the playground renovation project and the concept designs for the parks. SWA Landscape Architect, City's consultant, presented the revised playground concept to City Council and provided details on the proposed equipment that will be installed. Landscape Structure Inc., playground equipment manufacturer, answered City Council questions regarding the playground equipment material and safety. City Council made comments and asked questions regarding the concept designs of the playground, and the maintenance of the playground and equipment. City Council discussed potential alternates for the playground equipment. City Council approved addition of windows to the slides, additional bench seating to both side of the concrete walkway (i.e., 2 to the east and 2 to the west of the playground), and made no change to the swings. Councilmember Yu left the meeting at 7:14 p.m. and returned at 7:14 p.m. Councilmember Vizcarra left the meeting at 7:37 p.m. and returned at 7:41 p.m. Councilmember Yu left the meeting at 8:40 p.m. and returned at 8:42 p.m. Mayor Man opened public comment. Hearing no request to speak, closed public comment. William Man, Mayor City Council Minutes September 5, 2023 Page 2 of 2 City Council made final comments regarding the concept designs and playground project. Mayor Pro Tem Chavez made a motion to: 1. Approve the final playground concept designs for Live Oak Park and Temple City Park; 2. Allocate and approve funds for a total construction cost of $4,500,000 for the Playground Renovation Project; and 3. Authorize City Manager to execute a Contract with Landscape Structures, Inc. for Direct Purchasing of Playground Equipment through CMAS (State of California Multiple Award Schedules Program) not to exceed $1,100,000. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember — None ABSENT: Councilmember — None B. APPROVE PHASE 2 OF SWA LANDSCAPE ARCHITECTS CONSULTANT SERVICES CONTRACT The City Council is requested to approve Phase 2 of the consultant services contract with SWA Landscape Architecture to ensure uninterrupted work on the creation of the construction documents and maintain a bid timeline start for late 2023 and bid award in early 2024. Parks and Recreation Director Matsumoto gave a summary of the staff report. City Council did not have any questions or final comments regarding commencement of Phase 2 of the service contract. Mayor Man opened public comment. Hearing no request to speak, closed public comment. Councilmember Sternquist made a motion to approve Phase 2 of the consultant services contract with SWA Landscape Architects in the amount of $152,000 from the American Rescue Plan Act (ARPA) funds, Fund 14. Seconded by Councilmember Yu and approved by the following votes: AYES: Councilmember — Stemquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember — None ABSENT: Councilmember— None 5.
