REGULAR MEETING MINUTES
SEPTEMBER 19, 2023
1. CALL TO ORDER
Mayor Man called the City Council Regular Meeting to order at 7:34 p.m. in the Council Chambers located
at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Sternquist, Vizcarra, Chavez, Man
ABSENT: Councilmember — Yu
ALSO PRESENT: City Manager Cook, City Attorney Murphy (virtually), City Clerk Kuo,
Administrative Services Director Paragas (virtually).
Mayor Pro Tem Chavez made a motion to excuse Councilmember Yu for cause. Seconded by
Councilmember Vizcarra.
3. INVOCATION — Pastor Kelty provided the invocation.
4. PLEDGE OF ALLEGIANCE — Cub Scout Troop 169 led the pledge of allegiance.
5. CEREMONIAL MATTERS — PRESENTATION
A. TEMPLE CITY YOUTH COMMITTEE APPOINTMENT CONFIRMATION
City Council affirmed the appointment of Youth Committee member Sara Kuo, Amir King, Priscilla
Seto, Isabel Xu, Christa Wong, Kevin Zhang, Lucas Cole De Paula, Carrie Tran, Evelyn Lam,
Arthur Zhang and presented each with an appointment certificate.
B. TEMPLE CITY AMERICAN SOFTBALL ASSOCIATION
City Council recognized the Temple City American Softball Association 12U team for their
accomplishments and winning the 2023 district championship.
C. SAN GABRIEL VALLEY COUNCIL OF GOVERNMENT UPDATE —
Martin Medrano, Community Relations Manager
San Gabriel Valley Council of Government (SGVCOG) Community Relations Manager Martin
Medrano provided an update of the SGVCOG's activities and events.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Binh Tran, Temple City resident, commented on Temple City American Softball Association's limited
access to the baseball field at Live Oak Park during their fall season.

Mayor Pro Tem Chavez made a motion to approve the Consent Calendar Items. Seconded by
Councilmember Vizcarra and approved by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. The Minutes of the Special City Council Meeting of September 5, 2023; and
2. The Minutes of the Regular City Council Meeting of September 5, 2023.
Action: Approved the Minutes of the City Council Meetings.
B. PLANNING COMMISSION MEETING ACTIONS
The City Council is requested to receive and file the actions of the Regular Planning Commission
Meeting of August 22, 2023.
Action: Received and filed the Planning Commission regular
meeting actions of August 22, 2023.
C. SECOND READING AND ADOPTION OF ORDINANCE NO. 22-1068, ESTABLISHMENT OF AN
EXPEDITED, NON -DISCRETIONARY MULTI -FAMILY REVIEW PROCESS AND ADOPTION OF
RESOLUTION NO. 22-5639, A LIBRARY OF PROTOYPE ARCHITECTURAL DESIGNS FOR
MULTI -FAMILY PROJECTS IN THE R-2 ZONE
The City Council is requested to adopt Ordinance No. 22-1068 establishing an expedited, non -
discretionary multi -family review process and Resolution 22-5639 establishing a library of
prototype architectural designs for multi -family projects in the R-2 Zone.
Action:
1. Found Ordinance No. 22-1068 exempt from CEQA per Sections 15305 and15061(b)(3) of the
CEQA Guidelines;
2. Waived further reading and adopted Ordinance No. 22-1068 (Attachment "A") establishing an
expedited, non -discretionary multi -family review process; and
3. Adopted Resolution 22-5639 (Attachment "B") establishing a library of prototype architectural
designs for multi -family projects in the R-2 Zone.
D. PETTY CASH REPORT
The City Council is requested to receive and file the Petty Cash Report.
Action: Received and filed the Petty Cash Report.
E. ADOPTION OF RESOLUTION NO. 23-5701 APPROVING PAYMENT OF BILLS FOR FISCAL
YEAR 2022-23
The City Council is requested to adopt Resolution No. 23-5701 authorizing the payment of bills.

F. ADOPTION OF RESOLUTION NO. 23-5702 APPROVING PAYMENT OF BILLS FOR FISCAL

10. NEW BUSINESS
A. FISCAL YEAR 2022-2023 FOURTH QUARTER PRELIMINARY FINANCIAL REVIEW,
TREASURER'S REPORT, REVENUE, EXPENDITURE AND CAPITAL IMPROVEMENT PROJECT
SUMMARY REPORTS
The City Council is provided with an update of revenue and expenditure information of the City's
overall financial condition. The quarterly reports also identify adjustments needed to align the City's
revenue resources with the cost of providing services.
Administrative Services Director Paragas gave a brief summary of the fourth quarter preliminary
financial review.
City Council made comments and asked questions regarding the fourth quarter financial summary.
Mayor Man opened public comment. Hearing no request to speak, Mayor Man closed public
comment.
City Council made final comments about the City's overall financial status.
Councilmember Sternquist made a motion to:
1. Receive the Fiscal Year 2022-2023 (FY22-23) Fourth (41h) Quarter Preliminary Financial
Review and related reports; and
2. Approve and authorize staff to revise revenue and expenditure budget estimates as indicated
in Attachment "A."
Seconded by Mayor Pro Tem Chavez and approved by the following votes:
AYES: Councilmember — Sternquist, Vizcarra, Chavez, Man

B. FIRST AMENDMENT TO THE INTERNET SERVICES AGREEMENT WITH SPECTRUM
ENTERPRISE FOR INCREASED BANDWIDTH OF INTERNET CONNECTION FOR CITY HALL
AND ETHERNET PRIVATE LINE (EPL) TO LIVE OAK PARK AND CITY YARD
The City Council is requested to approve the agreement to increase the City's bandwidth for faster
AMR internet connectivity for city facilities.
City Manager Cook gave a brief overview of the request to increase the City's bandwidth for faster
internet connectivity for city facilities.
City Council made comments and asked questions regarding internet speed at city facilities'.

Mayor Man opened public comment. Hearing no request to speak, Mayor Man closed public
comment.
City Council made final comments about Internet speed and cyber security.
Mayor Pro Tem Chavez made a motion to:
1. Approve the additional cost to increase the City's bandwidth for Internet access; and
2. Authorize the City Manager to execute the agreement with Spectrum Enterprises.
Seconded by Councilmember Vizcarra and approved by the following votes:

11. UPDATE FROM CITY MANAGER — commented on the Hi -Autumn Festival this past weekend and
announced the upcoming Centennial Celebration on Saturday, September 30, starting at 10 a.m. He
thanked the Temple City Historical Society and the Homestead Museum for their involvement with the
City's centennial celebration.
12. UPDATE FROM CITY ATTORNEY — shared that he will be attending the League of California Cities
Conference this week and will report on relevant information at the sessions at the next meeting.

staff on a successful event. Thanked Congresswoman Judy Chu and Assemblymember Fong for
attending the event. He also commented on the upcoming centennial celebration and
Neighborhood Watch.
