REGULAR MEETING MINUTES
OCTOBER 3, 2023
1. CALL TO ORDER
Mayor Man called the City Council Regular Meeting to order at 7:30 p.m. in the Council Chambers located
at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, Community
Development Director Reimers, and Parks and Recreation Director
Matsumoto
3. INVOCATION — Pastor Kelty provided the invocation.
4. PLEDGE OF ALLEGIANCE — Councilmember Yu lead the pledge of allegiance.

7. CONSENT CALENDAR
City Manager Cook pulled Consent Calendar Item 7B for staff to provide additional information for
clarification.
Mayor Pro Tem Chavez made a motion to approve the remainder of the Consent Calendar Items.
Seconded by Councilmember Vizcarra and approved by the following votes:
AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man
NOES: Councilmember — None
ABSTAINED: Councilmember — None

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. The Minutes of the Regular City Council Meeting of September 19, 2023;
2. The Minutes of the Special City Council Meeting of September 25, 2023; and
3. The Minutes of the Special City Council Meeting of September 27, 2023.
Action: Approved the Minutes of the City Council Meetings.
C. ADOPTION OF NEW CLASSIFICATIONS FOR COMMUNITY DEVELOPMENT SUPERVISOR,
PARKS AND TREES SUPERVISOR, PARKS AND TREES ASSISTANT MAINTENANCE
WORKER AND RESPECTIVE SALARY RANGES

The City Council is requested to adopt a resolution amending the Employee Classification Plan to
add new classifications and respective salary ranges for three positions.
Action:
Adopted Resolution No. 23-5707 amending the Employee
Classification Plan adding new classifications and
respective salary ranges for the Community Development
Supervisor, Parks and Recreation Supervisor, and Parks
and Trees Assistant Worker.
D. ADOPTION OF RESOLUTION NO. 23-5706 APPROVING PAYMENT OF BILLS FOR FISCAL
YEAR 2023-24
The City Council is requested to adopt Resolution No. 23-5706 authorizing the payment of bills for
fiscal year 2023-24.
Action: Adopted Resolution No. 23-5706 authorizing the payment
of bills for fiscal year 2023-24.
Consent Calendar Item 7B was pulled for staff to provide additional clarifying information.
B. ADOPTION OF RESOLUTIONS CALLING FOR THE 2024 GENERAL MUNICIPAL ELECTION,
ESTABLISHING REGULATIONS FOR CANDIDATE STATEMENTS, AND APPROVAL OF
ELECTION RELATED SERVICES
In preparation for the March 5, 2024 General Municipal Election, the City Council is requested to
adopt the proposed resolutions to allow staff to proceed with conducting the election.
City Manager Cook pulled this item so that City Clerk Kuo can provide additional clarifying
information regarding Resolution No. 23-5705 and requested that City Council approve an
amendment to the resolution, to include an option that candidates can pay to have their candidate
statement posted electronically on the County's website, instead of paying to have their candidate
statement printed in the voter information pamphlets.
City Council made comments and asked questions regarding the online posting option.
Mayor Man opened public comment.
Hearing no request to speak, Mayor Man closed public comment.
Mayor Pro Tem Chavez made a motion to:
1. Adopted Resolution No. 23-5703 (Attachment "A") calling the General Municipal Election for
March 5, 2024;
2. Adopt Resolution No. 23-5704 (Attachment "B") requesting Board of Supervisor of the County
of Los Angeles to consolidate City's General Municipal election to be held on the same date
with the Statewide General Election; and
3. Adopt Resolution No. 23-5705 (Attachment "C") establishing regulations for candidates
pertaining to candidate statements submitted to the voters at an election to be held on March
5, 2024, as amended.
Seconded by Councilmember Sternquist and approved by the following votes:

WORKER AND RESPECTIVE SALARY RANGES
The City Council is requested to adopt a resolution amending the Employee Classification Plan to

City Council made comments and asked questions regarding the pay scale for the Parks and
Trees Assistant Worker.
Mayor Pro Tem Chavez made a motion to adopt Resolution No. 23-5707 amending the Employee
Classification Plan adding new classifications and respective salary ranges for the Community
Development Supervisor, Parks and Recreation Supervisor, and Parks and Trees Assistant
Worker. Seconded by Councilmember Vizcarra and approved by the following votes:

11. UPDATE FROM CITY MANAGER — commented on the Centennial Celebration.
12. UPDATE FROM CITY ATTORNEY — Reported on new developments in law impacting cities (i.e.,
initiative put on the ballot by California Business Roundtable which would substantially change certain
aspects of the legislative process for the state but would also hamper local government entities ability
to increase fee and set taxes; City of Whittier an a coalition of 12 other cities is challenging the County
of Los Angeles Superior Court zero bail policy; and cases know as grants pass which is a case
regarding restrictions on camping ordinances on homeless activities). City Attorney Murphy will
provide additional updates regarding these cases in upcoming Council meeting.

A. COUNCILMEMBER STERNQUIST — requested that City Attorney provide information about
Community Assistance, Recovery and Empowerment Court (CARE) at the next meeting. She also
commented on the Centennial Celebration.
B. COUNCILMEMBER VIZCARRA — commented on the Centennial Celebration and shared that he
enjoyed the event.
C. COUNCILMEMBER YU — commented on the Centennial Celebration and stated that it was a
successful event.
D. MAYOR PRO TEM CHAVEZ — remarked on the Centennial Celebration and made comments on
the various activities during the event.
E. MAYOR MAN — commented on the Centennial Celebration and recognized all the groups that
were involved to make the Centennial Celebration successful. He also invited the public to the

next City Council Special meeting on October 12 at 7:00 p.m. in which Las Tunas Drive
Streetscape update would be discussed.
