CALL TO ORDER Mayor Man called the City Council Regular Meeting to order at 7:31 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo, 3. INVOCATION — Pastor Patrick Mesisca 111 from One Hope at First Baptist Church of Temple City provided the invocation. 4. PLEDGE OF ALLEGIANCE — City Manage Cook lead the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION — None mob 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA James Patterson, Pastor at Temple City Seventh Day Adventist Church, announced the Church's upcoming Health Clinic on Sunday, October 29, 10 a.m. Margo Pehlivanos, Temple City resident, complained about the upkeep and maintenance of a construction site in her neighborhood. 7. CONSENT CALENDAR Mayor Pro Tem Chavez made a motion to approve the Consent Calendar Items. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember — None ABSENT: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the Regular City Council Meeting of October 3, 2023. Action: Approved the Minutes of the City Council Meeting. B. VISA CARD REPORT The City Council is requested to review, receive and file the Visa Card Report. Action: Received and filed the Visa Card Report. UNFINISHED BUSINESS — None 10. NEW BUSINESS — None NO. 23-5708 APPROVING PAYMENT OF BILLS FOR FISCAL adopt Resolution No. 23-5708 authorizing the payment of bills for Adopted Resolution No. 23-5708 authorizing the payment of bills for fiscal year 2023-24. 11. UPDATE FROM CITY MANAGER — shared that the Sheriff Deputies participated in an active shooter exercise in the City, commented on Coffee with the Cop event and thanked McDonald's for hosting the event, and shared that he and Temple Sheriff Station Captain Meza met with the Rabbi for Temple Beth David to address the overall safety of the Jewish synagogues and facilities in the community. 12. UPDATE FROM CITY ATTORNEY — reported on two assembly bills signed by the Governor: Assembly Bill 965, intended to speed up the deployment of small cell wireless. This bill would allow batches of up to 50 small cell antenna applications within the right-of-way in a single jurisdiction. He also reported on Assembly Bill 1033, which would allow Accessory Dwelling Units (ADU) to be sold separately from the main residence if the jurisdiction allows it. Staff will bring forth an Ordinance relating to ADU for Council discussion at an upcoming meeting. 13. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. FACILITIES, PUBLIC WORKS, AND INFRASTRUCTURE STANDING COMMITTEE (Councilmember Yu and Mayor Man) — Formed 4/4/2017 No report. D. PRIMROSE PARK ART ELEMENT AD HOC COMMITTEE (Councilmember Vizcarra and Councilmember Yu) — Formed 5/19/20 No report. E. PLAYGROUND RENOVATION AD HOC COMMITTEE (Councilmember Sternquist and Mayor Man) — Formed 7/11/23 Mayor Man disband the Playground Renovation Ad Hoc Committee. 14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER STERNQUIST — commented about the public speaker's concern regarding construction site debris, asked about the development of the former dairy site on Las Tunas Drive, and talked about displaying seasonal street banners along Las Tunas Drive. B. COUNCILMEMBER VIZCARRA — None C. COUNCILMEMBER YU — None D. MAYOR PRO TEM CHAVEZ — invited the public to the last Neighborhood Watch meeting of the year this Thursday, 5:30 p.m., at the Cleminson Elementary School, and commented on construction site maintenance. E. MAYOR MAN — invited the public to the Law Enforcement Monthly meeting on October 25, 7 a.m., in the City Hall Community Room; the Chamber of Commerce networking event tomorrow at the Women's Club, 5:30 p.m.; the fundraiser for Sheriff Deputy Ryan Clinkunbroomer at the Temple City Park on October 26, at 11 a.m.; and remarked that the City Council takes the heightened threats and risks surrounding our neighbors and our constituents in the Jewish Community very seriously. He reiterated that the city does not support anti-Semitism and racism. 15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None 16.
