SUBJECT: REINSTATEMENT OF THE PUBLIC SAFETY COMMISSION
SUMMARY
The City Council is requested to consider the reinstatement of the Public Safety
Commission.
BACKGROUND
1. On. July 6, 1994, the City Council adopted Ordinance No. 94-763, creating a
Public Safety Commission for the City of Temple City.
2. In October 1997, the Public Safety Commission held their last agendized
meeting. The Public Safety Commission was never disbanded by the City
Council, but has remained dormant since their last meeting in October 1997.
3. On May 18, 2010, staff discussed the reinstatement of the Public Safety
Commission with the City Attorney. Staff also discussed a proposal to amend
the duties and the number of regular meetings of the Public Safety Commission.
4. On June 1, 2010, the City Council discussed the: 1) reinstatement of the Public
Safety Commission; and 2) amendment to the duties of the Public Safety
Commission. The City Council voted to discuss the reinstatement of the Public
Safety Commission on or after the June 29, 2010 Special City Council Meeting
and approved on first reading Proposed Ordinance No. 10-934, amending the
duties of the Public Safety Commission.
5. On June 15, 2010, the City Council read for the second time and adopted
Ordinance No. 10-934, amending the duties of the Public Safety Commission
and Ordinance No. 10-935, amending the overnight parking restrictions.
Ordinance No. 10-934 amended the duties of the Public Safety Commission to
allow the Commission to review requests for hearings for the Parking and
Administrative Citation (e.g., animal control violations and others as designated
by the City Manager) programs (i.e., currently handled by the City Clerk).
Ordinance No. 10-935 amended the overnight parking restrictions and included
the Public Safety Commission as the appellate body for overnight parking permit
appeals. Also during the June 15, 2010 City Council meeting, Bob Pitts, a

resident and previous member of the Public Safety Commission, provided
background information regarding the duties and suspension/dissolution of the
Commission, Mr. Pitts was the Chairman of the Public Safety Commission in
October 1996 and stated that City Manager Hugh Riley advised him that the
Commission was suspended/dissolved due to liability concerns.
6. On August 3, 2010, the City Council approved an agreement with LECMgt to
develop an emergency preparedness plan and provide training to the City
Council and staff.
Staff is recommending that the City Council reinstate the Public Safety Commission, so
that the Public Safety Commission can assist the City Council in reviewing and
addressing various public and traffic safety concerns of the community. The duties of
the Commission include the development and implementation of emergency services
programs and the Commission can work with LECMgt and staff in developing and
implernenting the emergency preparedness program and training.
The Public Safety Commission would also be instrumental in assisting with the
development, review and implementation of the upcoming Citywide Traffic Calming
Study and Master Plan and the comprehensive Downtown Parking Study. The Public
Safety Commission would review resident's requests for traffic control and/or calming
devices and make recommendations to the City Council utilizing the guidelines in the
Citywide Traffic Calming Study and Master Plan.
If the City Council reinstates the Public Safety Commission, staff is proposing that the
Commission meet two (2) times per month to accommodate the large number of parking
citation hearings being requested. The regular meetings of the Commission shall be as
provided for by resolution of the Public Safety Commission and approved by the City
Council. Staff is requesting that the City Council recommend potential days for
meetings (e.g., 2"d and 4th Wednesdays, 151 and 3rd Thursdays).
FISCAL IMPACT
This agenda item has an impact on this year's fiscal 2010 — 2011 budget and a budget
amendment is necessary. The Public Safety Commission is comprised of volunteers,
therefore, funds are not required for compensation for the Commissioners. Staff,
however, must attend the meetings to record the minutes and actions of the meetings.
Overtime for staff to attend the meetings was not included in this year's fiscal budget
and staff is requesting a budget amendment in the amount not to exceed $1,700 for
Fiscal Year (FY) 2010 — 2011.
Approximately $1,200 (which has been prorated for this Fiscal Year) is for overtime for
staff to attend the meetings and the balance of $500 is for any incidental costs for the
Commissioners. The City Attorney and City Traffic Engineer will provide training to the

Public Safety Commission. Listed below is a breakdown of the cost for staff to attend
the Public Safety Commission meetings:

RECOMMENDATION
Staff recommends that City Council:
(1) Reinstate the Public Safety Commission;
(2) Approve the budget amendment; and
Provide direction for recruitment and interviews of potential candidates.
