SUBJECT: CONSIDERATION OF FINAL DESIGN FOR WALTER P. TEMPLE BUST
AND MONUMENT SIGN AT TEMPLE CITY PARK
SUMMARY
The City Council is requested to review three re -design options for the monument sign
at Temple City Park and select one of the revised designs. These designs incorporate
the bronze bust of Walter P. Temple into the monument sign which will be located at the
southeast corner of Temple City Park.
BACKGROUND
1. On July 20, 2010, the City Council reviewed several options from Hirsch and
Associates (HAI) and Robert Hepler for design of a monument sign that would
incorporate the bust of Walter P. Temple into the sign which is to be located at
the southeast corner of the park. The City Council selected design Option "B" by
HAI and requested that the architect provide additional options based on
discussions at the meeting.
2. On August 3, 2010, HAI provided staff with three alternatives for design Option
"B", incorporating the changes suggested by the City Council. Attached to this
staff report are copies of the original Option "B" approved by the Council, as well
as the three alternatives submitted by HAI (designated Option B-1, B-2, and B-3).
Copies of the three revised designs were provided to Robert Hepler.
3. On August 17, 2010, Mr. Hepler provided staff with additional recommendations.
Both the architect and staff reviewed Mr. Hepler's recommendations. Staff has
two concerns in regards to his recommendations. First, Mr. Hepler recommends
the bust of Walter P. Temple be placed on a freestanding pedestal. Staff
recommends the bust be incorporated into the monument sign as shown in HAI's
designs and not placed on a freestanding pedestal in front of the sign. This is
consistent with the original direction from the City Council. Second, Mr. Hepler
suggests the donor and dedication plaques for the Walter P. Temple bust be
located on the end columns of the monument sign. Staff recommends the donor
and dedication plaques be located as close to the bust as possible. Installing
them on the end columns could cause confusion as to what donors had
contributed to and what was being dedicated.

Attached to this staff report are renderings of the redesigns of Option B provided by
HAI. For simplicity sake, they are identified as Option B-1, B-2, and B-3. Also attached
are the recommendations from Robert Hepler.
The City Council is requested to:
1. Review the redesigns of the monument sign for Temple City Park provided by
HAI and select one option for the final design; or
2. Direct HAI to incorporate some, or all, of Mr. Hepler's recommendations into a
final design.
Once the design is finalized, the architect will complete the conceptual layout and begin
construction documents. Staff expects to solicit construction bids in November with
construction beginning in January 2011.
For general information, staff has attached a copy of the proposed designs for the Live
Oak Park monument sign as well as photographs of the City's monument signs located
at the Chamber of Commerce and the various parking districts. The original intent of
this project was to construct monument signs at the City's two parks that were similar to
those constructed at other City locations.
FISCAL IMPACT
The Fiscal Year (FY) 2009-10 Capital Improvement Project (CIP) program included
$30,000 in Park Acquisition funds for renovations to the circular planter at Live Oak
Park, including a new monument sign. An additional $10,000 was appropriated in the
FY 2010-11 CIP budget. Architectural fees (for design, bidding and construction
administration) are estimated at $13,320 leaving a balance of $26,680 available for
construction of both the Live Oak Park and Temple City Park monument signs and
planter renovations. At this time, the architect's preliminary cost estimate for the Live
Oak Park sign and planter renovations is $8,500; the estimate for Temple City Park is
approximately $17,300 for a total of $25,800.
RECOMMENDATION
Select final design for monument sign at Temple City Park.
