CALL TO ORDER Vice Chairman Chavez called the Community Redevelopment Agency Regular Meeting to order at 8:55 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Member -Blum, Sternquist, Yu, Chavez ABSENT: Member-Vizcarra ALSO PRESENT: Executive Director Pulido, Agency Counsel Vail, Assistant Executive Director Lambert, Agency Secretary Flandrick Vice Chairman Chavez moved to excuse Chairman Vizcarra for cause, seconded by Mr. Yu and unanimously carried. 3. CONSENT CALENDAR Mr. Yu moved to approve the Consent Calendar, seconded by Mr. Blum and unanimously carried by the following roll call vote: AYES: Member -Blum, Sternquist, Yu, Chavez NOES: Member -None ABSENT: Member-Vizcarra ABSTAIN: Member -None A. APPROVAL OF MINUTES Approved the Minutes of the Regular Meeting of September 21, 2010, as presented. B. ADOPTION OF RESOLUTION NO. CRA 10-1005 — APPROVAL OF PAYMENT OF BILLS Adopted Resolution No. CRA 10-1005, a RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TEMPLE CITY Agency Minutes October 5, 2010 Page 2 ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $140,850.84 DEMAND NOS. 3781 THROUGH 3784. 4. UNFINISHED BUSINESS A. SELECTION OF FIVE HOUSEHOLDS TO PARTICIPATE IN THE "BRUSH WITH KINDNESS" HOUSING REHABILITATION PROGRAM Assistant Executive Director Lambert stated, on July 6, 2010, the Temple City Community Redevelopment Agency (TCCRA) approved the project agreement between Habitat for Humanity and the TCCRA to create and fund the Temple City Brush with Kindness program. At this time, Habitat for Humanity has selected five households to participate in the Brush with Kindness housing rehabilitation program. Twelve applicants were interviewed by the Habitat for Humanity selection committee and five applicants were tentatively chosen for participation with an additional three households pre -approved. As stated in the project agreement, all households were owner occupied with a household income less than 80% of the Area Median Income as published by the Department of Housing and Urban Development (HUD). Habitat and City staff reviewed the applications to ensure compliance with this requirement. In addition, the selection committee narrowed their choices based on the greatest need and a willingness to partner with Habitat throughout the project. $50,000 of TCCRA Low/Moderate Housing funds have been budgeted for this program for Fiscal Year 2010-2011. The TCCRA will provide grant funds not to exceed $10,000 per household. Damien Allen, representing Habitat for Humanity, provided information regarding the selection process, stating this program opportunity was available to all Temple City residents and open for 30 days. Twelve families applied and eight were found to quality. The five selected were ranked most needy by the selection committee and budgets will be submitted for these five households. Because there were other families that qualified, it may be possible to use leftover funds or future partnerships to help those families as well. Responding to Agency Members' questions, Mr. Allen further explained the selection process, stating the committee ensured that the applicants fit the basic requirements of residency and financials, and that the homes were owner occupied and fully insured. The committee interviewed each family and inspected the home to determine the scope of the project. The selection committee is Agency Minutes October 5, 2010 Page 3 comprised of two Habitat board members and the rest are volunteers from the San Gabriel Valley community. They conduct a fair evaluation process in researching the families and making sure they are a good fit for the program. The remaining three families do qualify and it may be possible to use any leftover funds for their participation. Councilmember Sternquist thanked Mr. Allen and Assistant Executive Director Lambert for their hard work in getting the program to this point. She was thrilled to finally have this program come to be. Mr. Blum moved to approve the five households tentatively chosen to receive Brush with Kindness Housing rehabilitation grants and to authorize the Executive Director (City Manager) to issue the five grants, seconded by Mrs. Sternquist and unanimously carried by the following roll call vote: AYES: NOES: ABSENT: ABSTAIN: Member -Blum, Sternquist, Yu, Chavez Member -None Member-Vizcarra Member -None 5.
