SPECIAL MEETING MINUTES
OCTOBER 20, 2010
. CALL TO ORDER
Mayor Pro Tem Chavez called the City Council Special Meeting to order at 8:21
a.m. in the City Hall Community Room, 9701 Las Tunas Drive, Temple City.

Councilmember Blum moved to excuse Mayor Vizcarra for cause, seconded by
Councilmember Sternquist and unanimously carried.
2. INTRODUCTIONS
Mayor Pro Tem Chavez introduced the City Council and City Staff. Supervisor
Antonovich and County Staff Members introduced themselves.
Items on the agenda were presented by individual Councilmembers and the City
Manager with the aid of a power point presentation. Questions were responded
to and direction was given as needed.
3. AGENDA ITEMS.
A. Temple City Library: Need for a significantly larger Los Angeles County
Library in Temple City.

Councilmember Yu presented this item for consideration of expansion and/or
renovation, possibly as part of a master plan for the entire Civic Center
complex.
Chief Deputy Hungerford, County Library, estimated a library consultant at a
cost of approximately $10,000 would be required for a full assessment of a
proposed project, as a first step. The study would take about 3-4 months and
include several community meetings.
B. Temple City and Los Angeles County Maintenance Yard Consolidation:
Potential consolidation of City Maintenance Yard and County Public Works
Yard to free up land for recreational opportunities as part of the upcoming
Eaton Wash Corridor Project being prepared by the Arroyos & Foothills
Conservancy.
Councilmember Blum presented this item, showing the potential to increase
parkland in the City with current opportunities including the consolidation of
City and County maintenance yards, and the Eaton Wash Corridor Project,
which is in its early planning stages. He felt the City could obtain
approximately five acres through this project by covering the wash and
combining both areas. Two workshops were held to obtain community input
prior to preparing a draft plan which will be presented in November 2010.
David Pilker, Head of City Services, will seek further information. Supervisor
Antonovich noted that the County has covered flood control channels in other
cities in the past for similar uses.
C. Temple City Community Redevelopment Agency Time Extension and/or
Project Area Expansion: Los Angeles County cooperation with Temple City
Community Redevelopment Agency's Rosemead Boulevard project area time
extension and/or project area expansion process.
City Manager Pulido provided background information on the redevelopment
project area which was established in the 1970's and is due to expire in 2015.
The Temple City Community Redevelopment Agency will explore options of a
time extension and/or an expansion of the project area. This process will take
1-1'/z years and the City hopes to work with the Supervisor's office in an effort
to improve the City's business corridor.
Senior Deputy Paul Novak stated there is a special County division that looks
at redevelopment issues and will partner with the City in assessing
prospective redevelopment areas.
D. Funding For Cities to Clean up Storm water: Need to develop funding
using AB 2554 authorization which was just signed into law.

Supervisor Antonovich stated he had opposed AB 2554 as he felt this is a
problem the federal government should be paying for. Assembly bill 2554
authorized the Los Angeles County Flood Control District to impose a fee or
charge in the County's unincorporated areas to pay for the costs of the
District.
Councilmember Blum stated the problem of lack of water and the State's
diminishing sources is significant. The passage of this Bill may be an
opportunity to obtain the funding necessary to help us address this issue.
E. Rosemead Boulevard Street and Pedestrian Improvements: Coordination
between City and County on City's upcoming major Rosemead Boulevard
street and pedestrian improvements project.
Councilmember Yu stated, since the time the City acquired a portion of
Rosemead Boulevard, it has initiated an improvement project and is currently
in the process of obtaining architectural design services, construction to begin
in July 2011. As the City's portion borders on the County's portion of the
Boulevard, the City would like to partner with the County to coordinate traffic
and safety improvements.
In particular, at the northern boundary, there is a dangerous five -legged
intersection at Rosemead Boulevard, Callita Street and Sultana Avenue that
needs work from the County side to make it safer for pedestrians. The north
approach of Sultana Avenue to this intersection is within the unincorporated
area. Supervisor Antonovich stated the County would work with the City on
how best to mitigate this intersection.
Councilmember Yu also pointed out an area on the southern border on
Rosemead Boulevard near the railroad tracks and adjacent to multi -family
residential that needs the County's help with clean-up. Senior Deputy Paul
Novak stated he would see that the County's Code Enforcement division
would be out to this site this week.
Additionally, the City is requesting the County's assistance with a code
enforcement issue at the southwest corner of Emperor and Rosemead
Boulevard, with the possibility of converting this property into a pocket park or
affordable housing.
F. Temple City Famer's Market: Authorization for Temple City to use Los
Angeles County library parking lot for a Sunday Farmers Market.
Mayor Pro Tem Chavez stated the Council has been discussing the possibility
of a Farmer's Market and would like to explore the possibility of using the
County Library's parking lot on Sundays when the Library is closed.

Chief Deputy Hungerford stated the County would work with the City in
obtaining permit approval. There is an established fee of $200 per instance.
Councilmember Yu showed views indicating the consolidation of the whole
civic center complex which would improve this side of the City.
G. Medical Marijuana Ordinance: Los Angeles Medical Marijuana Ordinance
is inconsistent with Temple City's regulations.
Mayor Pro Tem Chavez stated the City has taken a more restrictive view
most recently in opposing an undesirable proposed marijuana dispensary in
the unincorporated area close to the City boundary. The City is requesting
that the County's Medical Marijuana Ordinance be consistent with the City's
Ordinance.
Senior Deputy Paul Novak stated in early June, the County amended its
Zoning Code to require a Conditional Use Permit (CUP) for marijuana
dispensaries. Almost all of the Cities have banned these facilities and this
issue will go back to the Board of Supervisors on the 23rd. The actual
amendment will take effect December 31.
H. Senior Meals Program: Possible cooperative program between City and
County to establish a nutritional enhancement senior meals program in
Temple City.
Mayor Pro Tem Chavez stated the City would like to explore a cooperative
program with the County to initiate a senior meals program at Live Oak Park
in Temple City.
Brenda Sapp-Pradia, Human Services Administrator — Area Agency on Aging,
provided information and point of contact for these services through the San
Gabriel Valley YWCA and said the County would be willing to work with the
City and the YWCA to prepare a coordinated plan and provide information
regarding a contract and the necessary permits, etc.
1. Temple City Emergency Preparedness Plan: Coordination between City
and County on the preparation of a new Temple City Emergency
Preparedness Plan.
Councilmember Blum stated the City's Emergency Preparedness Plan was
last looked at 16 years ago. We now have a consultant to develop a new
plan and provide training, but the City needs to coordinate the plan with the
County and requests clarification regarding the County's prioritization during a
major emergency. There is a concern if the City would lose County services if
they were pulled elsewhere.

Assistant Administrator Keith Harrison, Office of Emergency Services, said
his office would be willing to work with the City to coordinate planning with the
County and State. During a major emergency, resources would be reviewed
and priorities set. The County would act as coordinator of State and County
services, with the possibility of having to rely on more outside resources.
J. Los Angeles County Sewer Improvements: Any planned County sewer
improvements adjacent to or affecting Temple City?
Councilmember Blum asked, as the City is surrounded by unincorporated
areas, if there are any sewer improvements planned or contracts awarded
that would affect Temple City.
David Pilker, Head of City Services, said the County is currently televising
about 40% of its sewer system to identify lining and structural repairs for
ongoing maintenance. The Public Works Division coordinates notifying
affected cities of any road/sewer/water projects to share that information.
4. PUBLIC COMMENTS
Temple city residents Ken Knollenberq, Franklin Ruedel and Carolina spoke of
senior meal program, storm water drainage, code enforcement issues, historical
building status, and emergency preparedness.
5. ADJOURNMENT
