SUBJECT: CONSIDERATION OF PROPOSED RESOLUTION NO. 10-4713
APPOINTING COUNCILMEMBER CYNTHIA STERNQU1ST AS TEMPLE
CITY'S REPRESENTATIVE ON THE BOARD OF TRUSTEES OF THE
SAN GABRIEL VALLEY MOSQUITO AND VECTOR CONTROL
DISTRICT
RECOMMENDATION:
The City Council is requested to adopt proposed Resolution No. 10-4713 appointing
Councilmember Cynthia Sternquist as the City's representative on the San Gabriel
Valley Mosquito & Vector Control District Board of Trustees for a term of office ending
on December 31, 2012.
BACKGROUND:
The City of Temple City is one of 24 member agencies that comprise the San Gabriel
Valley Mosquito and Vector Control District. The District provides mosquito and harmful
disease vector control services for its member agencies. As part of its membership in the
District, Temple City controls one seat on the District's Board of Trustees.
ANALYSIS:
The District has requested that the City Council appoint a qualified individual to the
Board of Trustees prior to its January 8, 2011 meeting. Ken Gillanders is the current
delegate and was appointed to serve in this position when he was seated on the City
Council. His term ends on December 31, 2010.
Councilmember Sternquist has indicated that she would be willing to serve on the
Board at the time of the next appointment.

CONCLUSION:
The City Council is requested to adopt a resolution approving the appointment of
Councilmember Sternquist as the City's representative on the San Gabriel Valley
Mosquito and Vector Control District for a two-year term of office ending December 31,
2012.
FISCAL IMPACT
This item does not have an impact on the Fiscal Year (FY) 2010-11 City Budget.

The term of office for Kenneth Gillanders, the representative from the City of Temple City to
the Board of Trustees for the San Gabriel Valley Mosquito and Vector Control District ends
on December 31, 2010. The Board of Trustees respectfully requests that the City Council
appoint a representative to the Board of Trustees prior to its January 8, 2011 meeting.
Your City Council may choose someone other than a Councilmember so long as that
individual is a voter in that city and a resident of that portion of the city that is within the
District.
Per the California Health and Safety Code Section 2024 (a) the term of office for a member of
the board of trustees shall be for a term of two or four years, at the discretion of the
appointing authority.
Please notify this District of the City Council's action by forwarding a copy of documentation
certifying the City Council's action.
It is the policy of this Board of Trustees to notify each appointing authority of the District's
Nepotism Policy which prohibits the appointment of a person to a position if that person is a
member of the immediate family of a current Trustee or any current employee. Immediate
family is defined in the policy as a "spouse, stepfather, sister-in-law, brother-in-law, daughter-
in-law and stepson." A list of employee names will be submitted upon request. Although
your City Council may appoint any qualified person irrespective of the policy, the Board
requests you consider it in making your decision.

RESOLUTION NO. 10-4713
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPOINTING COUNCILMEMBER CYNTHIA
STERNQUIST AS TEMPLE CITY'S REPRESENTATIVE ON
THE BOARD OF TRUSTEES OF THE SAN GABRIEL VALLEY
MOSQUITO AND VECTOR CONTROL DISTRICT FOR A TER M
OF OFFICE ENDING ON DECEMBER 31, 2012
WHEREAS, the City Council may appoint any qualified elector of the City of Temple City
as the City's representative on the Board of Trustees; and
WHEREAS, Councilmember Sternquist has served the City on the City Council since
June 2009; and
WHEREAS, Councilmember Sternquist has expressed her desire to be appointed to the
District Board.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOLVE:
SECTION 1. The City Council does hereby appoint Councilmember Cynthia Sternquist as
its representative on the Board of Trustees for the District for a period ending December 31,
2012; and
SECTION 2. Such appointment is made upon adoption of this Resolution by the City
Council taking such action.
