HomeMy Public PortalAbout08-10-23 AgendaAUGUST 10, 2023 The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret preceding the Regular Meeting August 24, 2023 was held Thursday, August 10, 2023, at approximately 6:00 p.m. remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent was Councilmember Demris DiMascio. NOTED ABSENT The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE The 2023 Annual Notice was emailed to The Home News Tribune, STATEMENT OF The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS&C, by Councilmembers Krum and Naples and unanimous APPROVAL OF affirmative vote of the five (5) Councilmembers present, the minutes MINUTES of July 27, 2023 were approved as transcribed and engrossed by the Clerk. AUGUST 10, 2023 (continued) ORDINANCE #23-15 The Municipal Clerk stated that Ordinance #23-15 was introduced and AMENDING #71-9 adopted on First Reading on May 11, 2023. It was duly published in SALARY ORDINANCE the Home News Tribune on July 31, 2023 with notice that it will be considered for final passage after Public Hearing to be held on August 10, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS&C, by Councilmembers Kruun and Naples and unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said this is a salary ordinance for the PBA and others. Approximately 6:02 p.m. Councilmember DiMascio was noted NOTED PRESENT present. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Krum and Diaz and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Krum and Diaz ORDINANCE #23-15 "AN ORDINANCE TO AMEND ORDINANCE #71-9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. AUGUST 10, 2023 (continued) APPROVED AND ADOPTED: AUGUST 10, 2023 INTRODUCED: MAY 11 2023 Advertised as Adopted on First Reading with notice of Public Hearing: DULY 31, 2023 Hearing Held: AUGUST 10, 2023 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: AUGUST 17, 2023_ The Municipal Clerk stated that Ordinance #23-22 was introduced and adopted on First Reading on July 27, 2023. It was duly published in the Home News Tribune on August 1, 2023 with notice that it will be considered for final passage after Public Hearing to be held on August 10, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Krum and Bellino and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. There being no commients or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Bellino and Naples and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Bellino and Naples ORDINANCE #23-22 "AN ORDINANCE APPROVING AND AUTHORIZING THE ENTERING INTO, EXECUTION AND DELIVERY OF A LEASE AND AGREEMENT WITH THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY RELATING TO THE ISSUANCE OF COUNTY -GUARANTEED CAPITAL EQUIPMENT AND IMPROVEMENT REVENUE BONDS, SERIES 2023 OF THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY" 3 ORDINANCE 423-22 AUTHORIZING LEASE AGREEMENT WITH MCIA PUBLIC HEARING HEARING CLOSED AUGUST 10, 2023 (continued) ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. APPROVED AND ADOPTED: AUGUST 10, 2023 INTRODUCED: JULY 27 2023 Advertised as Adopted on First Reading with notice of Public Hearing: AUGUST 1, 2023 Hearing Held: AUGUST 10, 2023 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: AUGUST 17, 2023 PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of AGENDA ITEMS Council. Upon MMS&C, by Councilmembers Diaz and Krum and & NEW BUSINESS unanimous affirmative vote of the frill membership present, the meeting was opened for public input on all Resolutions/Agenda items and new business. HEARING CLOSED There being no comments or objections to the Resolrrtions/Agenda items or new business, upon MMS&C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the full memberhip present, the meeting was closed. RESOLUTIONS RESOLUTIONS: 1. #23-192 Professional Services — Mott MacDonald, Re: 2023 Sewer System Operations and Maintenance. 2. #23-193 Professional Services — French & Parrello, Re: Dorothy Street Pump Station Design and Bid Phase Services. 3. #23-194 Authorizing Acceptance of Strategic Plan for Municipal Alliance Grant FY2024. 4. #23-195 Authorizing Acceptance of Application for DMHAS Grant Funding for Municipal Alliance — 9/1/23 — 9/30/25 grant term. 5. #23-196 Professional Services — Integra Realty Resources, Inc., Re: Various Appraisals. 6. #23-197 Property Tax Cancellation & Refund, Re: 100% Disabled Veteran. 4 AUGUST 10, 2023 (continued) Mayor Reiman said he wanted to add a Resolution to the Agenda which would be H-8 for CME Associates. IIe said CME would be submitting an application to the New Jersey Society of Municipal Engineers for the 2023 Project of the Year for improvements to Bishop Willard K. Andrews Park design and construction and asked for a motion, Upon MMS&C, by Councilmembers Diaz and Krum and unanimous AGENDA AMENDED affirmative vote of the Rill membership present, the Agenda was Amended to include Resolution #23-198, "Authorizing Submission of an Application for the 2023 Municipal Engineering Project of the Year Award". Mayor Reiman asked for a motion on the Consent Agenda as CONSENT AGENDA amended. Resolutions #23-192 through #23-198 were introduced by Mayor Reiman and referred to the Council for action. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. 11 AUGUST 10, 2023 (continued) Upon MMS&C, by Councihuenibers Krum and Naples, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reports: 1, Clerk's Office — July 2023 2. Inspection of Buildings — July 2023 Upon MMS&C, by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the Rill membership present, all reports were ordered to be received and placed on file.
