HomeMy Public PortalAbout08-24-23 CouncilAUGUST 24, 2023 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, August 24, 2023 in the Council Chambers of the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councihnember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk via telephone call -in and Robert J. Bergen, Law Director. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum. The 2023 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 6, 2023. Notice was published in The Home News Tribune and The Star Ledger on January 12, 2023. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present, the minutes of August 10, 2023 were approved as transcribed and engrossed by the Clerk. COUNCIL MEETING ROLL CALL PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES AUGUST 24, 2023 (continued) ORDINANCE #23-6 AMENDING ORDINANCE #01-11 PUBLIC HEARING HEARING CLOSED ADOPTED The Municipal Clerk stated that Ordinance #23-6 was introduced and adopted on First Reading on March 2, 2023. It was duly published in the Home News Tribrme on August 15, 2023 with notice that it will be considered for final passage after Public Hearing to be held on August 24, 2023 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Mayor Reiman said this is a specific Ordinance amending the chain of command in the fire prevention bureau in the Fire Department. Upon MMS&C, by Councilmembers Krum and Naples and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present. Upon MMS&C, by Cormcilmembers Diaz and Krum ORDINANCE #23-6 "AN ORDINANCE AMENDING ORDINANCE #01-11" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affrrrnative. REIMAN Advertised as Finally Adopted: SEPTEMBER 5, 2023_ AUGUST24, 2023 (continued) A copy of each Resolution was posted on the Borough's website for public review prior to the meeting in accordance with the Rides of Council. Upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions/Agenda items and new business. JoAnn Simon, 421 Roosevelt Avenue said she lived in Carteret for 53 years. She said there is a serious issue on Roosevelt Avenue between Leick and Industrial Road, she has new neighbors that have two car garages but they park trucks that have out of state license plates on either side of her driveway and she can't get out so she has to call the police department. She said a heck with Ohio plates was parked for seven or eight weeks and moved once in 24 hours. Mayor Reiman asked Police Chief McFadden if the rule was that when someone moves their registration needs to be changed within 30 days unless you are just here working. Chief McFadden said the mayor was correct. Mayor Reiman said they will look into changing parking regulations in the area, painting lines and issuing parking permits. JoAnn Simon said there are garbage bags left behind on the street. Mayor Reiman said he knew of the garbage issue, the Board of Health issued a violation and will go out again. JoAnn Simon said she called New Brunswick Highway Department, they told her they own part of Roosevelt Avenue but that they can't enforce anything it has to be done by the town. Mayor Reiman said the county owns the road, they control the speed but the town sets parking restrictions and time limits and the county would concur. He said the Borough has done that before and we would look into it. JoAnn Simon said so many people who use the New York bus use her side of the street to park and suggested that the Borough needs a "Park and Ride". 3 PUBLIC PORTION RESOLUTIONS/ AGENDA ITEMS & NEW BUSINESS JO ANN SIMON AUGUST 24, 2023 (continued) Mayor Reiman said the Borough has three (3) "Park and Rides", Civic Center Park, VFW parking lot and Terminal Way parking lot, he said it is 35 cents more if they park further up the cost adds up. He said he would look into the Ordinance for 2 hour parking, the Borough can issue violation for garbage bags and said the Borough has been in communication with the property owners. LISA ARTIST Lisa Artist, homeowner in one of the Kaplan buildings asked about the Anchor Program that came out last year and why she doesn't qualify. Mayor Reiman said up until this year homeowners who live in development with PILOT or in affordable housing were prohibited from getting rebates. He said it is a state law and explained. He said he believed it changed but that it is a decision made by the state; he said he would reach out to Speaker Coughlin. PHYLLIS NIX Phyllis Nix, 625 Roosevelt Avenue said people park in her handicapped parking space. Mayor Reiman asked if there was a sticker or permit number on the space and said if not, the police department can't stop someone with handicapped plates from parking in her space. He said if she has a permit number then she needs to call police when someone parks in her space. Phyllis Nix said she did call police and they told her they don't want to tow it. Mayor Reiman said he agreed with police about not towing the vehicle. Phyllis Nix spoke about a person parking in her space who did get towed. She said there are speeding motorcycles in her area and riders hang out and said she felt they may be gangs._ Mayor Reiman said there are motorcycle groups. He said if vehicles are speeding the police department can't chase them once they speed by. Phyllis Nix said she is worried about kids walking to school and felt someone will be killed because cars are speeding up and down the street. 2 AUGUST 24, 2023 (continued) Mayor Reiman said he will address the issue. Nicole Walsh said parents don't walk their kids to school and said cars NICOLE WALSH are speeding by. She said she felt kids should be walking in the crosswalks. Mayor Reiman said he has asked the schools to remind students and parents to walk in crosswalks but he can't make them. Phyllis Nix said she felt we need to reduce the speed limit. PHYLLIS NIX Mayor Reiman said state law is 25 miles per hour. He said he has asked the county to reduce it to 15 or 20 nines per hour but it is set by the state. Ile said he agrees with her and has concerns as well. There being no further continents or objections to the HEARING CLOSED Resolutions/Agenda items or new business, upon MMS&C, Councilmembers Bellino and Krum and unanimous affirmative vote of the full membership present, the meeting was closed. Mayor Reiman asked for a Motion on the Consent Agenda. CONSENT AGENDA Resolutions #23-199 through #23-202 were introduced by Mayor Reiman and referred to the Council for action. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Upon MMS&C, by Councilmembers Diaz and Bellino, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. 9 AUGUST 24, 2023 (continued) Reports: REPORTS 1. Board of Health — July 2023 Upon MMS&C, by Councihmembers Bellino and Krum, and unanimous affirmative vote of the fiill membership present, all reports were ordered to be received and placed on file. Mayor Reiman said he appreciated the residents who came out to share MAYOR REINi 1N their concerns and frustrations and said he agreed with what was said and he would investigate and keep an eye out for garbage cans and speeding cars. He said he will also have the police department investigate speeding vehicles.
