SUBJECT: ADOPTION OF RESOLUTION NO. 11-4729 APPROVING THE
SUBMISSION FOR A GRANT APPLICATION FROM THE STATE
BICYCLE TRANSPORTATION ACCOUNT, NOTICE OF EXEMPTION,
AND ALLOCATION OF 10% OF THE PROJECT COSTS AS MATCHING
FUNDS FOR CLASS II AND III BICYCLE LANES
RECOMMENDATION:
The City Council is requested to adopt Resolution No. 11-4729 for Class II & III Bicycle
Lanes by:
a) Approving the submission of as many as two applications for grant funds from the
State Bicycle Transportation Account which is due March 18, 2011;
b) Approve the Notice of Exemption to be filed with the County of Los Angeles
Recorder; and
c) Prepare for the future allocation of 10% of the total project costs as matching funds
from the FY2011-2012 Annual Budget.
BACKGROUND:
1. On December 15, 2010, the 2011-12 Bicycle Transportation Account (BTA) Call for
Projects was announced. The grant application is due by March 18, 2011.
2. On February 7, 2011, Alta Planning was commissioned under Gruen Associates to
prepare prepare a citywide Bicycle Master Plan to assist the City with the planning
and programming efforts to complete a bicycle network.
3. On February 15, 2011, an online bicycle survey was uploaded to the City's website
and a press release issued notifying of the City's efforts to prepare the master plan
in an effort to gain public participation. The survey will conclude on February 28.

4. A joint Planning and Public Services Commission Meeting will take place on March
9, 2011 to present the survey findings and the proposed master plan for public
participation.
ANALYSIS:
The Bicycle Transportation Account (BTA) is an annual program that provides State
funds (i.e., Caltrans) for city and county projects that improve safety and convenience
for bicycle commuters. To be eligible for BTA funds, the City must prepare and adopt a
Bicycle Transportation Plan (BTP) that complies with Streets and Highways Code
Section 891.2. The BTP must be approved by the local agency's Regional
Transportation Planning Agency, which is Los Angeles County Metro.
To complete the grant application, the City must have an adopted resolution
(Attachment A) authorizing the City Manager or his designee, to execute in the name of
the City of Temple City all necessary applications, contracts, agreements, amendments,
and payment requests hereto for the purposes of securing grant funds and to implement
and carry out the purposes specified in the grant application and approves the use of
10% match funds. The resolution also approves the Notice of Exemption prepared
under the requirements of the California Environmental Quality Act (CEQA) which the
City may approve, certify and file with the Los Angeles County Recorder (Attachment
B).
The City has commissioned the services of Alta Planning to prepare a citywide Bicycle
Transportation Plan. The plan will be completed by mid -March and will be presented to
the City Council for adoption by the March 31, 2011 deadline. Upon adoption by the
Council it will be submitted to Metro for approval. Metro's approval is required to ensure
compliance with the regional transportation plan (RTP). By April 30, 2011, the City is
required to submit the approval letter from Metro to the BTA coordinator for compliance
with the grant requirements.
Caltrans anticipates an appropriation of $7.2 million annually for projects that improve
safety and convenience for bicycle commuters. Based on the 60/40 split of state funds
for Southern and Northern California, it is expected that no more than $4.3 million will
be available to southern California agencies. Funds are allocated to cities and counties
on a matching basis that requires the applicant to furnish a minimum of 10 percent of
the total project cost. For Fiscal Year 2011/2012, no applicant shall receive more than
25 percent, $1.8 million, of the total amount transferred to the BTA in a single fiscal
year. The projected cost estimate will be determined by Avant -Garde based on
calculations and quantities provided under the Gruen Associates contract for Rosemead
Blvd.
Based on discussions with Caltrans, staff intends to submit the Rosemead Boulevard
Safety Enhancement and Beautification Project bicycle lanes as one project application,
and possibly a second application as prioritized in the Bicycle Master Plan. The
Rosemead Boulevard bicycle lanes are proposed as Class II, known as "bike lanes,"

which are separately striped bicycle lanes on the street. Subsequent applications will
likely be prepared and authorization requested to submit for the design and construction
funding of these facilities in a phased approach until all bicycle lanes and facilities as
recommended by the Master Plan are implemented. The Bicycle Master Plan will
include a recommended network of both Class II and Class Ill bikeways. Class Ill
bikeways, known as "bike routes," are not striped and only include signage marking the
routes. Class I bikeways, known as "bike paths," are separate off-street bikeways such
as at the Rio Hondo River Trail.
The proposed total cost of the Rosemead Boulevard bicycle lanes is $766,000, so the
10% match would be $76,600 (i.e., grant request of $689,400). The majority of this cost
is related to curb and median changes to accommodate the bicycle lanes.
The preliminary cost for the entire citywide bicycle master plan is approximated at
$3,400,000 excluding Rosemead Boulevard. This can be done in at least three phases
so the first phase for this year's BTA grant application would be recommended to be
$400,000, so the 10% match would be $40,000 (i.e., grant request of $360,000).
The source of the match funds can be a combination of general funds and non -general
funds, some of which we may already have available such as Measure R and TDA
funds or other funds that are already designated or planned for Rosemead Boulevard.
CONCLUSION:
The City Council is requested to adopt Resolution No. 11-4729 authorizing the City
Manager to apply for this grant funding source, approve the Notice of Exemption, and
commit to the 10% match of the total project cost. Submission of this grant application
helps to leverage the funds already in place for the Rosemead Boulevard project and
seek the additional grant funding opportunities.
FISCAL IMPACT
There is no fiscal impact at this time. The FY2011-12 annual budget will require an
appropriation of the 10% match funding for one or both projects if awarded by Caftans.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPROVING THE SUBMISSION OF A GRANT
APPLICATION TO THE STATE BICYCLE TRANSPORTATION
ACCOUNT, NOTICE OF EXEMPTION, AND ALLOCATION OF
10% OF THE PROJECT COST AS MATCHING FUNDS FOR
ROSEMEAD BOULEVARD AND CITYWIDE CLASS II AND
CLASS III BIKEWAYS
WHEREAS, the streets and Highways Code, Bicycle Transportation Account
provides funds for grants to local agencies for projects that improve safety and
convenience for bicycle commuters; and
WHEREAS, the City of Temple City, has prepared a Bicycle Master Plan
proposing bicycle facilities citywide and intends to update the General Plan to include
the Bicycle Master Plan for future planning and programming of additional bicycle
boulevards, traffic calming measures and other amenities; and
WHEREAS, the City of Temple City intends to adopt this Bicycle Master Plan at
the March 15, 2011 City Council Meeting; and
WHEREAS, the City of Temple City has determined that the class II and III
bicycle lanes proposed citywide meet the Categorical Exemption requirements under
CEQA; and
WHEREAS, the City commits to furnishing a minimum of 10% match of the total
project costs.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Temple City hereby:
Section 1. Approves the filing of an application for the State Bicycle
Transportation Account; and
Section 2. Certifies that the City of Temple City has available sufficient funds
to operate and maintain the project prior to commencement of any
work on the project included in this application; and
Section 3. Approves the Categorical Exemption to be filed with Los Angeles
County pursuant to the requirements of CEQA; and
Section 4. Appoints the City Manager or his designee as agent of the City of
Temple City to conduct all negotiations, execute and submit all
documents, including, but not limited to applications, agreements,
amendments, payment requests, which may be necessary for the
completion of the aforementioned project; and
Section 5. Commits to furnishing a minimum 10% match of the total project
costs.

Construct Class II and Class Ill bikeways by restriping existing roadways on multiple streets —
providing connections to residential neighborhoods, schools,employment centers, and adjacent local
and regional bikeways. The city of Temple City is proposing new bicycle lanes on Rosemead
Boulevard as part of a comprehensive upgrade for safety enhancement and beautification. The
bicycle lanes will be provided within the existing public right of way primarily through re -striping of the
road and minor changes as needed to medians, curbs, gutters, and sidewalks. A Bicycle Master
Plan is expected to be adopted by the City Council prior to March 31, 2011 to comply with the state
Bicycle Transportation Account requirements. This notice of exemption shall also apply to any
proposed bicycle lanes in the Bicycle Master Plan that will meet the CEQA criteria for bicycle lanes
within existing public street right of ways.
