SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS — MEETING OF
FEBRUARY 16, 2011
RECOMMENDATION:
The City Council is requested to receive and file the Parks and Recreation Commission
Actions.
BACKGROUND:
Following is a summary of actions taken at the February 16, 2011 Parks and Recreation
Commission meeting:
1. REQUEST FOR CONSIDERATION OF A FEE WAIVER FOR RESERVED USE
OF THE PERFORMING ARTS PAVILION FOR THE 2011 NATIONAL DAY OF
PRAYER ON MAY 5, 2011 AND FOR PLACEMENT OF A BANNER IN TEMPLE
CITY PARK ANNOUNCING THE NATIONAL DAY OF PRAYER
The Commission approved the request.
2. REQUEST FROM TEMPLE CITY UNIFIED SCHOOL DISTRICT FOR
RESERVED USE OF TEMPLE CITY PARK FOR A HEALTH FAIR ON MAY 7,
2011
The Commission approved the request.
3. REVIEW OF TRANSPORTATION SERVICES AVAILABLE TO TEMPLE CITY
RESIDENTS
The Commission heard suggestions and concerns from Temple City Dial -A -Ride
users. After discussion the Commission is recommending no changes to the
Dial -A -Ride program at this time, other than clarification for minors riding with
City Council

qualified Dial -A -Ride participants. The current wording states: "Minor
dependents (13 years and younger) may accompany a qualified Dial -A -Ride
member as a guest." The new wording will change "dependents" to "relatives".
This issue was brought forth from a Dial -A -Ride member that babysits his
grandson. He was unable to use the Dial -A -Ride service while babysitting
because the grandson is not his dependent.
The Commission also concurred with staffs recommendation to include an
alternate in the Request for Proposals (RFP) for the Dial -A -Ride service, which
will be issued this year, for a fixed route shopper shuttle/trolley service. The
fixed route service would be separate from the Dial -A -Ride program and could
be added at a later date (i.e. upon completion of The Gateway Plaza).
4. CONSIDERATION OF FUNDING AND CONSTRUCTION OF A CITY OWNED
GYMNASIUM
In anticipation of applying for funding through the State's Proposition 84 grant,
the Commission considered the need for, and possible locations for, a City
owned gymnasium. The Commission concurred that a gymnasium would
provide a benefit to the community and recommended, on a 3-1 vote, the
gymnasium, and other amenities, be planned for the City's maintenance yard
and various properties adjacent to the yard. In particular the Commission is
recommending the City explore the possibility of purchasing the Los Angeles
County yard on Encinita Avenue, as well as three commercial properties on La
Rosa Drive, southwest of the City yard.
Additionally, the Commission recommended that the City Council consider
retaining the services of a real estate broker to begin looking for available
properties that meet the criteria for pocket parks as established by the Park and
Open Space Task Force in 2007.
5. CONSIDERATION OF MURAL AT THE LIVE OAK PARK COMMUNITY
CENTER
Vice -Chairman Arrighi requested the Commission recommend to the City
Council that funds be included in the 2011-12 budget to paint a mural on the
exterior of the north and south upper walls of the Live Oak Park Community
Center. The Commission approved the request.
6. EXPANSION OF VETERAN'S DAY CELEBRATION
Commission Miller requested the City consider expanding its Veteran's Day
Celebration to include additional activities and events for veterans. Staff will
work with Commissioner Miller to discuss possible enhancements to the event.

CONCLUSION:
The City Council is requested to review the Parks and Recreation Commission actions
of their meeting of February 16, 2011.

This item does not have an impact on the Fiscal Year (FY) 2010-11 City Budget.
