Savannah Beach, Tybee Island, Ga.
May 13, 1948
The regular meeting of Town Council was held at 4 :OO P.M.
and was attended by Mayor Dutton, who presided and Councilmen Pe-
ters, Young,Hosti,Slotin, Lovell, Brown and Town Attorney Alexander,
Also Mr. Mike Goldberg, Edmund J. Solomon and W. R. Morrison.
Mr. Morrison petitioned for permission to erect a hutment
on his property on 12th St. as a play house for his children, he was
excused.
Mr. Mike Goldberg requested that steps be placed on both
sides of the sea -wall at vantage points at Lovell Station, so that
people could get to and from the beach, he was advised that the
Town would co- operate. He also protested against milk trucks selling
to individuals on the streets, this was referred to the Town Attorney.
Mr. Edmund J. Solomon protested against some contractors
doing business without paying a license, he was asked to give the
names of these parties. Mr. Solomon was excused.
Councilman Young moved that the following ordinance be
adopted, Councilman Peters seconded and the motion passed.
AN ORDINANCE
AMENDING AN ORDINANCE PROVIDING FOR THE RATE OF LICENSES'
FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA, FOR THE FISCAL YEAR ENDING APRIL 30, 1949; AND FOR OTHER
PURPOSES;
Section 1. BE IT ORDAINED by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, Georgia, in council
assembled, and it is hereby ordained by authority of the same that
that certain ordinance entitled UAn Ordinance to provide for the
rate of licenses for doing business in the Town of Savannah Beach,
Tybee Island, Georgia, for the fiscal year ending April 30, 1949 be,
and the same is, hereby amended by the following provisions being
added thereto : -
Any person, firm or corporation doing a floor sanding and
finishing business. $25.00
Any person, firm or corporation manufacturing concrete
blocks or slabs or similar products. $50.00
Any person, firm or corporation selling fish and other
seafood, wholesale and /or retail. $25.00
Section 2. BE IT ORDAINED by the authority aforesaid
that all ordinances and parts of ordinances in conflict herewith
be, and the same are hereby, repealed.
Mayor Dutton stated that the Tybee Beach Co. made appli-
cation to purchase an area on Tilton Street and also pay the Town
$300 for the conveyance. Councilman Young moved that the offer be
accepted and that the following resolution be adopted, Councilman
Lovell seconded and the motion passed.

A RESOLUTION
WHEREAS, Savannah Beach, Tybee Island is the owner of
certain- property, hereinafter described, being parts of Tilton St.,
between Sixth Avenue and Fifth Avenue and between Fifth Avenue and
Fourth Avenue, which portions of Tilton Street are not necessary or
convenient for public use and have never been opened to the publio ?
or used by it;
AND, WHEREAS, Tybee Reach Company is the owner of lots
fronting on said portions of Tilton Street, and desires to acquire
title to said portions of Tilton-Street;
AND, WHEREAS, said Tybee Beach Company has recently, graded
and surfaced portions of Fourth and Fifth Avenues in said Town of
Savannah Beach entirely at the cost of said Tybee Beach Company,
which work is of greet advantage to said municipality and which
work involved the expenditure by the Tybee Beach Company of several
thousand dollars;
BE IT THEREFORE RESOLVED, by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in council assembled, that in return
for said advantages accruing to said municipality by reason of the
opening and surfacing of said streets as aforesaid, as well as in
consideration of the sum of Three Hundred Dollars ($300.00), said
municipality convey to said Tybee Beach Company the following de-
scribed property, to -wit : -
ALL that certain lot, tract or parcel of land, situate,
lying and being in the Town of Savannah Beach, Tybee Island, Chat-
ham County, Georgia, more particularly described, as follows: Be-
ginning at the Southwg st corner of Lot 246, Ward 1; running thence
Eastwardly along the Southern line of Lots 246 and 245, 220 feet to
the Western line of Fifth Avenue; running thence Southwardly along
the Western line of Fifth Avenue 60 feet, more or less, to the North-
east corner of Lot:220; running thence Westwardly along the northern
line of lots 220 and 221, 220 feet to the Eastern line of Sixth Ave.;
running thence Northwardly along the Eastern line of Sixth Avenue
6o feet, more or less, to the point of beginning.
ALSO ALL that certain lot, tract or parcel of land, sit-
uate, lying and being in the Town of Savannah Beach, Tybee Island,
Chatham County, Georgia, more particularly described, as follows:
Beginning at a point on the Eastern line of Fifth Avenue where said
avenue intersects the Cetral of Georgia Right of Way; running thence
Eastwardly along the Southern line of Central of a'Georgia Right of
Way to the Western line of Fourth Avenue; running thence southwardly
along the Western line of Fourth Avenue to the Northeast corner of
Lot 165, Ward 1; running thence Westwardly along the Northern line
of Lots 165 and 166, 220 feet to the Eastern line of fifth Avenue-;
running thence Northwardly along the Eastern line of Fifth Avenue
to the Central of Georgia Right of Way and point of beginning.
BE IT FURTHER RESOLVED, by the authority aforesaid, that
the Mayor-be, and he is hereby, authorized and directed to execute
a deed conveying title to said property in fee simple to said Ty-
bee Beach Company and that the Clerk of Council be, and he is here-
by, authorized and directed to attest. the same and to affix the
corporate seal of said municipality thereto.

Councilman peters moved that the following ordinance be
adopted, Councilman young seconded and the motion passed.
AN ORDINANCE'
TO PROHIBIT THE PLAYING OF BALL GAMES ON THE PUBLIC STREETS
IN THE TOWN OF SAVANNAH BEACH; TO PROVIDE A PENALTY FOR VIOLATION
OF THIS ORDINANCE; AND FOR OTHER PURPOSES:
BE IT ORDAINED by authority of the Mayor and Councilmen
of Savannah Beach, Tybee Island, and it is hereby ordained by au-
thority of the same, as follows :-
Section 1., That it shall be unlawful for any person to
engage in the playing of any ball game, including the throwing and
catching, kicking and hitting any ball, and including the game known
as half - _rubber, on any street within the limits of the Town of Sav-
annah Beach, including the public parking areas of said town, at any
time.
Section 2. That any person violating the provisions of
this Ordinance shall, upon_conviction thereof in the police court
of said town of Savannah Beach, be subject to a fine not to exceed
$100.00, or lobor on the public works of said town not to exceed
30 days, or both.
Section 3. That all Ordinances and parts of Ordinances
in conflict herewith be, and the same are hereby, repealed.
The Mayor asked Councilman Young if payroll expenditures
for the Sewerage Dept. could be reduced, he stated that they could
not.
In connection with the request of W. R Morrison to erect
a hutment on his property, Councilman Slotin moved that it be grant-
ed but as there was no second the motion died.
It was decided by Council that the steps should be erect-
ed on both sides of the sea -wall from First to Second Streets at
once.
Councilman Slotin requested that the various departments
not spend any money unless necessary, he stated that the Police car
had been repaired and was now in good working condition, that he
had ordered a new truck with Scow body, the total cost to be $2590.
This was purchased from the Hester Motor Service. Councilman Young
moved that the action of Councilman Slotin be approved, Councilman
peters seconded and the motion passed.
Councilman Slotin stated that Mr. 0. F. Fulmer had offer-
ed to give the surplus sand to the Town in front of his property
if the Town would move it, referred to Mayor Dutton.
Councilman Peters moved that the regular meetings of
Council be held on the second Thursday/of each month and at 8;00
P.M., effective at the June meeting, Councilman Lovell seconded
and the motion passed.

Councilman lotin moved that bills for the month of April
amounting to $3015.27 be paid, Councilman peters seconded and the
motion passed.

C"ouncilmar4 moved that the following resolution be adopted,
Councilman Young seconded and the motion passed.
A RESOLUTION
WHEREAS, due to unavoidable circumstances bills for the
payment of property taxes due to the Town of Savannah Beach were
not mailed, as is customary on or before Mayl, 1948, and therefore,
taxpayers do not have sufficient_,time to pay said bills, after the
receipt thereof, before May 15, which is the date on whioh the dis-
count on such bills expires;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in council assembled, that any person
paying pro erty /taxes to said Town .of Savannah Beach on or before!
May 31, 1945 shall be entitled to a discount of 10 %, as provided in
the ordinances levying such taxes for the year 1948 -1949.
Councilman Lovell stated that it was impossible to sink
the round piling :for the groin at First. Street due to so many rocks,
etc., below the surface of the beach, he also stated that more rip -
rap could be used in this section and that there was a group of this
material on a lot at Ninth Street and Second Avenue that should be
gotten if possible.
Councilman Siotin stated that he had talked to Mr. W. J.
Lynch relative to 15th Street as it does not look right, he was in-
formed that this street was not in the group to be paved.
Councilman Lovell stated that Mr. Lynch had surveyed his
property and had put up a post at Butler Avenue and First Street
right on the corner and asked who would be liable if an accident
should occur, referred to the Town Attorney.
Councilman Brown stated that the residue of the building
torn down by Mr. Mike Goldberg at Lovell Station should be moved,
he also noticed that trash was spread all over the Island.
Councilman Hosti called attention to a mud hole on Fourth
Avenue on the property of Mrs. Louise Jones, he also stated that
Mr. Lynch had suggested that where Fourth and Fifth Streets extend
into Butler Avenue, that the plat at these intersections should be
out through.
Application was presented by Mr. J. A. Benet for permission
to erect a small sign at Inlet and Butler Avenues, permission having
been granted him by the owner of the property/to do this, Councilman
Young moved that permission be granted, Councilman Lovell seconded.
At voting, peters, Brown, Hosti and Slotin voted "No ", Lovell and
Young voted "Yes," the motion lost.
Town Attorney Alexander stated that Mr. Samuel Varnedoe
had contacted him with regard to a sewer line running through Mr.
Varnedoe's property from Chatham Avenue through to Inlet Avenue and
which Mr. Varnedoe agreed could remain provided the Town would
give him an agreement that it would be moved upon reasonable notice

and also that the Town would re- imburse Mr. Varnedoe for building
an additional foundation to support the building erected over it.
Councilman Biotin moved that the Division of Mr. L. W.
Hodges on HorsepenHammock, a map of which was presented, be approv-
ed, Councilman Hosti seconded and the motion passed.
The Savannah Beach Volunteer Fire Dept. requested that
the amount that the Town received for storm damage, 03.83 for the
old Fire Station in Fort Screven be turned over to them, Councilman
Slotin moved that this be done, Councilman young seconded and the
motion passed.
A letter Vas read from the Lutheran Church thanking the
Town for permission to hold services at the Town Hall during the
summer months.
There being no further business, Council adjourned sub.

Savannah Beach, Tybee Island, Ga.
June 17, 1948
The regular meeting of Town Council was held today at
8 :00 P.M. in the Council room at the Town Hall and was attended by
Mayor Dutton, who presided, Councilmen young, Hosti, Brown, Lovell,
Slotin, Town Attorney Alexander, also Mrs. Cleo Howard and Mrs. C.H.
Walsh, William J. Lynch and Aaron Kravitch, also Taylor Smith and
a Mr. Heidt.
Mr. Kravitch appeared for Nace Notrica requesting that
the building constructed on Lot 48, ward 6, in violation -of the
Town's Zoning &- Build #ng Ordinance and which Mr. Notrica was noti-
fied to remove, he requested that as the building had cost several
thousand dollars to erect that permission be granted for it to re-
main and that it would be converted into apartments, or some other
source, Mr. Kravitch was informed that the zone in which this build-
ing was put up was a non commercial zone, Mr. Kravitch was ',mused.
Councilman Slotin moved that the matter be left to the Mayor and
Town Attorney with authority to act, Councilman Young seconded and
the motion passed.
Mrs. Cleo Howard 8nd.Mrs. Walsh composing a committee
of the P.T.A. requested Council to employ a play - ground supervisor
for the summer months as was done last summer. They were excused.
Councilman Young moved that the request be denied as the Town was
not in funds, Councilman Brown seconded and the motion passed.
