SPECIAL MEETING MINUTES
MARCH 21, 2011
1. CALL TO ORDER
Mayor Vizcarra called the City Council Regular Meeting to order at 6:31 p.m. in
the Council Chambers located at 5938 Kauffman Avenue, Temple City.

3. PLEDGE OF ALLEGIANCE
Mayor Vizcarra led those present in the Pledge of Allegiance to the Flag.
4. CEREMONIAL MATTERS — PRESENTATIONS
A. ADOPTION OF RESOLUTION NO. 11-4740 DECLARING THE RESULTS
OF THE CANVASS OF VOTE FOR THE GENERAL MUNICIPAL
ELECTION OF MARCH 8, 2011
City Clerk Flandrick presented Resolution No. 11-4740 certifying the facts
of the canvass of votes of the General Municipal Election of March 8, 2011
resulting in the election of three Councilmembers: Carl L. Blum, Cynthia
A. Sternquist, and Fernando L. Vizcarra.
Mayor Pro Tem Chavez moved to adopt Resolution No. 11-4740, a
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, CALIFORNIA, RECITING THE FACT OF THE GENERAL
MUNICIPAL ELECTION HELD ON MARCH 8, 2011, DECLARING THE
RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW,
seconded by Councilmember Yu and unanimously carried by the following
roll call vote:

B. OATH OF OFFICE TO NEWLY ELECTED COUNCILMEMBERS
City Clerk Flandrick administered the Oath of Office to newly elected
Councilmembers: Carl L. Blum, Cynthia A. Sternquist, and Fernando L.
Vizcarra. Mayor Pro Tem Chavez and Councilmember Yu presented each
with a Certificate of Election.
Bill Hacket, Field Representative, on behalf of Assemblyman Anthony
Portantino, presented outgoing Mayor Fernando Vizcarra with a
proclamation honoring his dedication and service to the City in his position
as Mayor.
Mayor Pro Tem Chavez presented a gavel plaque, ON BEHALF OF THE
City, honoring Mayor Vizcarra's term as Mayor.
C. REORGANIZATION
1) Nominations for election of Mayor
City Clerk Flandrick called for nominations for the position of Mayor.
Councilmember Vizcarra nominated Councilmember Chavez,
seconded by Councilmember Blum. There were no further
nominations.
Councilmember Tom Chavez was elected Mayor by acclamation.
2) Nominations for election of Mayor Pro Tem
City Clerk Flandrick called for nominations for the position of Mayor
Pro Tem.
Councilmember Sternquist nominated Councilmember Yu for the
position of Mayor Pro Tem, seconded by Councilmember Vizcarra.
There were no further nominations.
Councilmember Vincent Yu was elected Mayor Pro Tem by
acclamation.
3) Council Comments
Councilmember Sternquist thanked her family, fellow
Councilmembers and all the people who came out and voted for
City Council Agenda

and supported her. She was humbled by the confidence displayed
for what this Council does and will continue to do. She felt a huge
responsibility to the residents of Temple City to be their voice.
Councilmember Blum thanked his wife Jeanette for carrying the
majority of the burden in caring for their handicapped daughter
during this campaign. He thanked all that had confidence in the
Council and to his fellow Councilmembers in appointing him a year
ago. It was delightful working with a new City Manager and City
Attorney, new staff and also the old staff. Looking ahead at this
four year term, he believed there were challenging times before us,
but believed this Council added great value to the City.
Councilmember Vizcarra said the 11/2 years as Mayor was a
wonderful experience. It was fun and challenging, but he had the
support of the Council at all times. He could always count on them
working together. He also felt the City was appreciative of
Council's efforts evidenced by the fact that we are all here again.
He thanked all the citizens that voted for us, his family, and all his
friends in the audience as well as those who could not be here
tonight.
4) New Mayor assumes chair and makes remarks and introductions
Mayor Chavez said he was humbled by the turnout this evening
and said it was great to see his family and friends and all those
present who were a testament to what Council has been doing and
what they hope to accomplish in the next few years. He
congratulated his colleagues and those who also ran for office. The
election process makes great government and makes us stronger
and better Councilmembers for it. He looked forward to the next
year and the next four years as each brings a special quality.
When he and Mayor Pro Tem Yu were elected, the city was in
turmoil. The Council set high goals and a sense of pride and tried
to bring back a sense of community. The Council looked at
transparency and established protocols above and beyond
minimum levels. We established programs, renewed partnerships
and implemented policy decisions, thanks to the new City Manager
and City Attorney's professional leadership and guidance. He
thanked staff for working so hard to do what is asked of them. He
thanked his family members and friends for their continued support,
and especially thanked his sons and his wife.

5) Remarks and introductions by new Mayor Pro Tem
Mayor Pro Tem Yu thanked his fellow Councilmembers for winning
the election. He said it was affirming to see so many people
coming out to vote. The three incumbents had 75% of the vote,
which tells us that the paths taken are the right paths. He
campaigned for all of them, and in so doing heard from many
residents and he was thankful for their comments, and also for
writing to all of us. Council has done a lot in the last 2 years and he
looked forward to an exciting year ahead.
5. PUBLIC COMMENTS
Nick Leconq, representing Orange County Supervisor Janet Nguyen, presented
newly appointed Mayor Tom Chavez with a proclamation upon his appointment
as Mayor.
6. ADJOURNMENT
Those present were invited to a reception honoring the newly appointed
Councilmembers at the Historical Society.
The City Council Special Meeting was adjourned at 7:04 p.m.
