Pulido, City Manager(] By: Cathy Burroughs, Director of Parks and Recreation ' SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS — MEETING OF MARCH 16, 2011 RECOMMENDATION: The City Council is requested to receive and file the Parks and Recreation Commission Actions. BACKGROUND: Following is a summary of actions taken at the March 16, 2011 Parks and Recreation Commission meeting: 1. CONTINUED REVIEW OF THE LIVE OAK PARK TENNIS COURTS USE POLICY IN REGARDS TO PRIVATE LESSONS AND RESERVED USE BY NON-RESIDENT GROUPS After discussion the Commission recommended the following in regards to the tennis courts at Live Oak Park: • The maximum number of courts available for reserved use by non- resident organizations would be four (4) with a limit of no more than two reservations per week. A fee of $3 per hour per court would be charged. • Private lessons would be allowed, for up to two students at a time, by instructors who have been pre -approved by the City. The instructors must possess a City business license, provide liability insurance, and pay a fee of $5 per hour, per court. Staff would schedule private lessons as requested by instructors. Private lessons would be restricted to no more than two (2) courts and would only be available during non -peak hours (Monday — Friday from 10 a.m. — 6 p.m.). City Council April 5, 2011 Page 2 • Funds to light the lower four tennis courts would be included in the 2011- 12 Capital Improvement Program (CIP) budget. These recommendations will be forwarded to the City Council, along with the Commission's recommendations regarding the Athletic Fields and Picnic Shelters, once the Commission has completed their review of all three policies which expected to be in April 2011. 2. COMMISSION ATTENDANCE AT THE CALIFORNIA & PACIFIC SOUTHWEST RECREATION AND PARK TRAINING CONFERENCE, MARCH 8-11, 2011 Commissioners Miller and Olivas provided an overview of the sessions attended during the recent Conference. CONCLUSION: The City Council is requested to review the Parks and Recreation Commission actions of their meeting of March 16, 2011. FISCAL IMPACT This item does not have an impact on the Fiscal Year (FY) 2010-11 City Budget.
