Jones Clerk- Treasurer GREENCASTLE BOARD OF WORKS EXECUTIVE SESSION WEDNESDAY, FEBRUARY 19, 1997 2:00 P.NI. STREET DEPARTMENT The Board of Works met in Executive Session Wednesday, February 19, 1997 2:00 p.m. at the City Street Department. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Sue Murray and George Murphey. Also present was Police Chief Darrin Cox. The purpose of this meeting is to conduct interviews for a Patrolman. All applicants were advised that the starting salary is $21,327.00, there is a one year probationary period and they have to be accepted into PERF. Cory C. Robinson is currently a Jail Officer at the Putnam County Jail and has also served as a Reserve Officer with the Putnam County Sheriffs Department. ® Mayor Michael asked Mr. Robinson why he wants to work for the Greencastle Police Department. Mr. Robinson responded that he went to school to be a Police Officer - he enjoys the Sheriffs Department, but he really wants to be an Officer. Mr. Robinson continued that the pay is more and he is not choosy about what department he works for, although he does want to stay local. Sue Murray asked what Mr. Robinson can bring to the department. Mr. Robinson replied, "youthfulness ". Mayor Michael has started making a move toward a more youthful department and I am proactive, not reactive. Mayor Michael stated that she is not hiring people for their youthfulness, but for their experience. Sue Murray asked what special interests Mr. Robinson would bring to the Department. Mr. Robinson replied that he likes working with children and has worked with Deputy Mark Frisbee and Probation Officer Betsy Doan with juveniles on probation. George Murphey asked how Mr. Robinson would handle domestic violence cases. Mr. Robinson replied that if there are signs of physical abuse - take abuser to jail. Mr. Murphey asked ifjust verbal abuse was involved. Mr. Robinson replied that he would separate the couple to give a cooling off period. Mayor Michael asked what situations have prepared Mr. Robinson to be a police officer. Mr. Robinson replied working at the jail and as a reserve office have helped prepare him for this position. Mr. Robinson also stated that one of his concerns is having to arrest someone he graduated with, but, Mr. Robinson continue, I would tell them that I am just doing my job and ® try to be as polite as possible, maintain a level voice and be calm and rational. Mayor Michael asked what the biggest concerns to adolescents are. Mr. Robinson stated that the ® biggest problem facing kids is drugs. Most people don't know how to talk to kids - you need to talk TO them not above or below them and they will respond. Mayor Michael asked what can be done about kids hanging out in Pool's and Wal -Mart parking lots. Mr. Robinson replied that there isn't alot to do in Greencastle and if they aren't vandalizing and the property owners are ok with it, he doesn't see a problem. Officers do need to drive by, not harass, but drive by so their presence is there and that seems to keep some control over the situation. Sue Murrav asked Mr. Robinson if there are any negative aspects. Mr. Robinson replied that he lacks confidence, but has made progress. George Murphey asked if Mr. Robinson sees himself as a quick responder or a procrastinate. Mr. Robinson replied that if a decision has to be made immediately, he is capable of making the decision. Mayor Michael asked what expectations Mr. Robinson has of the GPD. Mr. Robinson stated that he likes the officers, the atmosphere of the department and the community as a whole and I would like to serve the community. Mayor Michael asked if there are any negative aspects in the Department. Mr. Robinson replied that the department needs equipment and updating. Mayor Michael asked what Mr. Robinson would do if he saw a Senior Officer doing something inappropriate. Mr. Robinson replied that if the act was abusive he would try to stop immediately - if something that could be handled later he would report it to their superior officer and follow the chain of command. George Murphey asked Mr. Robinson what his relationship in the department would be in 10 © years. Mr. Robinson stated that he would like to advance in the department and have a rank and speciality. Brian Fauber is currently with the West Terre Haute Police Department as the Dispatcher Coordinator/Patrolman. He has held this position for less that one year. Mayor Michael asked Mr. Fauber why he want to be a police officer in Greencastle. Mr. Fauber replied that his wife is from Greencastle and would like to move back to be with her family. He is with a small community now and would like a little larger community to work with. Mayor Michael asked how Mr. Fauber sees community policing in Greencastle. Mr. Fauber replied that according to his in -laws there is very little crime in Greencastle. Sue Murray asked Mr. Fauber when he decided he wanted to be a police officer. Mr. Fauber replied that in 1992 or 1993 he applied to the Terre Haute police department - through the interview process he became very interested in police work. In 1995 he was hired as a reserve officer in West Terre Haute and decided that he wanted to make this his career. Sue Murray asked Mr. Fauber what strengths he would bring to the department and if there is anything that he is uncomfortable with. Mr. Fauber replied that WTH is a very small community and has no computers, etc. They do have a computerized CADS system through dispatch. He does have 1 -1/2 - 2 years road experience through reserve and paid time. Mr. Fauber continued that his weaknesses are that he has not attended the Law Enforcement Academy and that he does not know everything. Mr. Fauber stated that he is currently scheduled to go to the LEA March 31, 1997 through the West Terre Haute Police Department. ® George Murphey asked if Mr. Fauber has taken any college courses related to police work. Mr. Fauber stated that he has not. He did attend ISU, but his courses were in broadcasting, not police work. Mayor Michael asked what Mr. Fauber thinks the most important characteristic of a police officer is. Mr. Fauber replied, self - control and honesty. Mayor Michael asked if Mr. Fauber feels he has the experience to be on the streets. Mr. Fauber replied that he knows enough to know when to call someone else for help. Mr. Murphey asked where Mr. Fauber sees himself 10 years from now. Mr. Fauber replied that he hopes to be with the same department. Does not want tojob hop -looking for a career. Current salary 521,500.00 plus $500.00 clothing allowance. Mayor Michael stated that it's not the money then it's a long term commitment. Mr. Fauber stated that is correct. Mayor Michael asked how Mr. Fauber would deal with teenagers sitting in Marsh parking lot. Mr. Fauber replied that he was hired by a private security firm approximately 1 -2 years ago to deal with this problem at Marsh. Mr. Fauber stated that if you approach the kids at their level and explain that management doesn't want them there, they are usually cooperative. Sue asked what the most difficult problem to handle is. Mr. Fauber stated - domestic services. You have to be understanding. Talk to the maddest person first to calm down and separate for the night. Douglas Hayden is currently employed at the Department of Corrections, Juvenile Division, in Logansport, Indiana. Mavor Michael asked what brings Mr. Hayden to Greencastle and Greencastle Police ® Department. Mr. Hayden replied that he enjoys police work and he was in the military with Chief Cox. He feels Greencastle is a friendly town and is impressed with the people and the community. Sue Murray asked why he was interested in law enforcement. Mr. Hayden stated that he has been a Deputy Marshall and likes to help people. Sue Murray stated that she understands that his strength is that he loves law enforcement and likes to serve people. What are the negatives? Mr. Hayden replied that he puts a lot of time into things and does not like to be alone or sit around. Tend to over commit myself. George Murphey asked where Mr. Hayden sees himself 10 years from now. Mr. Hayden replied that he hopes to be in law enforcement. 1 could still be a patrolman - I don't care about rank - I want a home and I like working with people and kids. Sue Murray asked what is the most important aspect of working with troubled youth. Mr. Hayden replied that you have to give them a good foundation and a place to belong. Sue Murray asked what Mr. Hayden sees as the role of a police officer in the City of Greencastle. Mr. Hayden replied to enforce local laws, be there for the community when needed and to assist and protect. Sue Murray asked if Mr. Hayden agreed with using force. Mr. Hayden stated that you use force only when responding to force. Force should not be used as a tool for authority. City Engineer 765.653 -4091 In order to better evaluate the proposed electric revision to the city well pumps as referenced in Joe Tierney's letter of February 21, 1997, please respond to the following questions: • 1. When will a drawing be supplied to show proposed rewiring and reconnection? 2. Will the wiring to wells 1, 5, and 6 be replaced? 3. What is the lead time for delivery of new motor starters for wells 2, 3 and 7 4. How will this additional wiring affect the start up of the new facility and demolition of the old facility? Will all wells be connected to the new plant at one time? 5. What areas of the remaining plant can be economized to recover the costs necessary to pay for this change order? 6. Why was the replacement of the motor starters for wells 2, 3, and 7 not included in the original design? 7. Can the existing wiring to wells 2, 3, and 7 be utilized from the pump motors to the proposed circuit breaker panel? The Greencastle Board of Public Works and Safety will meet on Friday, February 28, 1997, to discuss this issue.
