and also that the Town would re- imburse Mr. Varnedoe for building
an additional foundation to support the building erected over it.
Councilman Biotin moved that the Division of Mr. L. W.
Hodges on HorsepenHammock, a map of which was presented, be approv-
ed, Councilman Hosti seconded and the motion passed.
The Savannah Beach Volunteer Fire Dept. requested that
the amount that the Town received for storm damage, 03.83 for the
old Fire Station in Fort Screven be turned over to them, Councilman
Slotin moved that this be done, Councilman young seconded and the
motion passed.
A letter Vas read from the Lutheran Church thanking the
Town for permission to hold services at the Town Hall during the
summer months.
There being no further business, Council adjourned sub.

June 17, 1948
The regular meeting of Town Council was held today at
8 :00 P.M. in the Council room at the Town Hall and was attended by
Mayor Dutton, who presided, Councilmen young, Hosti, Brown, Lovell,
Slotin, Town Attorney Alexander, also Mrs. Cleo Howard and Mrs. C.H.
Walsh, William J. Lynch and Aaron Kravitch, also Taylor Smith and
a Mr. Heidt.
Mr. Kravitch appeared for Nace Notrica requesting that
the building constructed on Lot 48, ward 6, in violation -of the
Town's Zoning &- Build #ng Ordinance and which Mr. Notrica was noti-
fied to remove, he requested that as the building had cost several
thousand dollars to erect that permission be granted for it to re-
main and that it would be converted into apartments, or some other
source, Mr. Kravitch was informed that the zone in which this build-
ing was put up was a non commercial zone, Mr. Kravitch was ',mused.
Councilman Slotin moved that the matter be left to the Mayor and
Town Attorney with authority to act, Councilman Young seconded and
the motion passed.
Mrs. Cleo Howard 8nd.Mrs. Walsh composing a committee
of the P.T.A. requested Council to employ a play - ground supervisor
for the summer months as was done last summer. They were excused.
Councilman Young moved that the request be denied as the Town was
not in funds, Councilman Brown seconded and the motion passed.

Mr.Smith and Mr. Heidt..presented information relative
to a D.D.T. machine sold by Fog, Inc., this machine had been dem-
onstrated to several representatives of the Chamber of Commerce
and others and proved to be all that was said of it. The machine
costs $1650.00. They were excused, the Town was informed that the
present machine that the Town owns could be sold for practically
what it cost the Town, Councilman Young moved that the matter be
referred to the Mayor and Chairman of the Finance Committee with
authority to handle and that if the old machine could be sold at
a fair value that the new machine be purchased, Councilman Hosti
seconded and the motion passed.
Town Attorney Alexander informed Council that the bill
of Mr. Samuel Varnedoe for re- enforcing the storm sewer line through
his property on part of Lots 19, Ward 6, amounts to $323.88, that Mr.
Varnedoe agreed to permit the Town the use of the land for a period
of ten years for this sewer. Mr. Reed will inspect the location
and report to the Town Attorney.
Councilman Lovell wanted to know what. thought was being
given to the garbage dump now getting close to the creek running
through sixth Street, that some thought should be given to acquiring
a new location, Mr. Reed wss instructed to check on this and report.
Mr. Reed informed Council that the Sanitary Dept. has
only two trucks to take care of the garbage situation, which is
not enough, that he had an old truck that could be fixed up but
that he would have to be given a driver to operate it, Councilman
Slotin moved that the additional truck be placed in service and
that an additional driver be employed, and that a new set of tires
be purchased and also that a committee be appointed to study the
situation, Councilman Young seconded and the motion passed. The
Mayor appointed a committee consisting of Lovell, Young, Brown
and Town Attorney Alexander.
Councilman Lovell informed Council that the area from
Tilton Avenue to First. Street, that a bad condition is existing
in the sea -wall, that sand piled behind it had been washed out and
that this should be repaired.
Supt. Reed stated that it was necessary to purchase a
new set of tracks for the bulldozer, that the present tracks had
completely worn out and that a new set of tracks would cost $1050,
installed. Councilman young moved that they be purchased, Council-
man Hosti seconded and the motion passed.
Fire Chief Solomon requested that a new booster tank be
installed in the small fire engine, that the old tank had rusted
out, it was decided to ascertain the cost of the new tank, Council-
man Brown agreed to check on this.
The minutes of the meeting of April 15, and May 13, were
read and adopted.
The Mayor informed Council that Sipple Bros. had presented
to the Town an ambulance for use of the Island and stated that au-
thority should be granted to turn same over to the Savannah Beach
Volunteer Fire Dept., Councilman Slotin moved that this ambulance
be turned over to the Savannah Beach Volunteer Fire Dept., Council-

Councilman Young moved that the following resolution be
adopted, Councilman Lovell seconded and the motion passed.
A RESOLUTION
WHEREAS, SIPPLE BROTHERS, morticians of Savannah, Georgia
have recently presented to the Tawn of Savannah Beach, an ambulance
to be used by it for such purposes as the Town may think best, all
of which has been done without any costs to said Town;
AND,WHEREAS, the possession of said ambulance is of great
value to the Town for use in emergencies as well as for the purpose
of conveying sick or injured persons to hospitals in Savannah for
treatment;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in council assembled that the thanks
of the Town be expressed to Sipple Brothers for its timely gift of
this very necessary piece of equipment to the Town;
BE IT FURTHER RESOLVED that a copy of this resolution be
sentato Sipple Brothers by the Clerk of Council.
Councilman Brown moved that the following resolution be
adopted, Councilman Young seconded and the motion passed.
A RESOLUTION
WHEREAS, the Town of Savannah Beach, Tybee Island, has
maintained for about six or seven years a sewer -line across a por-
tion of Lot Tat the intersection of Chatham Inlet and Inlet Ave.
in the Town of Savannah B ;ach, which is owned by Mr. Samuel L. Varn-
edoe;
AND, WHEREAS, Mr. Varnedoe has recently moved improvements
on said property. to a different loca.tionland in doing so it was nec-
essary' for him to bridge said sewer line at a cost to him of $323.88;
AND,WHEREAS, Mr. Varnedoe has agreed to grant an easement
to the Town of Savannah Beach for a period of ten (10) years to main-
tain said sewer line across said propertyrin its; present location:
if said town will repayto him the amount expended for bridging said
sewer line;
AND,WHEREAS, it is to the interest of said Municipality -
to make said agreement with Mr. Varnedoe and to refund to him said-
sum of money expended by him rather than to pay the cost of relocat-
ing said sewer line at the present time;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, that said offer of Mr. Varnedoe be,
and the same is hereby-, accepted, and the Mayor of said Municipality
is hereby authorized to execute an easement agreement with Mr. Var-
nedoe on behalf of the Municipality in accordance with this resolu-
tion, and the Clerk of Council is hereby-authorized to attest the
same and to affix the corporate seal of said Municipality thereto.

BE IT FURTHER RESOLVED that the Clerk of Council be, and
he is hereby, authorized to deliver the check of the Municipality
to Mr. Varnedoe for the sum of $323.88 upon the execution and de-
livery of said easement agreement.
Councilman Slotin moved that bills for the month of May
amounting to $4876.70 be paid, Councilman Young seconded and the
motion passed.
Councilman Hosti moved that the following resolution be
adopted, Councilman Brown seconded and the motion passed.
A RESOLUTION
WHEREAS, the Chatham County Commissioners have recently
loaned to the Town of Savannah Beach a dragline for the purpose of
opening a drainage ditch in said town, and the use of said dragline
has been of great servide to said town and has saved it considerable
money;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in council assembled, that the thanks
of the Mayor and Councilmen be extended to the Chatham County=Com-
missioners for the loan of said dragline.
BE IT FURTHER RESOLVED that a copy of this resolution
be sent to the Chatham County Commissioners.
Councilman Slotim moved that the following resolution be
adopted, Councilman Hosti seconded and the motion passed.
A RESOLUTION
WHEREAS, the Mayor of Savannah Beach, Tybee Island, on
behalf of said Municipality, made a bid to the United States Gov-
ernment, or a agency thereof, for the purchase of certaim build-
ings or hutments, and the fixtures therein, now located on property
owned by the United States Coast Guard in Fort Screven Ward in the
Town of Savannah Beach, agreed to remove said buildings and to clear
the site within sixty (60) days of said offer, said offer being in
the amount of One Thousand Fifty Dollars ($1,050.00);
AND, WHEREAS, said Mayor has been advised that his said
bid has been accepted and has been requested to forward the check
of the Municipality-for the amount of the bid, plus a deposit of
Two Hundred Dollars ($200.00) to guarantee the performance of the
contract, which amount is to be refunded to said Municipalityrupon
its compliance with said contract;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in council assembled, that the action
of the Mayor in submitting said bid be, and the same is hereby, rat-
ified and approved, and the Clerk of Council of said Municipality
is hereby authorized and directed to forward the check of the Muni-
cipality to said Government Agency for three- fourths (3/4) of the
amount of said bid, one- fourth (1/4) thereof having already been
paid, and an additional check in the amount -of Two Hundred Dollars
-0200.00) as a deposit as set forth in this resolution.
BE IT FURTHER RESOLVED that the Mayor of said Municipality

and the chairman of the Finance Committee of said Municipality be,
and they are hereby, authorized and direct; to dispose of said build -
ings and fixtures, as a whole or in parts, on behalf of the Municipal -
ity, for such price, upon such terms and to such persons as they
may deem proper by- private negotiations.
Councilman Young moved that the following ordinance'be

AN ORDINANCE
TO PROVIDE FOR THE ELECTION OF A CLERK OF COUNCIL AND
EXtOFFICIO TREASURER, A CHIEF OF POLICE AND EXIOFFICIO MARSHAL,
A TOWN ATTORNEY AND A HEALTH OFFICER FOR THE TOWN OF SAVANNAH BEACH,
TYBEE ISLAND; TO PROVIDE THE TERMS FOR WHICH SUCH OFFICERS SHALL BE
ELECTED; TO PROVIDE HOW THEY MAY BE REMOVED FROM OFFICE; AND FOR
OTHER PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of Savannah
Beach, Tybee Island and it is hereby ordained by authority of the
same, as follows :-
Section One. The Clerk of Council and ex- officio treasurer
of the Town of Savannah Beach, Tybee Island, shall be elected by the
Mayor and Councilmen at tree regular meeting of Council in the month
of May in each year or as soon thereafter as possible. His term of
office shall be indefinite and he shall hold such office at the plea-
sure of the Mayor and Councilmen. He maybe removed from office at
any time by the Mayor and Councilmen with or without a hearing, and
for such cause and reason as may be deemed sufficient by the Mayor
and Councilmen. No notice need be given such officer prior to his
removal.
SECTION TWO. The Chief of police and ex- officio marshal
of the Town of Savannah Beach, Tybee Island, shall be elected by
the Mayor and Councilmen at the regular meeting of Council in the
month of May in each year or as soon thereafter as possible. His
term of office shall be indefinite and he shall hold such office at
the pleasure of the Mayor and Councilmen. He may be removed from
office at any time by the Mayor and Councilmen with or without a
hearing, and for such cause and reason as may be deemed sufficient
by the Mayor and Councilmen. No notice need be given such officer
prior to his removal.
Section Three. The Town Attorney of the Town of Savannah
Beach, Tybee Island shall be elected by the Mayor and Councilmen at
the regular meeting of Council in the month of May in each year or
as soon thereafter as possible. His term of office shall be indeft
nite and he shall hold such office at the pleasure of the Mayor and
Councilmen. He maT be removed from office at any time by the Mayor
and Councilmen with or without a hearing, and for such cause and
reason ts may be deemed sufficient by the Mayor and Councilmen. No

Section Four. The Health Officer for the Town of Savannah
Beach, Tybee Island, shall be elected by the Mayor and Councilmen
at the regular meeting of Council in the month of May in each year

and Councilmen. He may be removed from office at any time by the
Mayor'and Councilmen with or without a hearing, and for such cause
and reason as may be deemed sufficient by the MayorandCouncilmen.

Section Five That all ordinances and parts of ordinances
in conflict herewith be, and the same are, hereby, repealed.
Councilman Slotin moved that Henry M. Buckley be appointed
Clerk of Council and ex- officio Tax Collector at .an annual salary of
$3,465.00 payable in monthly installments; thatRobert A. Stewart
be appointed Chief of police and ex- officio Tax Collector at an an-
nual salary of $2,772.00 payable in monthly/installments; that Thomas
Reed be appointed Superintendent of public Works at an annual salary
of $2,772.00 payable monthly,and that Samuel R. Kent be appointed
as Superintendent of Sewerage Department atan annual salary of
$2,772.00 payable monthly; also that A. Leopold Alexander be appoint-
ed Town Attorney at an annual fee of $900.00 payable monthly; also
that Dr. C. A. Henderson be elected Health Officer, Councilman Brown
seconded and the motion passed.
Councilman Lovell moved that Mitchell R. Young as Chair-
man, J. W. Rentiers and Victor Reynolds be appointed as the Exam -
ining-Board for Electrical Contractors, Councilman Brown seconded
and the motion passed.
Councilman Biotin stated that in connection with the pur-
chase of the 22 buildings from the Coast Guard, that the Savannah
Beach Chamber of Commerce requested that one building be turned
over to them for the use as library and office building for the Cham-
ber.
A petition from the Tybrisa Co. for a reduction in the
assessments on Sections 27 to 39 of Beach Lot 94, Ward 4, was re-
ferred to the Assessment Committee.
A committee consisting: of B. Taylor Smith, Herman Diamond
and Walter D. Stapleton petitioned Council to stop negroes from
using parts of Forty Screven for bathing and other purposes, the com-
mittee was excused.
Councilman Brown moved that the following resolution be
adopted, Councilman Young seconded and the motion passed. Those

A RESOLUTION
WHEREAS, Mr. J. W. Lang has offeredtlr purchase from the
Town of Savannah Beach, Lot No. One (1) and a portion of a street
adjoining said lot on the south, and extending from Lewis Avenue
to Horsepen Cre3e%k on Camp Hammock, at and for the sum of Four Hun-
dred Fifty Dollars ($450.00);
AND WHEREAS, said portion of said street appears as such
on the subdivision map of Camp Hammock, but said portion of said
street hns never been opened and has never been used by the public
and is not necessary for use by the Town;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in Council assembled, that the sale
of said property to Mr. J. W. Lung at and for said sum of Four Hun-
dred Fifty Dollars ($450.00) be, and the same is hereby, approved
and authorized.
BE IT FURTHER RESOLVED that the Mayor of said Municipality II
be, and he is hereby, authorized and directed to execute a deed con -
veying. said property to J. W. Lang, on behalf of said Municipality
at: and for the sum of Four Hundred Fifty Dollars ($450.00), and the
Clerk of Council is hereby authorized to attest the same, and to af-
fix•the corporate seal of the Municipality thereto.

A petition was presented for Mrs. George Hoffman request,
ing the Town to stop parking on Ninth Street in front of her pro-
perty, she stating that her house is always blocked with cars, peo-
ple change clothes in the cars and litter the area with trash, gar-
bage, etc.., Councilman Brown moved that. the matter be feferred to
the police Committee, Councilman Hosti seconded and the motion pass-
ed.
A petition of E. H. Hopson for permission to erect a street
sign on Palmwood Street was denied as this was a private street.
A petition from the Savannah Beach Volunteer Fire Dept.
for permission to sell beer -at their club house was referred to the
next meeting.
Tybee Garage requested permission to erect a small sign
on private property on the corner of First: Street..: and Fourth Ave._,
Councilman Young moved that permission be granted, Councilman Brown
seconded and the motion passed.
Councilman Young moved that the Board re- consider the re-
quest df J. V. Bennett to erect a small sign on property he has •
permission to use on the corner of Inlet Ave. and 16th St. and which
was refused at last. meeting of Council, and that permission be grant-
ed, Councilman Hosti seconded and the motion passed.
A petition was presented by Mr. J. L. Strong for permis-
sion to purchase a small strip of land next to his propertyrin the
Fort Screven area and also that the Town fill up a large hole that
had been created by the moving of sand in the area in front of him,
also that the Town relocate the road that goes through his property,
and also that a street light be placed in his vicinity, Councilman
Brown moved that the matter be referred to the next meeting of Coun-
cil, Councilman Young seconded and the motion passed.

Councilman Hosti moved that the rocking chairs that the
Town purchased for use on Tybrisa pavilion last year and which are
now in storage be sold at a price of $5.00 each, Councilman Young
seconded and the motion passed.
Councilman Young moved that those property owners who
have not gone into the sewerage system by August 1, be placed on
the docket and that a letter be sent at once notifying them of the
Town's intentions and that the following ordinance be adopted, Coun-
cilman Lovell seconded and the motion passed.
AN ORDINANCE
AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE TO REQUIRE THE OWNERS'
OF PROPERTY IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA,,
TO CONNECT PLUMBING' FIXTURES OF THEIR PROPERTY WITH THE SANITARY -
SEWERAGE SYSTEM NOT LATER THAN APRIL 30th, 1945, AND TO PROVIDE
THAT SUCH FIXTURES SHALL BE CONNECTED WHEN PROPERTY OWNERS ARE NO:.
TIFIED BY THE PLUMBING INSPECTOR THAT SAID FIXTURES ARE UNSANITARY,
AND TO PROVIDE A PENALTY FOR THE FAILURE TO DO S0; AND FOR OTHER
PURPOSES."
SECTION 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Brach, Tybee Island, Georgia, and it is hereby
ordained by authority of the same that an ordinance adopted by said
Mayor and Councilmen entitled "An Ordinance to Require the Owners
of Property in the Towmof Savannah Beach, Tybee Island, Georgia,
to connect plumbing fixtures on their propert,rwith the sanitary
sewertl3e system not later than April 30th, 1945, and to provide
that said fixtures shall be connected immediately when property own -
ers are notified by the-plumbing inspector that said fixtures are
unsanitary, and to provide a penaltyr for the failure to do so, and
for other purposes," be, and the same is hereby, amended by strik-
ing therefrom the phrase "on or before the first day of September
1947" and inserting in lieu thereof the phrase on or before the
first day of August, 1948," so that said section, as amended, shall
read as follows : -
"Section 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in Council assem-
bled, and it is hereby ordained by authority.-of the same, that all
owners of real property, within the limits of said town shall, on or
before the first day of August, 1948, connect, or cause to be cone-
nected, all plumbing fixtures located on the real estate owned by
him or them with the sanitary sewerage system in said Town; provided
that this requirement shall not apply to outside showers or hydrants
on laid property."
SECTION 2. Be it further ordained by the authority afore-
said that all ordinances, and parts of ordinances, in conflict here-
with be, and the same are hereby, repealed.
A map was presented by the Tybee Beach Co. of a proposed
sub - division between Fourth and Fifth Avenues, but as the size of
some of the lots was under 50 feet it was not approved.
Councilman Young moved that the following ordinance be
adopted, Councilman Hosti seconded and the motion passed.

AN ORDINANCE
AMENDING AN ORDINANCE OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA,
ADOPTED APRIL 10th, 1947, CREATING AREAS WITHIN SAID TOWN AND
ZONING THE SAME BY CHANGING THE REQUIREMENTS CONTAINED IN SECTIONS
TWO AND THREE THEREOF; AND FOR OTHER PURPOSES.
BE IT ORDAINED by authority of the Mayor and Councilmen of Savan-
nah Beach, Tybee Island, Georgia, and it is hereby ordained by~au,i-
thority of the same,,as follows: -
Section 1. That an ordinance of Savannah Beach, Tybee Island, Geor-
gia, adopted April 10th, 1947, creating areas within said Town and
zoning the same, is hereby amended in the following pCrticulars :-
a. By striking from the second sentence in Section 2 of
said ordinance the words "Butler Avenues and inserting in lieu there-
of the words „First Street," so that said sentence will read as
follows : - "Commercial buildings, including stores and restaurants,
may be built on all lots facing First Street, Butter Avenue, Jones
Avenue and Second Avenue north of First Street."
b. By adding a sentence at the end of Section 3 of said
ordinance reading as follows : - "A building may be erected on that
part of Beach Lot No. 19, between Second and Third Streets, begin-
ning 50 feet east of the northwest corner of said Beach lot, extend-
ing thence in an easterly direction 50 feet along the northern line
of said Beach lot, thence at right angles south a distance of 40 feet,
thence at right angles west a distance of 50 feet along the northern
line of a private street, thence at right angles north a distance
of 40 feet to the point of beginning."
Section 2. That all ordinances, and parts of ordinances, in con-
flict herewith be, and the same are hereby, repealed.
Town Attorney Alexander informed Council that the Georgia
Supreme Court had decided that in connection with the Home Rule
decision that the present Mayor and Aldermen will hold office until
1950 without having to have an election unless this is changed by
an act of the Georgia. Legislature.
Councilman Lovell moved that the following resolution be
adopted, Councilman Young seconded and the motion passed.
A RESOLUTION
WHEREAS Mr. John C. Wylly has requested the Town of Sav-
annah Beach to sell to him the property known as public A11ey No. 1
in said town, extending from Chatham Avenue to Tybee Inlet, and be-
tween LotsNumbers Twenty -six (26) and Twenty -four (24), Ward Five (5),
and has offered to pay the sum of Two Thousand Five Hundred & no /100
($2500.00) Dollars therefor;
AND WHEREAS said property is not considered necessary or
convenient for public use, and has never been opened to the public
by the municipality and used by the public, and it is to the best
advantage and interest of the Mayor and Councilmen that the same
be sold;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in council assembled, that said offer

of Mr. John C. Wylly be, and the same is hereby, accepted, provided
that a ten foot easement along the northerly side of said property!
be left so as to provide persons owning property adjoining said
tract on the north with means of access from their property to Tybee
Inlet and Chatham Avenue.
BE IT FURTHER RESOLVED that the Mayor, or Acting Mayor,
of said municipality be, and he is hereby-, authorized to execute
on behalf of said municipality'an escrow agreement and a deed with
limited warranty conveying said property for said sum to Mr. John C.
Wylly, or his assigns, and the Clerk of Council of said municipal-
ity is hereby authorized and directed to attest said documents and
to affix the corporate seal of the municipality thereto.
Councilman Young moved that the following ordinance be
adopted, Councilman Hosti seconded and the motion passed.
AN ORDINANCE
TO REGULATE TRAFFIC WITHIN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA, BY DESIGNATING STREET INTERSECTIONS AT WHICH STOPS MUST
BE MADE BEFORE ENTERING SUCH INTERSECTIONS BY ALL VEHICLES; TO PRO
VIDE PENALTIES FOR A VIOLATION OF SUCH REGULATIONS; AND FOR OTHER
PURPOSES.
BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach,
Tybee Island, and it is hereby ordained by authority,of the same,
as follows: -
tieti611'1, That all vehicles proceeding north or south on First
and Second Avenues in the Town of Savannah Beach shall stop be-
fore entering or crossing Eighth, Twelfth, Fourteenth and Six -
teenth Streets.
Section 2. That all vehicles proceeding east or weston Second,
Third, Fourth, Center, Fifth, Sixth, Seventh, Ninth, Tenth, Ele-
venth, Thirteenth and Fifteenth Streets in said Town shall stop
before entering or crossing Butler - Avenue, First Avenue, Second
Avenue and Jones Avenue.
Section 3. All vehicles proceeding east or west on Eighth, Twelth,
Fourteenth and Sixteenth Streets in said Towiv,shall stop before
entering or crossing Butler and Jones Avenues.
Section 4. All vehicles proceeding north or south on First, Se-
cond and Jones Avenues shall stop before entering or crossing
First Street, and all vehicles proceeding south on Butler Avenue
shall stop before entering First Street.
Section 5. On Sixteenth Street between Butler Avenue and the
Strand, vehicles shall proceed only in an easterly!direction,
that is from Butler Avenue toward the Strand.
Section 6. The word Nstop" as used in this ordinance shall mean
to come to a full stop, that is to cease any forward motion.
Section 7. The word "vehicles" as used in this ordinance shall
mean any gasoline or electrically propelled vehicle, any vehicle
drawn by any animal and any bicycle or similar vehicle.

Section 8. Any person violating any provision of this ordinance
shall, upon the conviction thereof, be fined not to exceed Ten
($10. 04) Dollars, and imprisoned or sentenced to serve upon the
public works of said town not to exceed three (3) days, either
or both, for each such violation.
Sections. All ordinances, and parts of ordinances, in conflict
herewith are hereby repealed.
There being no further business, Council adjourned sub-
ject to the call of the Mayor.

The regular meeting of Town Council was held today at
8 P.M. and was attended by acting Mayor Siotin, who presided, and
Councilmen young, peters, Brown and Lovell, also Town Attorney
Alexander and a committee of the Tybee Community Club, consisting
of Messrs. C. M. Terzwell, E. J. Benton, J. Morossow, Carl Yagle,
D. J. Brady, A. Robinson, *ors. Nell Devine end Mrs. Geo. Brrnd,
also a committee composed of Messrs. B. J. Carbo end. Harry Wilson
snd also a committee composed of Mr. John Brennan.
The Tybee Community Club Committee appeared before Coun-
cil protesting against negroes using parts of Fort Screven for re-
creational and batriing purposes. Mr. Robinson stated that the past
Sunday, Mr. J. J. Sullivan who owns property in the area, was on
the beach with his family and was approached by a negro who offer-
ed to purchase his bathing trunks, Mr. Robinson stated that he
believed that the location at which this incident occurred is own-
ed by the Fort Screven Development Co., end he was having signs
painted with the words "No trespassing" and placed at ventage
points in the area. Mr. Yagle stated that the negroes are coming
down in groups and are patronizing a negro night club just out -
side the old reservation and that it is a nuisance and should be
declared as such by the Town Authorities, as taere are drunk ne-
groes, both men and women going to and from the place and they
are usually boisterous. He stated that the residents, most of
whom are property owners, should be protected, for if this is not
stopped now, the negroes are going to spread out all along the
beach and the Town Authorities should take steps now to stop it.
Dr. Terzwell stated that the negro night club should be closed
up at once Ps it is a nuisance and that the negroes should be
checked now before they spread out over the Island. The Committee
was excused.
