HomeMy Public PortalAboutr 23-204Atzolution of toe Poxoug4 of Tartmt, �q- oc No. #23-204 Date of Adoption_ September 7, 2023 AUTHORIZING A PROFESSIONAL LAND SURVEYING SERVICES CONTRACT WITH GALLAS SURVEYING GROUP TOPOGRAPHIC SURVEY WHEREAS, the Borough of Carteret is in need of specialized land surveying services in regard to topographic surveys for 21-25 Cooke Avenue; and WHEREAS, Gallas Surveying Group, 2865 US Rt. 1, North Brunswick, New Jersey 08902, possesses the requisite experience and expertise to provide said services; and WHERE,AS, Gallas Surveying Group, has submitted a proposal to provide said services at a total cost not to exceed $3,600.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Account #: NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposed'from Gallas Surveying Group, for land surveying services in regard to topographic surveys for 21-25 Cooke Avenue, at a total cost not to exceed $3,600,00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Director of Engineering, Purchasing Department and Gallas Surveying Group. It is our understanding you require a Topographic Survey for the above referenced site which is further illustrated on attached Exhibit "A". This survey to be utilized to support your design needs. Based upon this, our office will perform the following: Topographic Survey This task will include our office performing a topographic survey for the area identified on attached Exhibit "A. Locations from our prior survey completed in August 2022 will be utilized and confirm they are current. Elevations will be obtained at an approximate twenty-five (25) foot interval for the site and fifty (50) feet for the adjacent road. Roadway elevations will include top/bottom of curb and centerline and will extend to the opposite bottom of curb and will include building floor at door entrance, top/bottom of curb, ramp corners along with contours being generated at a one (1) foot interval. The datum for the topography will be based upon NAVD 88 datum. Underground utility information will be based upon visible surface features, utility company markouts and mapping provided by the client. Rim, grate, invert and pipe size of accessible sanitary and storm sewer structures will be obtained. August 21, 2023 Revised August 24, 2023 Borough of Carteret Existing Bank of America 21-25 Cooke Avenue Borough of Carteret Middlesex County, State of New Jersey GSG No. G17185 / GP17328 Page 2 Gallas Surveying Group (GSG) does not guarantee the underground utilities shown will comprise all utilities in the area either in service or abandoned. GSG further does not certify the underground utilities shown are in the exact location, although GSG will state they are located as accurate as possible from the available information. Property and right of way lines will NOT be shown approximate based on record mapping to be provided by the client. All of this data will be compiled into an appropriately scaled AutoCAD drawing document. Our fee to provide this service shall be $3,600.00. If during the course of preparing the survey an issue arises, your office will be notified and advised if additional field or office work is required. If additional work is required, an addendum proposal will be prepared identifying the additional work scope and fees. Furthermore, it is assumed access to the property will be made available by your office. This is necessary so our field personnel can perform the work in an efficient manner and should be arranged at least 24 hours prior to the start of field work. Invoicing will be submitted as work is completed or progresses with payment due and payable upon completion of each requested service. The acceptor of this contract understands payment is not contingent upon receiving any borough approvals, permits or payment from a third party. If payment is not received after thirty (30) days, any additional work may be stopped and your office will be notified of such, in addition to a service charge of 1.S% per month being imposed. Any collection or attorney fees required to collect outstanding balances will also be the responsibility of the acceptor of this contract. Professional Land Surveying Services will be started upon acceptance of this Proposal with our office anticipating completion approximately three (3) to four (4) weeks thereafter. If weather or governmental restrictions impact field surveying, your office will be notified and the schedule will be adjusted accordingly. Items NOT included in this Proposal are: title review/ALTA certification, interior building survey, setting property corners, utilization of private utility consultants such as ground penetrating radar for utility locations, traffic control for sewer inverts, return trips to property for areas which were inaccessible at the time of field survey, meeting attendance, reimbursable expenses (such as overnight shipping, printing costs, permit fees) and any other matter not specifically addressed above. This Proposal will be open and valid for a period of ninety (90) days. If not accepted by the client within this time period, it may become null and void. If the scope, terms and conditions of this document are agreeable, please indicate your acceptance by signing below and returning this document to the undersigned.
