SPECIAL MEETING MINUTES
NOVEMBER 8, 2023
1. CALL TO ORDER
Mayor Man called the City Council Special Meeting to order at 6:04 p.m. in the City Hall Community
Room located at 9701 Las Tunas Drive, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, Public Safety Supervisor Ariizumi, Parking Control
Officer Mayorga
Disaster Management Area Coordinator (Area D) Diana Manzano-Garcia
3. PUBLIC COMMENT — None
4. NEW BUSINESS
A. EMERGENCY MANAGEMENT TRAINING
The City Council is requested to receive emergency management training.
City Manager Cook gave an introduction to the City's emergency management
training.
Diana Manzano-Garcia, Disaster Management Area Coordinator for Area D, gave
the emergency management training to City Council.
City Council made comments and asked questions regarding City's emergency
management preparation.
City Council directed staff to update the city's emergency management handbook
and for the City's Public Information Officer to be certified.
Councilmember Vizcarra left the meeting at 630 p.m. and returned to the meeting
at 6:32 p.m.
City Council received and filed the training.

1. CALL TO ORDER
Mayor Man called the City Council Regular Meeting to order at 6:36 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo,
and Community Development Director Reimers
3. PUBLIC COMMENT — None
4. CLOSED SESSION
A. Purpose: Conference with Real Property Negotiator
Property: 5003 Sereno Drive, Temple City, CA 91780
Agency Negotiator: Community Development Director and City Manager
Authority: Government Code Section 54956.8
City Council recessed to closed session at 6:36 p.m. City Council reconvened
with all members present at 7:16 p.m.
CLOSED SESSION STATEMENT
City Attorney Murphy reported that the City Council met in Closed Session
regarding Item A, "Conference with Real Property Negotiator" and was briefed on
the real property negotiations regarding 5003 Sereno Drive. At the end of the
briefing, City Council gave unanimous direction to the City Manager to cancel
escrow if the seller fails to perform the seller's duties as of the due date for close
of escrow and gave direction to pursue such other actions or remedies as the city
would need in order to close the pending code enforcement case on the property.
