A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
CALIFORNIA CASTING ITS VOTES FOR VALERIE MUNOZ WITH CITY OF LA
PUENTE, CALIFORNIA TO REPRESENT CITIES WITHOUT PRESCRIPTIVE
WATER PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN
WATER QUALITY AUTHORITY
WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor
Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority, and
WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of
seven members with three appointed members from each of the three municipal water districts,
one elected city council person from cities in the San Gabriel Basin with prescriptive water
pumping rights, and one elected city council person from cities in the San Gabriel Basin without
prescriptive water pumping rights; and two members representing water producers in the San
Gabriel Basin; and
WHEREAS, the City of Temple City is one of the cities in the San Gabriel Basin without
prescriptive water pumping rights; and
WHEREAS, the City of Temple City may cast its votes for a representative by resolution
no later than December 19, 2023, at 12:00 p.m.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Temple City casts its votes for Valerie
Munoz of the City of La Puente as the representative for cities in the San Gabriel Basin without
prescriptive water pumping rights.
PASSED, APPROVED AND ADOPTED on this 2151 day of November, 2023.

Mayor Man called the City Council Regular Meeting to order at 7:40 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

Crissie Sanchez, Young Women Christian Association (YWCA) of San Gabriel
Valley, introduced their program and invited the City Council to their Technology Pop
Up event on Dec. 6 from 9 a.m. to 11 a.m. in partnership with Los Angeles Alliance
for Community Health and Aging (LAACHA).
Steve Stafford, Temple City resident, urged the City to repave the streets in his
neighborhood.

Mayor Pro Tem Chavez pulled Consent Item D for discussion.
Councilmember Vizcarra made a motion to approve the remainder of the Consent
Calendar Items. Seconded by Mayor Pro Tem Chavez and approved by the following

C. FINAL SUBDIVISION MAP APPROVAL FOR TRACT MAP NO. 82933, A MIXED -
USE DEVELOPMENT CONSISTING OF COMMERCIAL SPACE ON THE
GROUND FLOOR AND 73 RESIDENTIAL UNITS ON THE UPPER FLOORS
LOCATED AT 5570 ROSEMEAD BOULEVARD
The City Council is requested to approve the final map to allow the developer to
finalize occupancy for the residential units.
Action:
1. Reviewed and approved the final subdivision map for Tract Map No. 82933
(Attachment "A"); and
2. Authorized the City Clerk to certify Tract Map No. 82933.
E. ADOPTION OF RESOLUTION NO. 23-5711 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2023-24
The City Council is requested to adopt Resolution No. 23-5711 authorizing the
payment of bills for fiscal year 2023-24.

D. CONSIDERATION TO RELAX OVERNIGHT PARKING ENFORCEMENT DURING THE
HOLIDAY SEASON
The City Council is requested to relax overnight parking enforcement from 12:00
midnight on Sunday, December 17, 2023, to 11:59 p.m. on Wednesday, January
3, 2024 to allow families to gather during the holiday season.
Mayor Pro Tem Chavez pulled this item to amend the recommendation to include
relaxing overnight parking permit requirement for the Thanksgiving holiday
starting 12:01 a.m. Thursday, November 23 until 12:01 a.m. the following
Tuesday on November 28.
City Council asked questions and made comments about relaxing overnight
parking permit enforcement for the Thanksgiving holiday.
Mayor Pro Tem Chavez made a motion to:
1. Relax the overnight parking enforcement for Thanksgiving holiday starting
12:01 a.m. Thursday, November 23 and resume enforcement at 12:01 a.m.
a., the following Tuesday on November 28; and
2. Relax the overnight parking enforcement for Christmas and New Year holiday
from 12:00 midnight on Sunday, December 17, 2023 to 11:59 p.m. on
Wednesday, January 3, 2024.
Seconded by Councilmember Yu and approved by the following votes:

QUALITY AUTHORITY

The City Council is requested to cast votes for a candidate to represent cities
without prescriptive water pumping rights.
City Manager Cook gave a summary of the staff report.
Councilmember Sternquist shared that she received a call from City of La Puente
Mayor Pro Tem Munoz, that City of Rosemead Mayor Pro Tem Clark, is only
interested in serving as the alternate.
City Council asked questions and made comments about San Gabriel Basin
Water Quality Authority's boardmember election.
Mayor Man opened public comment. Hearing no request to speak, Mayor Man
closed public comment.
Mayor Pro Tem Chavez made a motion to:
1. Adopt Resolution No. 23-5712 (Attachment "A") casting the City's votes for
City of La Puente Mayor Pro Tem Valerie Munoz to represent City of Temple
City and other cities in the San Gabriel Basin without prescriptive water
pumping rights; and
2. Instruct the City Clerk to complete resolution attached to reflect Council's
decision.
Seconded by Councilmember Vizcarra and approved by the following votes:

B. ADDITIONAL COMMUNITY PUBLIC SAFETY PROGRAMMING
The City Council expressed their interest in providing other public safety programs that
enhance the community's awareness of crime prevention.
City Manager Cook gave a summary of the staff report.
City Council made comments and asked questions about the proposed public
safety programs and other security measures that city can consider to further
public safety.
Sheriff Deputy Bui answered City Council questions regarding catalytic converter
etching and commented on past successful catalytic converter etching events in
the City.

Mayor Man opened public comment. Hearing no request to speak, Mayor Man
closed public comment.
City Council made final comments.
City Council directed staff to move forward with the proposed public safety events,
catalytic converter etching and document shredding, and add Public Safety
Programing discussion to the monthly law enforcement meeting with the Sheriffs
Department to identify safety concerns within the community and develop
strategies for addressing them.
11. UPDATE FROM CITY MANAGER — invited the public to the upcoming Lights on
Temple City, Friday, December 1. He also commented that public safety program
discussion will be added to the next law enforcement meeting agenda.
12. UPDATE FROM CITY ATTORNEY — wished everyone a happy Thanksgiving.

reported in San Gabriel valley. She encouraged the residents to beware of
standing water on their property.

D. MAYOR PRO TEM CHAVEZ — commented on the Commissioners Recognition

Veteran's Day Celebration. He also commented on the Senior Lunch program
