REGULAR MEETING MINUTES
NOVEMBER 7, 2023
1. CALL TO ORDER
Mayor Man called the City Council Regular Meeting to order at 7:31 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

3. INVOCATION — Mayor Pro Tem Chavez provided the invocation.
4. PLEDGE OF ALLEGIANCE — City Attorney Murphy lead the pledge of allegiance.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Steve Stafford, Temple City resident, commented on speeding traffic and shots fired
in his neighborhood.
7. CONSENT CALENDAR
Councilmember Sternquist pulled Consent Calendar Item 7. E. to make a comment.
Mayor Pro Tem Chavez made a motion to approve the remainder of the Consent
Calendar Items. Seconded by Councilmember Vizcarra and approved by the
following votes:

D. AUTHORIZE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENT TO APPLY
FOR THE CALRECYCLE 1383 LOCAL ASSISTANCE GRANT PROGRAM ON
BEHALF OF THE CITY
The City Council is requested to authorize City Manager to sign a Letter of
Authorization to allow the San Gabriel Valley Council of Governments (SGVCOG)
to apply for the CalRecycle 1383 Local Assistance Grant Program on behalf of the
City.

F. REQUEST FOR LANE CLOSURES ON LAS TUNAS DRIVE FOR THE TEMPLE

The City Council is requested to approve the Temple Station's request to close
Las Tunas Drive, in front of the station, as a staging area for the Temple Station
Mug Run.

G. VISA CARD REPORT
Approved the temporary lane closures on Las
Tunas Drive between Muscatel Avenue and
Rosemead Boulevard on December 16, 2023,
from 6:00 a.m. to 12:00 p.m. for the Temple
Station Mug Run.
The City Council is requested to review, receive and file the Visa Card Report.

H. ADOPTION OF RESOLUTION NO. 23-5709 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2023-24
The City Council is requested to adopt Resolution No. 23-5709 authorizing the
payment of bills for fiscal year 2023-24.

I. THIRD AMENDMENT TO AGREEMENT WITH UNITED MAINTENANCE
SYSTEMS FOR CITYWIDE JANITORIAL SERVICES
United Maintenance Systems provides janitorial services for Live Oak Park,
Community Center, Annex, City Hall, Community Room, Civic Center, Primrose
Park and City Yards. City Council is requested to approve a third amendment to
the agreement with United Maintenance Systems through January 31, 2014.

amendment to the agreement with United
Maintenance Systems, Inc. (UMS) for Citywide
Janitorial Services.
J. THIRD AMENDMENT TO AGREEMENT WITH WEST COAST ARBORIST, INC.
FOR TREE MAINTENANCE SERVICES
West Coast Arborist, Inc. is the current contractor providing tree maintenance
services to the City. The City Council is requested to approve a third amendment
to the agreement with West Coast Arborist through January 31, 2024.

services.
G. PETTY CASH REPORT
The City Council is requested to review, receive and file the Petty Cash Report.
Action: Received and filed the Petty Cash Report.
Consent Calendar Item 7.E. was heard out of agenda order.
E. APPROVAL OF MASTER AGREEMENT WITH TEMPLE CITY CAMELLIA
FESTIVAL
The City Council is requested to approve a Master Agreement with Temple City
Camellia Festival for one year with the option for a three-year extension.
Councilmember Sternquist pulled this item to relay Camellia Festival Director
Tarin's appreciation for City Council's consideration to approve the master
agreement.
Mayor Pro Tem Chavez made a motion to:
1. Approved the Maser Agreement with the Temple City Camellia Festival
(TCCF) and;
2. Authorized the City Manager to sign the Agreement.
Seconded by Councilmember Sternquist and approved by the following votes:

The City Council is requested to review upcoming City Council meeting dates and
consider adopting a policy regarding canceling meetings that land on the week of
holidays.
City Manager Cook provided a brief overview regarding the request for City
Council to consider adopting a policy regarding canceling meetings that land on
the week of holidays.
City Council asked questions and made comments regarding Council meeting
schedule and the proposed policy to cancel City Council meetings on the week of
holidays.
Mayor Man opened public comment. Hearing no request to speak, Mayor Man
closed public comment.
City Council made final comments regarding the proposed policy to cancel City
Council meetings on the week of holidays.
Councilmember Sternquist made a motion to adopt Resolution 23-5710 as
amended to read that meeting dates that are to be canceled are January 2, 2024,
July 2, 2024, and December 17, 2024. Should urgent city business arise, the
Mayor in consultation with the City Manager shall call a Special Meeting to
address such business. Seconded by Councilmember Yu and approved by the
following votes:

11. UPDATE FROM CITY MANAGER
City Manager Cook called on Parks and Recreation Director Matsumoto to report on
the City's Halloween event, and to provide information on upcoming Veteran's Day
Celebration, status on the Primrose Park public art installation and community tree
planting, and the playground renovation project. He also talked about Holiday Home
and Business Decoration and Lights on Temple City.
City Manager Cook provided an update on the city limit monument sign project
shared between Temple City and Arcadia.

MEETINGS
A. SCHOOL DISTRICT/CITY STANDING COMMITTEE
(Mayor Pro Tem Chavez Mayor Man) — Formed 1/3/2012
Mayor Pro Tem Chavez reported on the standing committee's meeting on
October 26, 2023. The standing committee met to receive updates on the
playground renovations project, the high school field renovation project, discuss
homeless issues in the city, and receive a report on the Hualien County Sister
City Delegation. The next meeting is scheduled for January 25, 2024.

14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR
AGENDA
A. COUNCILMEMBER STERNQUIST — Shared that she attended Assembly
member Mike Fong's Career Fair and a STEAM event hosted at the Temple City
High school, she also attended the Los Angeles County Sanitation District's
Carson location open house.
B. COUNCILMEMBER VIZCARRA — commented favorably about schools offering
language immersion program.
C. COUNCILMEMBER YU — None
D. MAYOR PRO TEM CHAVEZ — commented on street banners, announced
upcoming interviews with the high school students for Australia Sister City
Student Exchange Program this weekend, and thanked Mayor Man and City
Manager Cook for attending the Youth Committee's first monthly meeting.
E. MAYOR MAN — commented on the Temple City High School STEAM event, the
Youth Committee's monthly meeting, Assembly member Mike Fong's Career Fair,
City's Halloween event, Deputy Clinkunbroomer's fundraiser event, the grand
opening of Jia Fu's Tea in the Camellia Square, and the Temple City High School
Girls' Volleyball winning first round of State tournament. He shared that he was a
guest speaker for "Legal Club", a newly formed high school student club. He also
recognized Public Safety Supervisor Ariizumi for his 22 years of service to the city
and community.
15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Steve Stafford, Temple City resident, commented on the condition of the streets in
his neighborhood and the need to install 4 way stop signs at certain intersections
near his home.
