A RESOLUTION AUTHORIZING EXCEL ENVIRONMENTAL
RESOURCES, INC. TO APPLY FOR GRANT FUNDING
BY THE NEW JERSEY DEPARTMENT OF ENVIRONMENTAL
PROTECTION FOR SITE INVESTIGATION
WHEREAS, the State of New Jersey Department of Environmental Protection through
the Hazardous Discharge Site Remediation Fund, has grant funds available to
municipalities for the purpose of funding site investigations to determine the existence or
extent of hazardous substance discharge conditions on properties; and
WHEREAS, the Borough of Carteret wishes to conduct site investigation activities with
respect to the following parcels located along the Arthur Kill riparian shoreline tracts of
land, associated tributaries, and ditches, (waterfront and riparian portions only), referred
to as: Block 102, Lots 5,01, 5.02, 6, and 7; Block 201, Lot 4; and Block 304, Lots 2.01
and 2.02; and
WHEREAS, Excel Environmental Resources, Inc. is qualified to prepare and submit all
Applications for such funding; and
WHEREAS, the Borough of Carteret either owns or intends to acquire the properties for
the purpose of redevelopment; and '
WHEREAS, the Borough of Carteret is committed to the redevelopment of the property
within a three-year period after the completion of the remediation of this Site; and
NOW THEREFORE BE IT RESOLVED by the Borough Council of the Borough of
Carteret, in the County of Middlesex, and State of New Jersey as follows:
I. Excel Environmental Resources, Inc. is hereby authorized and directed to apply
for grant funding in order to conduct site investigations for the above -described
parcels.
2. The Mayor and other appropriate Borough Officials are authorized to execute any
and all documents necessary in order to apply for the aforesaid grant.
3. hl the event that funding is approved pursuant to a grant issued in favor of the
Borough of Carteret, Excel Environmental Resources, Inc. shall be authorized and
directed to implement site investigations for the above described parcels in
accordance with a contract to be approved by the Borough and the NJDEP.
