Jonathan Sprague, P.E.
Director of Operations, Metropolitan St. Louis Sewer District (MSD)
Jonathan Sprague has more than 25‐years of professional experience, specializing in operations
management and strategic planning in the water/wastewater industry. He has served as the
Director of Operations for the Metropolitan St. Louis Sewer District since July 2007. As a
member of the senior management team, he is responsible for an annual operating budget of
$94 million and staff of 588. Jon provides leadership and strategic management for the
operation and maintenance of MSD’s sewer collection systems, pumping stations, wastewater
treatment plants, garages, shops, warehousing, and customer‐care divisions. Under his
leadership, overflows have been reduced by half, basement backups reduced by over 60
percent, and productivity increased by over 20 percent. He partners with MSD’s Engineering
and Finance Departments to develop long‐term capital and financial plans and assists in
strategic planning for the entire organization.
Jon was appointed Interim Executive Director by the District’s Board of Trustees from January
to March 2013. During this time, he was responsible for leadership of the senior management
team and coordination of all MSD activities.
Jon began his career with MSD in May 2005, as Assistant Director of Operations. In this
position, he led and managed the support services of the Operations Department, which
includes customer care functions, warehousing, plant automation programmers, and overall
administration. Jon also assisted in managing staff that maintained and operated the collection
system, wastewater treatment plants, and pump stations.
Prior to joining MSD, Jon was the Assistant Chief of Operations for the Department of Utilities in
Henrico, Virginia. There, he was responsible for directing the technical and operational
functions of the water and wastewater pumping facilities, water distribution systems, and
wastewater collection systems. Prior to that, he was the Special Projects Manager for the
Department of Utilities in Hanover, Virginia, with responsibility for water and wastewater
capital improvement projects.
Jon holds a Bachelor of Science in Electrical Engineering from the University of Akron and a
Master of Business Administration from the College of William and Mary. He is a licensed
professional engineer in Missouri and Virginia.
